    "Whose data is it anyway?" The implications of putting small area-level health and social data online

    International audienceThe planetary exospheres are poorly known in their outer parts, since the neutral densities are low compared with the instruments detection capabilities. The exospheric models are thus often the main source of information at such high altitudes. We present a new way to take into account analytically the additional effect of the radiation pressure on planetary exospheres. In a series of papers, we present with an Hamiltonian approach the effect of the radiation pressure on dynamical trajectories, density profiles and escaping thermal flux. Our work is a generalization of the study by Bishop and Chamberlain (1989). In this second part of our work, we present here the density profiles of atomic Hydrogen in planetary exospheres subject to the radiation pressure. We first provide the altitude profiles of ballistic particles (the dominant exospheric population in most cases), which exhibit strong asymmetries that explain the known geotail phenomenon at Earth. The radiation pressure strongly enhances the densities compared with the pure gravity case (i.e. the Chamberlain profiles), in particular at noon and midnight. We finally show the existence of an exopause that appears naturally as the external limit for bounded particles, above which all particles are escaping

Unrestricted, reliable and efficient access to accurate, timely, and up-to-date spatial data may be achieved through a spatial data infrastructure. Thus, most developed countries implemented and continue to develop their spatial data infrastructure. In Africa, there is a growing number of governments committed to spatial data infrastructure development. This paper aims to contribute to initialize an spatial data infrastructure in Mozambique. We identified and characterized through a survey the government institutions producing, sharing, and using spatial data in the country to estimate their potential contribution to the development of the Mozambican spatial data infrastructure. We found 12 institutions producing 15 thematic datasets which can constitute the core of the spatial data infrastructure for Mozambique. Two government agencies have the technical skills and policies to make spatial data available to the public. Based on the possible contribution of these institutions, this paper proposes an spatial data infrastructure for Mozambique based on four pillars: i) organizational framework; ii) legal framework; iii) technical framework; and iv) accessibility.authorsversionpublishe

    A Geographic Database Design for Humanitarian Assistance and Disaster Response

    The international humanitarian assistance community responds to a wide variety of crises and disasters that are challenging in their variability, scale, timelines, resources, and politics. The implementation of a geographic database model, or Geodatabase, of geographic information resources will provide emergency responders with a functional relational database to support disaster response missions. The Geodatabase will be compact and deployable, improve functionality and efficiency, reduce error, increase standardization, and record an institutional knowledge base. Distributing the Geodatabase model in the form of a WebGIS website can additionally facilitate organizational communication and decision-making during the phases of emergency management by providing a thematic attribute query search capability. This Project will serve as a proof-of-concept design for future potential implementation and enhancement of the recommended models. The December 26, 2004 tsunami disaster in Indonesia and the surrounding region is the primary study area for this project. The recommendations outlined in this Project will help to support the initial data delivery steps of future humanitarian assistance and disaster response missions

This creates new ways and tools that can be used to make available tourist information and promotion of these destinations. The main objective this work is to develop a Web application for the ZoomAzores project. This web application uses dynamic maps and user-generated content features, which are focused on make available useful information for the tourist and the promotion of Nature and Adventure Tourism (NAT) in the archipelago of Azores. The solutions encountered were always determined by the technologies used and from the point of view of tourists visiting the Azores, which frequently doesn’t know about the Azores territory. The ZoomAzores Web application has Geographic Information System (GIS) visualization and navigation capabilities on the Internet, turning it into a WebGIS. It also encompasses the principles of Web 2.0 providing functionalities such as the generation of contents by users. The existing link between the use of dynamic maps and Web 2.0 in the tourism promotion and travel planning tasks seems to be a solid reality putting up new opportunities for the business in tourism.In this work, the development of the ZoomAzores WebGIS is based on the use of Open Standards (OS) and Free Open Source Software (FOSS). The use of OS is a key to the development of a WebGIS application able to interoperate with other systems and then use and consume Web Services (WS) that other systems can offer, concurrently enriching the data sources used. The FOSS technologies allow creates a more low cost solution without licensing cost software. This document exposes some design aspects in the system development and describes some functional and architectural features about the WebGIS ZoomAzores

    How can ski resorts get smart? Transdisciplinary approaches to sustainable winter tourism in the European Alps

    Climate change and the call for reduction of greenhouse gas emissions, the efficient use of (renewable) energy, and more resilient winter tourism regions, forces ski resorts across the European Alps to look for \u201csmart\u201d approaches to transition towards a sustainable, low-carbon economy. Drawing on the smart-city concept and considering the different historical developments of Alpine resorts, the Smart Altitude Decision-Making Toolkit was developed using a combination of an energy audit tool, a WebGIS, and collaborative and innovative living labs installed in Les Orres (France), Madonna di Campiglio (Italy), Krvavec (Slovenia), and Verbier (Switzerland). This step-by-step Decision-Making Toolkit enables ski resorts to get feedback on their energy demand, an overview of the locally available sources of renewable energy, and insights regarding their potential for improving their energy efficiency by low-carbon interventions. The Decision-Making Toolkit is suitable for knowledge transfer between stakeholders within living labs and moreover provides the flexibility for tailor-made low-carbon strategies adapting to the unique assets and situatedness of ski resorts

    GIS-based approach for assessing the energy potential and the financial feasibility of run-off-river hydro-power in Alpine valleys

    In the last decade, European attractive policies are favoring the construction of new run-off hydro-power plants. The realization cost of these plants is quite low in mountain areas thanks to small water discharges and high gross heads. For this reason, small rivers have been strongly exploited without considering an optimal use of the resource. Nowadays, available sites are often in areas with low accessibility and a greater specific cost of civil engineering works. However, during the planning of new small hydro-power plants, the dependency of physical, technical, legal and financial variable on space is often not assessed. The tool presented in this paper addresses this gap to support the planning of run-off-river plants. The method improves on previous approaches by (1) integrating all the legal, technical and financial analysis in a GIS tool, and (2) trying to validate the site-specific model with local knowledge. The tool is applied to the Gesso and Vermenagna valleys in the Alps. Information and data were collected and discussed with local stakeholders in order to improve the model results

    InfoFaunaFVG: a novel progressive web application for wildlife surveillance

    The Department of Agricultural, Food, Environmental and Animal Sciences (DI4A) at the University of Udine, in collaboration with Friuli Venezia Giulia regional authorities, within northeastern Italy, set up a wildlife monitoring and surveillance regional network, named InfoFaunaFVG. Here we describe the development and application of this data repository system based on a novel progressive web application, and report the data gathered in the first two and a half years of its use. InfoFaunaFVG is made of a Web Database and an integrated WebGIS system. In particular, the following open source softwares are used: Apache HTTP Server, Oracle MySQL, Symfony, Apache Tomcat, GeoServer, OpenLayers. The web app can be accessed from any web browser or by installing the progressive web application in the desktop or mobile devices. In short, operating from November 2019, InfoFaunaFVG currently (April 2022) contains a total of 40,175 records, from 300 different users, from 16 institutions. Among all species recorded, mammals were 40% (16,018) of the total, whereas avian species represented 59% (23,741), and others (reptiles and amphibians) 1% (416), respectively. Two hundred twenty-six different species (175 avian and 51 mammals) were recorded. Details about causes of death and live animal rescue were reported. To date, InfoFaunaFVG has proven to be a successful wildlife data repository system providing high quality consistent, accurate and traceable data. These had a considerable impact on regional wildlife governance. In the authors’ knowledge, InfoFaunaFVG is the first example described in literature of such a progressive web application, coordinated on an institutional level, and not based on voluntary-citizen observations. InfoFaunaFVG has the potential to become the largest wildlife monitoring and surveillance data repository system on a national level

    Environmental and energy performance of integrated passenger–freight transport

    The first-last mile (FLM) transport of passengers and freight accounts for a significant share of total transport costs, pollution, and energy consumption. According to recent scientific literature and institutional inputs at the European level, operational innovations such as the combination of passenger and freight flows may be an effective approach for promoting sustainable and energy-efficient FLM transport. In this study, the energy and environmental performances of an integrated passenger and freight transport system based on the bus network of Zrenjanin (Serbia) were investigated with different future energy mix and transport policy scenarios. The operational aspects of the integrated system were designed through collaboration with territorial stakeholders and an analysis of local planning documents. The performance was evaluated and compared with current public transport and freight schemes considering vehicle fuel and technology, total mileage, and other relevant endogenous and exogenous factors. The results of our analysis indicate operational benefits and energy savings, mainly due to reduced total mileage and the predisposition to shift to the active modes for the last mile. However, most expected long-term energy savings are the result of technological development of vehicles and modal shifts induced by policy strategies
