    An Online Decision-Theoretic Pipeline for Responder Dispatch

    The problem of dispatching emergency responders to service traffic accidents, fire, distress calls and crimes plagues urban areas across the globe. While such problems have been extensively looked at, most approaches are offline. Such methodologies fail to capture the dynamically changing environments under which critical emergency response occurs, and therefore, fail to be implemented in practice. Any holistic approach towards creating a pipeline for effective emergency response must also look at other challenges that it subsumes - predicting when and where incidents happen and understanding the changing environmental dynamics. We describe a system that collectively deals with all these problems in an online manner, meaning that the models get updated with streaming data sources. We highlight why such an approach is crucial to the effectiveness of emergency response, and present an algorithmic framework that can compute promising actions for a given decision-theoretic model for responder dispatch. We argue that carefully crafted heuristic measures can balance the trade-off between computational time and the quality of solutions achieved and highlight why such an approach is more scalable and tractable than traditional approaches. We also present an online mechanism for incident prediction, as well as an approach based on recurrent neural networks for learning and predicting environmental features that affect responder dispatch. We compare our methodology with prior state-of-the-art and existing dispatch strategies in the field, which show that our approach results in a reduction in response time with a drastic reduction in computational time.Comment: Appeared in ICCPS 201

    Locating fire-stations: an integrated approach for Belgium

    This paper demonstrates the potential of a decision-support system developed for Belgium by a consortium of universities and a private firm, in the framework of a public call by the Ministry of the Interior. The system is designed to provide the Belgian emergency management administration with a complete decision-aid tool for the location of fire-stations. The originality of the project is that it includes a risk-modeling approach developed at a national scale. This analysis involves a multiscale GIS system which includes a thorough representation of the physical, human and economic spatial realities, a risk modeling approach, an adequate optimal location and allocation model (taking into account both queuing and staffing problems). The final result is an interactive operational tool for defining locations, equipment allocations, staffing, response times, the cost/efficiency trade-off, etc. which can be used in an assessment as well as a prospective context.     Optimization on emergency materials dispatching considering the characteristics of integrated emergency response for large-scale marine oil spills

    Many governments have been strengthening the construction of hardware facilities and equipment to prevent and control marine oil spills. However, in order to deal with large-scale marine oil spills more efficiently, emergency materials dispatching algorithm still needs further optimization. The present study presents a methodology for emergency materials dispatching optimization based on four steps, combined with the construction of Chinese oil spill response capacity. First, the present emergency response procedure for large-scale marine oil spills should be analyzed. Second, in accordance with different grade accidents, the demands of all kinds of emergency materials are replaced by an equivalent volume that can unify the units. Third, constraint conditions of the emergency materials dispatching optimization model should be presented, and the objective function of the model should be postulated with the purpose of minimizing the largest sailing time of all oil spill emergency disposal vessels, and the difference in sailing time among vessels that belong to the same emergency materials collection and distribution point. Finally, the present study applies a toolbox and optimization solver to optimize the emergency materials dispatching problem. A calculation example is presented, highlighting the sensibility of the results at different grades of oil spills.     Patient Satisfaction in the Spanish National Health Service: Partial Least Squares Structural Equation Modeling

    The aim of this article was to determine which key indicators influence patient satisfaction with the Spanish NHS to provide useful information for policy decision-making. A total of 33 variables for each of the 17 Spanish autonomous communities were collected from the statistical portal of the Spanish Ministry of Health, Social Services, and Equality between 2005 and 2016. A cross-sectional study was applied using Partial Least Squares to a Structural Equation Model (PLS-SEM). The influence of expenditures, resource allocation, and safety were hypothesized about patient satisfaction. Gross Domestic Product (GDP) and life expectancy were used as control variables. Moreover, the influence of resource allocation on use was tested. The model explained 57.1% of patient satisfaction with the Spanish NHS. It was positively influenced mainly by resource allocation and expenditures, followed by safety and life expectancy. Additionally, resources directly influenced the level of use. The number of hospital beds, hemodialysis equipment, rate of adverse drug reactions, and expenditure positively influenced patient satisfaction. In contrast, the number of posts in day hospitals, the hospital infection rate, and the percentage of pharmacy spending negatively influenced patient satisfaction

    The Role of Transportation in Campus Emergency Planning, MTI Report 08-06

    In 2005, Hurricane Katrina created the greatest natural disaster in American history. The states of Louisiana, Mississippi and Alabama sustained significant damage, including 31 colleges and universities. Other institutions of higher education, most notably Louisiana State University (LSU), became resources to the disaster area. This is just one of the many examples of disaster impacts on institutions of higher education. The Federal Department of Homeland Security, under Homeland Security Presidential Directive–5, requires all public agencies that want to receive federal preparedness assistance to comply with the National Incident Management System (NIMS), which includes the creation of an Emergency Operations Plan (EOP). Universities, which may be victims or resources during disasters, must write NIMS–compliant emergency plans. While most university emergency plans address public safety and logistics management, few adequately address the transportation aspects of disaster response and recovery. This MTI report describes the value of integrating transportation infrastructure into the campus emergency plan, including planning for helicopter operations. It offers a list of materials that can be used to educate and inform campus leadership on campus emergency impacts, including books about the Katrina response by LSU and Tulane Hospital, contained in the report®s bibliography. It provides a complete set of Emergency Operations Plan checklists and organization charts updated to acknowledge lessons learned from Katrina, 9/11 and other wide–scale emergencies. Campus emergency planners can quickly update their existing emergency management documents by integrating selected annexes and elements, or create new NIMS–compliant plans by adapting the complete set of annexes to their university®s structures

    Affection not affliction: The role of emotions in information systems and organizational change

    Most IS research in both the technical/rational and socio-technical traditions ignores or marginalizes the emotionally charged behaviours through which individuals engage in, and cope with the consequences of, IS practice and associated organizational change. Even within the small body of work that engages with emotions through particular conceptual efforts, affections are often conceived as a phenomenon to be eradicated – an affliction requiring a cure. In this paper, I argue that emotions are always implicated in our lived experiences, crucially influencing how we come to our beliefs about what is good or bad, right or wrong. I draw from the theoretical work of Michel Foucault to argue for elaborating current notions of IS innovation as a moral and political struggle in which individuals’ beliefs and feelings are constantly tested. Finally, I demonstrate these ideas by reference to a case study that had considerable emotional impact, and highlight the implications for future work

    Local public sector allocation of scarce emergency assets : an evaluation of the fire service.

    The methodology utilized by public sector managers to allocate scarce resources determines the level, efficiency, and effectiveness of service delivery. These decisions are influenced by a myriad of factors, not the least of which is the ideal goal to distribute services in a fair and equitable manner. This ideal becomes problematic if service outcomes are important to public decision-makers, because the level of need for these resources is not spread equally across local jurisdictions. Therefore, when goods and services are located or distributed equally to all “customers,” many do not receive enough assistance and others receive more than they prefer. This causes inefficient service delivery that fails to maximize potential positive outcomes with the available limited resources. This is particularly true with the geographic distribution of fire service resources across most communities in this country. This research effort attempts to model the demographic characteristics that drive emergency service demand and workload across local jurisdictions. Specifically, data about demographic characteristics was collected at the Census block group level and compared to emergency response data collected by the Charlotte Fire Department. The findings from this effort are promising, as the bivariate correlation and multivariate regression analyses indicate that economic and structural factors common to all local communities can be used to confidently predict demand and workload on local public safety systems. Measuring these characteristics at the block group level permitted the opportunity to isolate homogenous groups within the population that have risk characteristics associated with more or less demand for these services. These findings provide a solid base to support the development of an alternative model for locating these critical emergency resources according to demand and workload to better meet the needs of individual communities
