    Niger as a transit country for Nigerian and other West African migrants.

    This thesis explores Niger as a transit country for Nigerian and other West African migrants and is informed by the border regime theory. This theory explains migration as a struggle on inclusion and exclusion among different actors within and across a border. These actors include migrants, states and their agencies, inter-governmental & non-governmental organizations, and individuals. This thesis uses qualitative research and relies on ethnographic research, semi-structured interviews and focus group discussions. The thesis asks two research questions: (1) are the EU migration control agreements in the Sahel region and the Nigerien government migration law of 2015 strong enough to stop transiting migration in Niger. (2) What are the implications of the securitized migration policies on the ECOWAS Protocol on Free Movement of Persons, economic well-being, and security in Niger. This thesis suggests two hypotheses: first, state border and migration control policy cannot stop or eradicate transiting migration because there is a strong connection between smuggling and trafficking networks and the overall functioning of Niger as a transit country. Second, securitization of migration is a threat to the ECOWAS Protocol of Free Movement of Persons of West African migrants and poses a danger to economic survival and security in Niger. The research findings confirm the thesis hypotheses. It also reveals the vulnerability of independent female migration in the Sahel region to smuggling, trafficking, and sex trade.     A new analytical framework for studying protocol diversity in P2P networks

    Thanks to years of research and development, current peer-to-peer (P2P) networks are anything but a homogeneous system from a protocol perspective. Specifically, even for the same P2P system (e.g., BitTorrent), a large number of protocol variants have been designed based on game theoretic considerations with the objective to gain performance advantages. We envision that such variants could be deployed by selfish participants and interact with the original prescribed protocol as well as among them. Consequently, a meta-strategic situation - judiciously selection of different protocol variants - will emerge. In this work, we propose a general framework, Migration, based on evolutionary game theory to study the coevolution of peers for selfish protocol selection, and, most importantly, its impact on system performance. We apply Migration to P2P systems and draw on extensive simulations to characterize the dynamics of selfish protocol selection.     Toward an efficient solution for dynamic ad hoc network interoperability

    An ad hoc network is formed by an impromptu grouping of network capable nodes. The nodes forming the network have unconstrained mobility, and so provide a dynamic network topology. Current work in this research area has focused on designing routing protocols capable of efficiently forwarding packets in these dynamic network environments. This has led to several designs for ad hoc routing protocols based on various routing algorithms, each suited to specific usage characteristics. This paper will discuss issues relating to routing in ad hoc networks. We will describe an active networking based solution that provides dynamic routing protocol interoperability and enables migration of nodes between ad hoc groups. Our design is motivated by a squad and base scenario which consists of two groups wishing to communicate. These groups have contrasting deployment characteristics and so use different routing protocols

    The Extension Of Organisational Readiness Model Towards Technology Migration : A Case Of IPV6 Migration

    Internet Protocol, often referred to as IP, is the Internet addressing protocol that allows devices to connect to each other. At present, the existing Internet Protocol Version 4 (IPv4) is being gradually replaced by a new version of the protocol, Internet Protocol Version 6 (IPv6), to provide a larger scale of addresses and to facilitate various improvements to the protocol. Migration from IPv4 to IPv6 is seen as a lengthy and difficult process for any organisation as it comprises many aspects such as talent management especially the IT personnel and technology competence in terms of the current infrastructure capability to facilitate IPv6 environment and the process which include testing and implementation. The highlighted issue in this study is that in most places, the IPv6 deployment process is quite slow, despite the crucial changes to the new protocol. This concern is contributed by the fact that many organisations are still not prepared for the migration to the IPv6 even though they are aware of the serious needs to apply it in their network. Factors that influence the readiness of an organisations towards IPv6 have been studied from different aspects and perspectives by previous studies, therefore, the objectives of this study were to analyze the physical and human factors that can define the readiness of an organisation to migrate to the IPv6; to develop the IPv6 organisation readiness model based on categorized factors and to validate the IPv6 organisation readiness model. A mix-method research strategy was applied in this research which consisted of two phases; determine the factors (qualitative) for the early phase and model development and reliability and validity (quantitative) for the second phase of the study. For the qualitative approach, document analysis and structured interviews were chosen as the research instrument for the data collection involving five experts to explore the factors. Manual approach to transcribe the findings or coding was used for the data analysis of the interview. For the next phase, data were collected from 107 IT personnel who were managing the computer networks in polytechnics and community colleges throughout Malaysia, and a 5-point Likert Scale questionnaire was employed as the data instrument. Rasch measurement model was applied as a direction for data analysis and the data were analysed using the statistical analysis software, Winstep version 3.69.1.11, to determine the most important factor towards IPv6 migration and to validate the model as well. The results revealed that equipment, cost, deployment, motivation, skill and knowledge were the factors required for migration to the IPv6 and the most important factor in physical category was deployment (mean measure=-0.20, mean score=4.4) and the most important factor in human category was skill (mean measure=-0.62, mean score=4.52). For the model validity, the unidimensionality test revealed that each factor was proven based on the independent items and model fit. In conclusion, the results significantly proved that the factors had high potentials to measure the readiness of an organisation for IPv6 migration

    Harnessing Migration for Inclusive Growth and Development in Southern Africa

    The primary goal of this study is to present the results of a comprehensive scope of key opportunities and challenges for harnessing migration for inclusive growth and development at the regional level in Southern Africa. The main objectives were as follows: Provide an overview of regional migration stocks and flows identifying regional trends, drivers and impacts from existing research literature and official data; Profile migrant characteristics at the regional level including demographic composition, types of migration and occupational profile; Examine the relevance of multilateral, continental and regional migration instruments, policies, protocols, agreements and forums with a view to identifying actions required to move the regional migration management agenda forward and align with the goal of enhancing migration for inclusive growth and development in Southern Africa; Analyze the key initiatives, opportunities and obstacles to developing a coherent, integrated and rights-regarding approach to migration management including areas of common commitment and ownership, and points of actual and potential conflict and disagreement between states; Conduct a gender analysis of regional migration dynamics including gender dimensions of migration, challenges, dangers and vulnerabilities confronting migrant women and other vulnerable groups, and gender analysis of migration management in Southern Africa; Identify potential programming areas that are weak or underdeveloped. The report relies on data and information from four main sources: (a) existing research literature and data on regional migration dynamics and trends in Southern Africa; (b) official data sources, where available, to identify current patterns, trends and types of migration; (c) bilateral global migration data sets compiled by the UNDP and the World Bank; and (d) a programme of field research involving key informant interviews and consultations with stakeholders, international organizations and donors, national government departments, and representatives from civil society, business, labour and the academy. Country visits were undertaken to South Africa, Mozambique, Botswana and Zimbabwe. A total of 60 interviews were conducted with 86 interviewees. The first two sections of the report outline the objectives and methodology of the research. The third section provides a contextual analysis of regional migration in Southern Africa to demonstrate that migration is a quintessentially regional issue and development challenge. There are a number of reasons why a regional – as opposed to a purely national – conceptual and policy approach to migration is desirable and necessary: Cross-border movements of people have a long history and constitute one of the major mechanisms of regional integration in Southern Africa (along with trade and investment). Goods and capital move relatively freely and legally across the region but people still face considerable obstacles and barriers to movement; Vast differences in levels of development and employment opportunities across the region have led to extremely uneven migration flows. All countries both send and receive migrants but the balance between the two varies significantly. Zimbabwe was a major destination before 2000 but has since become the region’s single largest exporter of migrants. South Africa is the major destination; Temporary, circular migration is the norm in the region with migrants retaining close ties with home countries and communities through formal and informal transfers of cash and goods in the form of remittances. In effect, migration and remittances have become a major source of development finance across the region; The majority of migration movements within and to the Southern African region fall into the category of South-South migration. This form of migration, from one developing country to another, can have positive and simultaneous development impacts on both countries of origin and destination; From a migration management perspective, regional organizations have recognized the importance of regional harmonization and co-ordinated action. However, governments have been slower to recognize the reality of regional migration, leading to a disjuncture between initiatives to facilitate movement and co-ordinate migration for development at the continental and regional level, and national governments that tend to view migration negatively and avoid any binding commitment to regional migration processes and instruments. The analysis of migration trends and flows distinguishes between (a) migration within the Southern African region from one country to another; (b) migration to Southern Africa from other countries, especially the rest of Africa; and (c) migration from Southern Africa to other parts of the globe. Each has implications and opportunities for harnessing migration for development and inclusive growth. For example: All of the countries of Southern Africa host some migrants, with the major migration destinations being South Africa, Zimbabwe, the Democratic Republic of the Congo (DRC), Tanzania, Mozambique, Malawi and Botswana. All are also migrant-sending countries with the major intra-regional senders being Mozambique, Zimbabwe, Lesotho, Malawi and Angola. Even South Africa sends migrants to other countries in the region. In policy terms, this means that although many countries are threatened by what they view as an uncontrolled influx of migrants, they are themselves also migrant senders and beneficiaries of out-migration to other countries. Migration flows within the region have undergone major changes in the last two decades, including a significant decline in forced (refugee) migration, an equally significant increase in migration for economic and livelihood reasons, more diversity in flows including increasing female and youth migration, a decline in formal contract migration to South African mines, and a concomitant increase in unregulated, informalized migration across borders. Data and reliable information on all of these trends and their drivers are largely absent. In total, 53% of all Southern Africa-born migrants are living outside the region. The five major sending countries are South Africa, Zimbabwe, Angola, the DRC and Mauritius. The five major destinations are the United Kingdom, Australia, France, the United States and Portugal. Shared histories and common languages have resulted in the emergence of migration corridors that include South Africa-UK, South Africa-Australia, Angola-Portugal, Zimbabwe-UK and Madagascar-France. The majority of migrants who leave the region are relatively skilled, leading to claims that countries of destination are responsible for a “brain drain” from the region. This argument has largely been replaced by the realization that these migrants are actually a resource with a potentially strong development role to play. Against the backdrop of complex and shifting migration patterns and flows, the report identifies key development-related implications of these migration trends and characteristics and presents relevant information and data on each. This provides substantive context and a link to the programming recommendations later in the report. The five areas are: (a) gender and migration; (b) migrant rights and protections; (c) migration and remittances; (d) migration and informal entrepreneurship and (e) diasporas for development. Although the available information on each area is uneven across the region, evidence is marshalled to suggest that each offers important opportunities for meeting the overall goal of harnessing migration for development and inclusive growth. These areas are united by a focus on the importance and development implications of women’s migration. The major findings from the analysis of these five areas include the following: Southern Africa is undergoing a process of feminization of migration with increased independent women’s migration. The number of female migrants in SADC is now over 2 million. In the major destination country (South Africa), the proportion of female migrants has reached 40% of the total. Gender-disaggregated data on migrant flows and occupations is generally unavailable, although South African data suggests that a migrant woman has only a 56% probability of being employed compared to a migrant man. There is a growing body of case-study evidence on informal temporary migration and the low wage regime and exploitative conditions in sectors such as construction, illicit mining, commercial agriculture and domestic work. For those migrant women who are employed, many are engaged in precarious livelihoods. Some are employed in potentially exploitative conditions with weak oversight or protection of their labour rights, for example as domestic or agricultural workers. Others are engaged in inherently precarious informal occupations such as trading, hair braiding and other beauty services, or craft production and sales, often conducted in unsafe spaces. Related to their precarious working and living conditions, female migrants experience gender-based violence and other health vulnerabilities. Poor treatment of female migrants on the way to and at the workplace exercises an extremely negative impact on the migrants themselves and their households, and is also antithetical to development and inclusive growth in their home countries. Low wages and other forms of financial extortion, for example, significantly reduce the remitting ability of migrants. Precarious employment in the agricultural and domestic service sectors is highly gendered with female migrants being most vulnerable to exploitation by formal and informal labour brokers and recruiters, employers and the authorities (especially the police). There is considerable evidence that remitting is an extremely common practice in Southern Africa. However, much remitting is through informal channels, and accurate data on remittance flows at the regional level is not available. The World Bank calculates that remittance flows to the countries of Southern Africa reached USD1 billion in 2014. Only a third of remittances to Southern African countries come from other countries within the region. Over two-thirds of remittances to Southern African countries therefore come from outside the region. Globally, female migrants send approximately the same per capita amount of remittances as male migrants but women tend to send a higher proportion of their income. Women also usually send money more regularly and for longer periods of time than men. In Southern Africa there is some evidence of distinct gender differences in remitting amounts, frequency and means of remitting, remittance recipients and use of remittances. This suggests that data, research and policy-making on migration and remittances needs to be gender-disaggregated. The number of migrants running small and microenterprises or being employed by these businesses is considerable in towns and cities across the region. In South Africa, as many as one-third of migrants are self-employed in the informal economy. Surveys of migrant entrepreneurs show that the sector is dominated by young people and that women occupy particular niches. Informal business owners have positive development impacts in countries of destination and origin through remittance of business profits, generating employment, rental of business properties, providing cheaper services, supporting formal sector businesses and payment of operating licences to municipalities. The major challenges to business survival and expansion include difficulties of securing start-up capital and business loans from formal financial institutions, especially banks; lack of basic business training and skills; exclusion from formal banking systems; vulnerability to xenophobic attacks and destruction of stock and businesses premises; and hostile operating environments including official harassment, extortion and demands for bribes or protection money. While many governments are developing plans and policies for diaspora engagement, an important information gap concerns the attitudes of diasporas themselves to engagement in development-related activities and initiatives in their countries of origin. A study of the global Zambian diaspora showed that most are interested in making private investments in Zambia, with the greatest sectoral interest in agriculture/horticulture, import/export, manufacturing, tourism and transport. Many expressed interest in contributing to development projects in Zambia related to education, healthcare, infrastructure development, childcare and microfinance initiatives. A study of immigrants from the SADC in Canada found that many felt they have an important role to play in developing their countries of origin. The majority remit money to their country of origin. Preferred avenues of engagement include skills transfer, investing in businesses, participation in development projects, educational exchanges, volunteer work, fundraising for development projects, philanthropy, export and import of goods to and from the country of origin, investing in infrastructural development and providing distance learning. Others specifically mentioned their desire to be involved in activities that would lead to greater empowerment for women and children. The next section of the report examines the policy implications of the information about migration flows and development implications provided in the previous section. There was a considerable degree of unanimity among the stakeholders interviewed for this study on the importance of seeing migration as a regional development issue requiring a co-ordinated regional response in Southern Africa. There was some expectation of a difference in opinion between regional and national stakeholders. However, many of the latter were also willing to acknowledge that migration was not purely an issue of national importance. Where they differed was on who should be driving the agenda: national governments or regional bodies. In principle, there is significant awareness among SADC member states about the need to strengthen efforts aimed at harnessing migration for inclusive growth and development. In practice, little progress has been made on mainstreaming migration and development at the national or regional policy level. Regional efforts to forge a common approach to migration appear promising but, while states appear willing to make initial commitments to agreements, instruments and initiatives, they are generally unwilling to ratify and implement anything that appears to infringe on their national sovereignty or the perceived interests of citizens. At the regional level, there is a paucity of instruments that focus directly on migration and development. An evaluation of the SADC Secretariat’s Regional Indicative Strategic Development Plan (RISDP) has concluded that “the relationship between migration and poverty is under-represented in the plan’s proposed intervention areas and only addressed in a partial and circumscribed manner.” Freedom of intraregional movement has been a principle of the SADC since its foundation, although this is not explicitly tied to positive development outcomes. Despite this objective, unfettered free movement is very far from being a reality. The Secretariat has had no success in getting all member states to ratify its two major regional mobility policy initiatives: the 1995 Draft Protocol on the Free Movement of Persons and the 2005 Protocol on the Facilitation of Movement of Persons. Greater regional mobility initiatives are trumped by national immigration policies focused on movement control. SADC member states prefer to act bilaterally in their dealings with each other on migration through instruments such as Joint Permanent Commissions (JPCs) and Memoranda of Understanding. At the level of individual member states, the mandate and expertise required for, and resources devoted to, migration management is often limited to routine and operational capacity requirements, as opposed to a more strategic approach in which migration management is an essential component of development objectives. Little discernible progress has therefore been made with regard to the implementation of a free movement regime by the SADC Secretariat. In part, this is because there is very little data or analysis on exactly what the impact of removing border controls in the region would be. In many ways, the SADC is already a de facto free movement zone and the removal of controls would not have a massive impact on migration flows. What it would do is provide legal channels for those who want to migrate, reduce the opportunities for personal enrichment by corrupt state functionaries on both sides of borders, eliminate current high levels of corruption and abuse in the immigration system and reduce the exploitation of migrants who enjoy few rights and protections. However, free movement is likely to remain politically unpalatable to most states for the foreseeable future. One of the key components of inclusive growth strategies is poverty reduction through productive and decent employment. Given the high levels of poverty and inequality throughout Southern Africa, it is important to view migrant employment rights as an integral part of the inclusive growth agenda. The SADC Secretariat has made various efforts to put in place instruments that commit member states to protecting the rights of migrant workers. A recent study for the United Nations Research Institute for Social Development (UNRISD) examined the issue of migrant protection and rights in the Southern African region as a whole and identified the various regional-level commitments to protecting migrant rights and the obstacles to their implementation. This report examines various instruments including the UN Convention on the Protection of the Rights of All Migrant Workers and Members of Their Families, the Charter of Fundamental Social Rights in SADC, the SADC Code on Social Security, ILO Conventions 87, 100, 111 and 182, the Convention Concerning Decent Work for Domestic Workers (Domestic Workers Convention), the SADC Protocol on Employment and Labour, and the SADC Regional Labour Migration Policy Framework and concludes that, as with the effort to implement freedom of movement, ratification and implementation are proving problematical as few member states are willing to ratify the appropriate instruments. A gender analysis of the various African Union (AU) and SADC strategic instruments shows that gender and migration issues feature only in piecemeal fashion. Regional-level instruments, polices and protocols do exist, but these are barely enforced and national laws and institutions take precedence. The persistent limitations of migration governance on the continent are recognized as an obstacle to regional and continental poverty reduction. Furthermore, policies and instruments to protect migrant and gender rights are implemented within a difficult social and political context in which xenophobic and patriarchal attitudes persist. In sum, there are many challenges in advancing gender-sensitive, rights-based migration governance in the SADC region. The scale, complexity and diversity of migration, combined with incomplete and inconsistent data, make it difficult to measure and monitor the gender composition of migrant flows and stocks, or to understand the particular contributions and vulnerabilities of female migrants. A dual focus on empowerment and protection should guide programming and policy development on gender and migration in the region. The final section of the report makes specific recommendations for a future regional programme on harnessing migration for development and inclusive growth. Given the lack of progress at regional and national level in advancing a migration and development agenda, we argue that programming should focus on “demonstration” projects that provide clear evidence of the development impacts of migration for countries of origin and destination. These projects could then be scaled up. In order to establish priority entry points, the report does three things: Presents the results of the stakeholder perceptions of priorities in which knowledge and information gaps were a recurrent theme; Analyzes and categorizes the recommendations for making migration work for development in the SDGs, the Valetta Accord and various AU and SADC agreements, protocols and instruments; Develops a Programming Framework (PF) consisting of 10 core migration and development issues and 27 associated potential entry points; and This analysis leads to the identification of five major entry points in the programming framework under the general rubric of a recommended programme on Gender and Migration for Development and Inclusive Growth in Southern Africa. For each point, the report provides a detailed rationale, examples of similar programmes and likely outcomes. In summary, the five recommended entry points are as follows: Entry Point One: Building a Gendered Knowledge Base on Migration. One of the recurrent themes in the stakeholder interviews was (a) the limited public availability and utility of official data on migration; and (b) the lack of knowledge about regional migration causes, volumes, experiences and impacts. A common failing of official data and the case-study research literature is the absence of systematic and generalizable information on the gendered nature of migration. In order to provide detailed, policy-relevant, gender-disaggregated data on migration and its development impacts, a different methodological approach is needed. There is a need for the collection of national migration data at the household level in countries

    The Southern African Migration Project (SAMP) is committed to supporting basic research on the dimensions, causes and consequences of cross-border and internal migration within the SADC region and to making the results accessible to a range of partners. We believe that a well-informed policy-maker or official is more likely to appreciate the workability of policy choices in the area of migration and immigration management. Policies based on poor or misleading information will not only fail but could have negative unintended consequences. From a human rights perspective, we are concerned that without accurate information about migration, decisions may be made which will violate constitutional guarantees and arouse public hostility towards non-citizens. SAMP is also committed to conducting policy research at a regional scale. Research in one country, such as Botswana, can be systematically compared with the results from other SADC countries to highlight similarities and differences, and to ascertain the degree to which governments face similar challenges of migrant management and treatment. The information can also be useful to civil society and NGO’s as they attempt to deal with the challenges of migrant integration and xenophobia. Economic data on migration impacts can be invaluable to a wide range of actors, including government and the private sector. Ultimately, the successful management of migration in Southern Africa depends on inter-governmental cooperation in data collection and policy harmonization. This is a long-term goal which has been temporarily stalled by the legitimate opposition of governments to moving too far, too fast. The SADC Draft Protocol on the Free Movement of Persons and its more restrictive successor, the SADC Draft Protocol on the Facilitation of Movement, have both floundered and there is little immediate likelihood of a Protocol that it equally acceptable to all SADC states. SAMP believes that the next step, before such a debate is re-initiated, is to gather reliable and accurate data on the volumes, trends, causes, impacts and remedies of migration at a regional scale. Only then can there be informed debate and forward movement on regional harmonization. Botswana is a country with an unusually rich migration history. Batswana men and women have been migrating across colonial and international borders for decades for a multiplicity of reasons. Within the country, post-independence economic development and growth has been accompanied by rapid urbanization. Botswana’s current levels of urbanization make it one of the most urbanized countries within the SADC. As in many countries of the region, the monitoring of these processes through the ongoing collection of migration and immigration statistics is a challenging task. Botswana’s last census was in 1991 and there have been significant changes in migration movements and trends since that time. In this respect, the research community can play a vital role in supplementing official and census data collection with sound and representative inter-censual surveys of citizens and non-citizens, migrants and non-migrants. Botswana has a long and vigorous tradition of migration research. This began with the work of the noted anthropologist Isaac Schapera in the 1930s and 1940s, work that is still consulted by researchers today. Botswana’s pre-colonial and colonial history of internal and cross-border migration has now been well-documented. In the post-independence period, there have been regular contributions to understanding contemporary patterns and dynamics of internal and cross-border migration. The most notable enterprise was the Botswana National Migration Survey in 1979. This project provided an exhaustive analysis of migration within and from Botswana in the late 1970s. Since that time, most researchers have relied on data from the 1981 and 1991 censuses, supplemented by local area and sample surveys. Twenty years have passed since the NMS was conducted. The census data shows that the changes since that time have been dramatic. Much less in known about the changes since 1991. In an effort to provide the government and people of Botswana with basic, up-to-date information on migration trends, volumes, impacts, and attitudes, in 1997 SAMP entered into a research partnership with the International Training Programme in Population and Sustainable Development at the University of Botswana. This publication represents the first phase of this ongoing collaboration. It brings together the research findings from three national surveys of migration attitudes and behaviours undertaken in Botswana in 1997 and 1998. These were: (a) a national random sample survey of Batswana resident in Botswana at the time of the survey; (b) a sample survey of potential skilled Batswana migrants and emigrants; and (c) a survey of skilled and professional foreign citizens currently resident in Botswana. This first chapter in this publication, by Professor John Oucho, provides an invaluable background overview of domestic and migration trends in Botswana from 1981 to the present. He stresses the importance of accurate classification and definition of what he calls inward and outward migration. These distinctions are vital since different forms of migration are motivated by different dynamics and require a differentiated policy response. Professor Oucho demonstrates that Botswana’s recent migration history has been profoundly shaped by its vibrant economy and political system. Botswana sends out proportionately fewer migrants for work outside the country than other SADC states and is also a major recipient of legal skilled and professional migrants (and increasing numbers of undocumented migrants). As a migrant “sending and receiving” country, Botswana faces particular dilemmas and challenges. Botswana’s strategic recruiting and utilization of foreign skills is a forward-looking model for other countries in the region. There is always a danger, however, that unauthorized migrants will become the scapegoat for social problems (as has happened in South Africa) and that they will be treated with growing intolerance. This can only be countered if there is accurate information on the nature and impact of undocumented migration. What must also be a concern is the way in which South Africa treats Batswana citizens. Professor Oucho shows that the volume of cross-border traffic between Botswana and South Africa has now increased to over two million crossings a year. Significant numbers of Batswana are overstaying their permits in South Africa. So far, the South African government has not responded as harshly to unauthorized Batswana as it has to Mozambicans and Zimbabweans. But that could quickly change. It is in Botswana’s interests that migrants do not fall foul of South African immigration regulations. The paper by Professor Oucho is based primarily on official statistics and census data. This also helps us to appreciate that there are significant gaps in official data collection and knowledge on migration and immigration, particularly for the 1990s. After the next census we will be in a good position to assess the changes of this inter-censual period. However, the three SAMP/University of Botswana surveys undertaken in Botswana to date provide a new and vital national picture of the migration situation at the end of the 1990s. These surveys are in the tradition of the earlier NMS and are the first round of what we anticipate will be an ongoing migration research enterprise in Botswana. The second chapter by Elizabeth Mukamaambo presents the results of the first survey. This survey instrument – SAMP’s Five Nations Public Opinion Survey – has previously been administered in Lesotho, Mozambique, Namibia and Zimbabwe. The results of these surveys can be consulted elsewhere. Her chapter draws on this massive migration data base to contrast the Botswana experience with that of other SADC countries. In general the findings about Batswana migration behaviour and attitudes are similar to those of other SADC countries, with minor variations. For example, more than 40% of Batswana have been to South Africa at some point (comparable to Namibians but less than Mozambicans and Basotho). Many go often and for short visits of less than a month. Like migrants from other countries, they go for a variety of reasons but mainly shopping and visiting. However, relatively few Batswana (10%) went to work or to look for work on their last visit to South Africa. This is the lowest figure amongst the five countries surveyed. Also of interest is the evidence of considerable cross-border traffic between Botswana and its eastern neighbour, Zimbabwe. Batswana migrants are extremely law-abiding and respectful of international ports of entry. The vast majority enter South Africa legally and with proper papers. They show little interest in permanent residence or South African citizenship. In fact, Botswana is seen to be a much better place to live across a range of indicators. The chapter concludes by recommending that policy-makers in Botswana, South Africa and Zimbabwe take these results seriously and devise systems of management that do not obstruct such legal and economically constructive movements of people. The third chapter by Dr Eugene Campbell focuses on a sub-set of Batswana – the skilled and professional class. Using a mail-out survey of a representative sample of skilled Batswana from the private and public sectors, Dr Campbell assesses their satisfaction with conditions in Botswana and the likelihood of their leaving temporarily or emigrating permanently. The basic question is whether Botswana is experiencing or is likely to experience a “brain drain” in the near future. The survey showed that skilled Batswana have a significant “emigration potential.” Over 40% have given some or a great deal of thought to moving to another country. Nearly 60% expressed a desire to leave the country for up to two years; and 30% said it was likely that they would leave for more than two years. When asked about the time frame, however, only 3% said it was likely or very likely they would leave in the next five years. The preferred destination is the United States (27%) followed by South Africa (21%). The desire to move has little to do with alienation or dissatisfaction with Botswana. Most are intensely patriotic, trustful of the national government and committed to the development of their country. Only a handful would ever contemplate giving up Botswana citizenship. What skilled Batswana are interested in is not permanent emigration. But they are interested in leaving for further study, to better their qualifications or for personal economic advantage, such as lower taxation or higher wages. Domestic unemployment hardly emerged as a “push factor”, underscoring the high levels of job assurance for skilled nationals in Botswana. This could, of course, change rapidly if Botswana went through tougher economic times. As Dr Campbell concludes, “skilled migration is only going to grow and the government of Botswana would be well advised to address these issues in a proactive, rather than reactive, manner.” The final chapter by John Oucho visits the question of skilled expatriates in Botswana. This is the first survey of its kind in Botswana. In many countries, this is a very delicate political issue. Although there was some understandable wariness on the part of respondents, the participation rate was sufficient to allow some general conclusions to be made. The expatriates occupy a range of posts in both the private and public sector, come from an array of (primarily African) countries, and are significant earners by local standards. The overwhelming majority say that Botswana offers a better quality of life than in their own country. What is striking about Botswana (compared say with South Africa where skilled foreign Africans complain bitterly about their treatment by ordinary South Africans) is the lack of conflict and antagonism with locals. The vast majority of expatriates feel they are accepted and valued and report good relations with Batswana. Although the vast majority of expatriates are classified and treated as temporary residents, many desire a more permanent commitment. As many as half are interested in becoming permanent residents of Botswana and a third are even interested in renouncing their citizenship and becoming citizens of Botswana. These are noteworthy findings and demonstrate the commitment of many “expatriates” to what they increasingly see as their “adopted country.” Few countries within SADC promote permanent immigration and few have expatriates willing to put down roots. In Botswana, there is clearly a case for examining whether there would be advantages to securing the permanent commitment of this group of highly skilled people. In general, SAMP and its partners trust that the results of the surveys reported here will help government and civil society in Botswana to construct the knowledge base about migration that is urgently needed. These findings clearly reveal the distinctiveness of the Botswana experience with in and out migration. However, Botswana also shares many policy concerns and dilemmas about migration with its neighbour states. International experience shows that effective migration management is not something that a state can unilaterally implement. A renewed cooperative, regional, and harmonized approach (based on sound and reliable migration data and analysis) within SADC is therefore essential.     Today's cybercrime methods are extremely diverse. The methods employed by attackers are becoming more diverse and intricate. Malicious software, commonly referred to as malware, is utilized in these various attacks. Malware threats and their propagation can be accomplished in several different ways. Good governance facilitates prevention via migration, assisting the security team and network infrastructure IT. This paper discusses efforts to enhance the security of the Simple Network Time Protocol (SNTP) to detect cybercrime on the network. Based on the results of the conducted experiments, we determined that by updating the Simple Network Time Protocol, implementing the client-server antivirus, and scanning every client connected to the local network or centrally, we could detect the types of attacks that frequently occur on the network system, thereby protecting all client computers from malware, viruses, worms, and Trojan horses. Based on the antivirus migration data, the employed research method can find information on cybercrimes that involve malware that enters the network and is successfully cleaned or quarantined before being automatically blocked

    Evaluation of Dynamic Cell Processes and Behavior Using Video Bioinformatics Tools

    Just as body language can reveal a person’s state of well-being, dynamic changes in cell behavior and morphology can be used to monitor processes in cultured cells. This chapter discusses how CL-Quant software, a commercially available video bioinformatics tool, can be used to extract quantitative data on: (1) growth/proliferation, (2) cell and colony migration, (3) reactive oxygen species (ROS) production, and (4) neural differentiation. Protocols created using CL-Quant were used to analyze both single cells and colonies. Time-lapse experiments in which different cell types were subjected to various chemical exposures were done using Nikon BioStations. Proliferation rate was measured in human embryonic stem cell colonies by quantifying colony area (pixels) and in single cells by measuring confluency (pixels). Colony and single cell migration were studied by measuring total displacement (distance between the starting and ending points) and total distance traveled by the colonies/cells. To quantify ROS production, cells were pre-loaded with MitoSOX Red™, a mitochondrial ROS (superoxide) indicator, treated with various chemicals, then total intensity of the red fluorescence was measured in each frame. Lastly, neural stem cells were incubated in differentiation medium for 12 days, and time lapse images were collected daily. Differentiation of neural stem cells was quantified using a protocol that detects young neurons. CLQuant software can be used to evaluate biological processes in living cells, and the protocols developed in this project can be applied to basic research and toxicological studies, or to monitor quality control in culture facilities
