A Framework to Evaluate Software Developer’s Productivity The VALORTIA Project
Currently, there is a lack in companies developing software in relation to assessing their staff’s productivity
before executing software projects, with the aim of improving effectiveness and efficiency. QuEF (Quality
Evaluation Framework) is a framework that allows defining quality management tasks based on a model.
The main purpose of this framework is twofold: improve an entity’s continuous quality, and given a context,
decide between a set of entity’s instances on the most appropriate one. Thus, the aim of this paper is to
make this framework available to evaluate productivity of professionals along software development and
select the most appropriate experts to implement the suggested project. For this goal, Valortia platform,
capable of carrying out this task by following the QuEF framework guidelines, is designed. Valortia is a
platform to certify users' knowledge on a specific area and centralize all certification management in its
model by means of providing protocols and methods for a suitable management, improving efficiency and

Assessment of work-based reports: an analysis of assessment frameworks
In Britain engineering professional development has traditionally been seen as a three phase process consisting of a period of engineering formation, a period of training and a period during which engineering responsibilities are demonstrated. An individual could submit evidence of these activities and become registered as a Professional Engineer. Increasing numbers of people employed in the role of engineer do not have formal engineering qualifications and a part or all their engineering formation is carried out within engineering companies or organizations. These people therefore do not have the academically authenticated credentials to register as professional engineers but if they are ignored then the pool of registered engineers will cease to be representative of the profession. The Engineering Council, the body responsible for registering engineers in the UK, has acknowledged the changes in the structure of the profession and has introduced an alternative route for assessing the knowledge and understanding that underpins the competence of a professional engineer. Individual engineers can demonstrate that they have an adequate engineering formation through any combination of academic qualifications and a technical report on some aspect of their professional engineering work. The introduction of the technical report requires the Professional Engineering Bodies to carry out an assessment outside the traditional assessment framework of the Universities. This paper reviews and analyses the requirements of assessment systems and derives the components of such a system that will ensure that the results of the assessment of a work-based technical report will be respected and be seen as assuring comparable standards to the academic routes to engineering formation. By examining assessment separately from the processes of teaching and learning, the paper also reveals the extent of an assessment process and its costs
An ontology co-design method for the co-creation of a continuous care ontology
Ontology engineering methodologies tend to emphasize the role of the knowledge engineer or require a very active role of domain experts. In this paper, a participatory ontology engineering method is described that holds the middle ground between these two 'extremes'. After thorough ethnographic research, an interdisciplinary group of domain experts closely interacted with ontology engineers and social scientists in a series of workshops. Once a preliminary ontology was developed, a dynamic care request system was built using the ontology. Additional workshops were organized involving a broader group of domain experts to ensure the applicability of the ontology across continuous care settings. The proposed method successfully actively engaged domain experts in constructing the ontology, without overburdening them. Its applicability is illustrated by presenting the co-created continuous care ontology. The lessons learned during the design and execution of the approach are also presented
Використання хмарних обчислень для розвитку інформаційно-комунікаційної компетентності вчителів
The article deals with the problem for development of techers’ information and communication competence and use of cloud computing for it. The analysis of the modern approaches to the use of cloud technologies and projects for professional development of teachers and development of teachers’ information and communication competence have been presented.There are the main characteristics of software as a service on the Internet for education leading companies Google, Microsoft, IBM. There are described some actions of these companies, which are conducted to help teachers to master cloud technology for improving the professional activities and development of teachers’ information and communication competence. The examples of ways of development of teachers’ information and communication competence and training teachers to use modern ICT in the professional activity are given in the paper. The Cloud based model for development of teachers’ information and communication competence has been proposed.Стаття присвячена проблемі розвитку інформаційно-комунікаційної компетентності вчителів за допомогою використання хмарних обчислень. Здійснюється аналіз сучасних підходів до використання хмарних технологій та проектів для професійного розвитку вчителів та розвитку інформаційно-комунікаційної компетентності вчителів. Пропонуються основні характеристики хмарних обчислень провідних компаній Google, Microsoft, IBM, з точки зори їх необхідності для здійснення навчального процесу в мережі Інтернет. Описуються дії цих компаній та інші навчальні проекти, метою яких є розвиток інформаційно-комунікаційної компетентності вчителів за допомогою хмарних обчислень. Наводяться приклади шляхів рішення проблеми розвитку інформаційно-комунікаційної компетентності вчителів за допомогою використання сучасних інформаційно-комунікаційних технологій. Запропонована модель розвитку інформаційно-комунікаційної компетентності вчителів на базі хмарних обчислень, виділені основні вимоги та елементи цієї моделі
Competencies of Polish Scientists as a Contribution to the Success of Innovation Research and Development Projects
The states which top the list of the number of conducted research
and development activities put substantial emphasis on a scientist’s
competencies. Today, experts are able to determine the competencies that will
decide on the success of projects in the next decade. They include, among
others, leadership skills, team work, entrepreneurship as well
as international and cross-sector mobility. What is the place of Polish
scientists in relation to these competencies? What are their strongest
and weakest points? How do the competencies of Polish scientists translate
into the success of projects conducted in our country? These questions were
to find their answers thanks to the research conducted in 2011 commissioned
by the National Information Processing Institute. This article presents some
of the results. It includes, amongst others, the differences between scientists
from science departments and companies

Construction safety and digital design: a review
As digital technologies become widely used in designing buildings and infrastructure, questions arise about
their impacts on construction safety. This review explores relationships between construction safety and
digital design practices with the aim of fostering and directing further research. It surveys state-of-the-art
research on databases, virtual reality, geographic information systems, 4D CAD, building information
modeling and sensing technologies, finding various digital tools for addressing safety issues in the
construction phase, but few tools to support design for construction safety. It also considers a literature on
safety critical, digital and design practices that raises a general concern about ‘mindlessness’ in the use of
technologies, and has implications for the emerging research agenda around construction safety and digital
design. Bringing these strands of literature together suggests new kinds of interventions, such as the
development of tools and processes for using digital models to promote mindfulness through multi-party
collaboration on safet
Governance of Offshore IT Outsourcing at Shell Global Functions IT-BAM Development and Application of a Governance Framework to Improve Outsourcing Relationships
The lack of effective IT governance is widely recognized as a key inhibitor to successful global IT outsourcing relationships. In this study we present the development and application of a governance framework to improve outsourcing relationships. The approach used to developing an IT governance framework includes a meta model and a customization process to fit the framework to the target organization. The IT governance framework consists of four different elements (1) organisational structures, (2) joint processes between in- and outsourcer, (3) responsibilities that link roles to processes and (4) a diverse set of control indicators to measure the success of the relationship. The IT governance framework is put in practice in Shell GFIT BAM, a part of Shell that concluded to have a lack of management control over at least one of their outsourcing relationships. In a workshop the governance framework was used to perform a gap analysis between the current and desired governance. Several gaps were identified in the way roles and responsibilities are assigned and joint processes are set-up. Moreover, this workshop also showed the usefulness and usability of the IT governance framework in structuring, providing input and managing stakeholders in the discussions around IT governance
