    The Virtual Astronomical Observatory: Re-engineering access to astronomical data

    The US Virtual Astronomical Observatory was a software infrastructure and development project designed both to begin the establishment of an operational Virtual Observatory (VO) and to provide the US coordination with the international VO effort. The concept of the VO is to provide the means by which an astronomer is able to discover, access, and process data seamlessly, regardless of its physical location. This paper describes the origins of the VAO, including the predecessor efforts within the US National Virtual Observatory, and summarizes its main accomplishments. These accomplishments include the development of both scripting toolkits that allow scientists to incorporate VO data directly into their reduction and analysis environments and high-level science applications for data discovery, integration, analysis, and catalog cross-comparison. Working with the international community, and based on the experience from the software development, the VAO was a major contributor to international standards within the International Virtual Observatory Alliance. The VAO also demonstrated how an operational virtual observatory could be deployed, providing a robust operational environment in which VO services worldwide were routinely checked for aliveness and compliance with international standards. Finally, the VAO engaged in community outreach, developing a comprehensive web site with on-line tutorials, announcements, links to both US and internationally developed tools and services, and exhibits and hands-on training at annual meetings of the American Astronomical Society and through summer schools and community days. All digital products of the VAO Project, including software, documentation, and tutorials, are stored in a repository for community access. The enduring legacy of the VAO is an increasing expectation that new telescopes and facilities incorporate VO capabilities during the design of their data management systems

    This paper proposes a framework for e-government development projects aiming at the detection of inconsistencies, incompatibilities and mistakes during the early design stages. This is achieved by applying a Requirements Engineering methodology for the identification of stakeholder requirements and dependencies. Furthermore, a generic identification of public administration’s functions is being proposed making it possible to detect deficits in service provision. Using a Goal Oriented Requirements Engineering methodology and relevant tools, stakeholders’ and functional goals are mapped. An example of a knowledge management system, presenting the case of a Greek e-government application is discussed here in relation to the proposed framework

    Semantic discovery and reuse of business process patterns

    Patterns currently play an important role in modern information systems (IS) development and their use has mainly been restricted to the design and implementation phases of the development lifecycle. Given the increasing significance of business modelling in IS development, patterns have the potential of providing a viable solution for promoting reusability of recurrent generalized models in the very early stages of development. As a statement of research-in-progress this paper focuses on business process patterns and proposes an initial methodological framework for the discovery and reuse of business process patterns within the IS development lifecycle. The framework borrows ideas from the domain engineering literature and proposes the use of semantics to drive both the discovery of patterns as well as their reuse

    On porting software visualization tools to the web

    Software systems are hard to understand due to the complexity and the sheer size of the data to be analyzed. Software visualization tools are a great help as they can sum up large quantities of data in dense, meaningful pictures. Traditionally, such tools come in the form of desktop applications. Modern web frameworks are about to change this status quo, as building software visualization tools as web applications can help in making them available to a larger audience in a collaborative setting. Such a migration comes with a number of promises, perils, and technical implications that must be considered before starting any migration process. In this paper, we share our experiences in porting two such tools to the web and provide guidelines about the porting. In particular, we discuss promises and perils that go hand in hand with such an endeavor and present a number of technological alternatives that are available to implement web-based visualization

    Intelligent modeling of e-Government initiatives in Greece

    Over the last two years Greece has employed agile ICT solutions to reduce the administrative burden in front-office G2B transactions. This research supplements historic analysis with fuzzy cognitive maps to offer a multi-dimensional coupling of eGovernment initiatives with digital maturity assessment capabilities and a strategy alignment evaluation framework. This “intelligent x-ray” confirms that front-office technology is important in reducing administrative burden. The digital bypass of bureaucracy seems to be an effective start for Greece. However, this strategy can only serve as a short-term tactical choice. The “intelligent x-ray” provides executive level quantification and traceable reasoning to show that excessive emphasis on front- office technology will soon fail to support a strong eGovernment maturity. Organizational efficiency, interoperability, regulatory simplifications, and change management must also act as important objectives. Only then will ICT deliver its full potential, and the eGovernment maturity will improve significantly even with moderate ICT investments
