    Quality of Services and Health Financing Efficiency of Community Health Insurance (Jamkesmas) at 21 General and Specialty Hospitals in Indonesia

    Background: Community Health Insurance (Jamkesmas) has been implementing maintained since 2008 with 76.4million individual quota increased to 86.4 million in 2012. The major problem of involved is unfairness (inequity) in the quality and financing of health services for participants. This study aims to analyse the quality and financing of health perspective of Jamkesmas participants in the hospital. Method: This study was conducted in 21 general and specialty hospitals in Indonesia, The sample were selected purposively They were 9 Central Government hospitals (RSUP), Regional hospital and 3 specialty hospital ie cancer hospital, cardiologie hospital and stroke hospital. Those hospital involved covers 8 RSU Class A General Hospital. 8 RSU Class B, 2 RSU Class Cand 3 Specialty Hospital. Primary data wascollected by interviewing 1700 outpatient and inpatients, and 280 hospital staffs. Secondary data were human resources, finance and coverage. Results: Quality of services review on the adequacy of the physician's quality was very varied.There were 570–2372 outpatient visits per physician, and 37-674 inpatients per doctor visit. Adequacy of nursing staff(nurses and midwives) was better, 123–671 outpatient visits per nursing staff and 3–127 inpatient visits per nursing staff.Quality of services according to health officers perceptions on equipment and facilities was good and complete. Quality ofservices according to patients' expectations and reality was appropriate, never the less the direct heath services, were low. Hospital financing was very large, 33–460 billion, and one third for Jamkesmas and Regency Community Health Insurance (Jamkesda) services. Proportion Jamkesda funding in RSUD was larger than Jamkesmas while in RSUP, Jamkesda was smaller than Jamkesmas. Jamkesmas financing perspective according to the staff, was most of them stated that funding for Jamkesmas was matched and appropriate the number of served patients served, Recommendation: Improving the quality of health services particularly in the completeness of equipment and facilities (technical domain) and the availability of doctors, as well as retaining to BPJS 2014 is very needed and important

    Energy Efficiency and Quality of Services in Virtualized Cloud Radio Access Network

    Cloud Radio Access Network (C-RAN) is being widely studied for soft and green fifth generation of Long Term Evolution - Advanced (LTE-A). The recent technology advancement in network virtualization function (NFV) and software defined radio (SDR) has enabled virtualization of Baseband Units (BBU) and sharing of underlying general purpose processing (GPP) infrastructure. Also, new innovations in optical transport network (OTN) such as Dark Fiber provides low latency and high bandwidth channels that can support C-RAN for more than forty-kilometer radius. All these advancements make C-RAN feasible and practical. Several virtualization strategies and architectures are proposed for C-RAN and it has been established that C-RAN offers higher energy efficiency and better resource utilization than the current decentralized radio access network (D-RAN). This project studies proposed resource utilization strategy and device a method to calculate power utilization. Then proposes and analyzes a new resource management and virtual BBU placement strategy for C-RAN based on demand prediction and inter-BBU communication load. The new approach is compared with existing state of art strategies with same input scenarios and load. The trade-offs between energy efficiency and quality of services is discussed. The project concludes with comparison between different strategies based on complexity of the system, performance in terms of service availability and optimization efficiency in different scenarios

    Passengers preference and satisfaction of public transport in Malaysia

    Nowadays, Malaysia facing with an explosive growth in vehicle ownership and utilization, which led to traffic congestion and pollution. In this situation, government policy encourages people to use public transportation. However, Malaysia are prefer to use private vehicle become many reasons including bad quality of services. In this regard, public transport operators are forced to place emphasis on the monitoring and improvements of the services provided. This study focuses on traveler’s satisfaction and preference towards public transport with service quality attributes. Self rate questionnaire was used to investigate overall customer satisfaction and factor that influence public transport users’ satisfaction. A survey was conducted on an actual public transportation network in Kuala Lumpur, Malaysia. The aim was to evaluate the parameters in passenger preference and satisfaction on public transportation network using statistical model included variable such as facilities, comfortness and quality of services. Data were analyzed using descriptive, correlation, factor and multiple regression analysis. Result show that influences of satisfaction parameters are more than preference parameters. The application of this study suggest that the public transport operation especially buses must improve their quality of services to the prospect passengers

    ABSTRAKSI: Teknologi internet yang berbasis protocol TCP/IP telah dipakai secara luas pada kehidupan sehari-hari. Sejalan dengan meluasnya pemakaian internet yang berbasis protokol TCP/IP tersebut maka layanan yang tersedia pun semakin bertambah. Protocol TCP/IP pada arsitektur dasarnya tidak memuat tentang pembedaan perlakuan terhadap layanan tertentu, semua berjalan dengan metode best-effort. Hal ini dapat mendorong terjadinya congestion pada suatu jaringan, dan layanan lain yang akan membutuhkan bandwidth kecil dan delay rendah akan terganggu. Internet Engeneering Task Force Router pada jaringan Differentiated Services akan mengontrol semua trafik yang melewatinya. Untuk percobaan digunakan 3 macam trafik video steraming yang akan diklasifikasikan menjadi kelas AF (Assured Forwarding), EF (Expedited Forwarding) dan flood stream yang akan diklasifikasikan menjadi kelas BE (Best Effort). Pada tugas akhir ini akan membahas mengenai bagaimana penerapan QoS dari layanan video streaming dengan menggunakan Diffserv beserta aspek-aspek yang terkait. Pada penelitian ini akan dilakukan pemodelan trafik terkait dengan masing-masing kelas layanan untuk mendapatkan parameter kinerja jaringan seperti Throughput, delay, jitter dan packet loss. Implementasi dari Differentiated Services memperbaiki parameter kinerja jaringan itu sendiri. (IETF) telah membuat draft dan RFC untuk meningkatkan kualitas protocol TCP/IP, salah satunya adalah arsitektur Differentiated Services (Diffserv). Konsep dasar Diffserv adalah pembedaan prioritas pelayanan terhadap suatu jenis trafik berdasarkan rata-rata aliran data dari tarfik tersebut yang dibedakan menjadi kelas-kelas tingkat layanan. Karena implementasi tersebut dibuat secara modular, maka arsitektur Diffserv dapat dibuat dengan memakai beberapa modulnya. Kata Kunci : -ABSTRACT: Internet technology which is based on TCP/IP protocol has been used widely on our daily routines. Along with the widespread of TCP/IP protocol based internet usage, the benefit of using TCP/IP has increased. TCP/IP protocol architecture basically does not include the discrimination between services. All the services run on best-effort method. This will give rise to network congestion and thus disrupt other services which use a low bandwidth and small delay. Internet Engineering Task Force (IETF) has proposed a draft and RFC to enhance the quality of TCP/IP protocol. One of them is the Differentiated Services (Diffserv) architecture. The basic concept of Diffserv is creating a priority discrimination between services based on their aggregate transfer rate. This transfer rate is further classified into different service levels. Because of this implementation arranged by modular, so Diffserv architecture can made by these module. Router in the network of Differentiated Services will control all of traffic that passing through it. For testing purposes, there will be 3 kind of traffic of streaming video that classified into the AF (Assured Forwarding), EF (Expedited Forwarding) and flood stream that will be classified into the BE (Best Effort). This final assignment will research about how application of QoS from the services of streaming and used the architecture of Diffserv and the matter that included. In this study will make model of traffic included with each of class of services to get parameter of performance network such as Throughput, delay, jitter and packet loss.     The evaluation of educational services� quality through clearly defined criteria and methodologies is a basic requirement of the Bologna Process. The authors are proposing to debate in this study a mathematical model which could be used by the higher education managers in their approaches for determining the quality of the educational services offered, and especially for establishing the place of the higher education institution managed by them in the universitary hierarchy. The study uses a set of indexes proposed by various authors, adapted to the classification structure of the intellectual capital unanimously accepted world wide, namely the external and internal structure and the employees� competence. As calculation method the ROMPEDET method was used.
