QUA VADIS UPBRINGING?
The necessity to address the topicality of problems of upbringing in a family was determined by active discussions in the public space in Latvia regarding the following issues: problematic (aggressive) behaviour of children (Delfi, 2013), the legitimisation of artificially invented diagnoses (Raipulis, 2008; Medne, 2012), and the imitation of pedagogical activities (upbringing) (Medne, 2012). This discussion is becoming more topical regardless the fact that various types of training are regularly organised for parents. The objective of this article discloses an attempt to analyse the social situations of development theoretically as the upbringing context by interpreting the social situation of development as active, equal in rights, humane, systematic, common day-to-day activities both at declarative and implementation levels
Qua-vadis kekerabatan Malaysia-Indonesia?
Prinsip kekerabatan atau kinship dipandang penting dalam hubungan dua negara serumpun Indonesia-Malaysia. Namun di balik asumsi umum ini, jarang ada kajian yang membahas masalah ini secara spesifik dan proposional. Dalam paper ini, para penulis melihat bahwa-konsep kekerabatan tidak dapat difahami sebagai sebuah konsep yang indah terlepas dari konteks hubungan yang berlaku. Dalam konteks kedaulatan sebagai negara merdeka, kinship seringkali tidak bermakna, namun dalam konteks kerjasama kawasan, prinsip keserumpunan sebenarnya merupakan salah satu cara yang telah membantu diplomasi kerjasama yang saling menghormati dan tenggang rasa, baik antara Malaysia dan Indonesia maupun dalam kerjasama ASEAN. Para penulis juga melihat bahwa kekerabatan bisa menjadi landasan kerjasama Malaysia-Indonesia untuk jangka panjang.Dengan prinsip serumpun, kedua-dua negara dapat membuat suatu visi bersama untuk membangun kesejahteraan bersama. Visi ini bukan suatu utopia karena dalam sejarahnya kedua-dua negara pernah saling membantu dan menyokong satu sama lain dalam bidang pendidikan misalnya. Sumber daya, baik manusia maupun sumber daya alam yang kaya, boleh saling melengkapi di masa depan terutama untuk menghadapi cabaran dunia internasional. Namun visi jangka panjang ini seringkali terganggu oleh kepentingan jangka pendek di kedua-dua negara yang memanfaatkan berbagai isu seperti pekerja dan masalah sosial mereka untuk kepentingan politik kelompok semasa. QUO VADlS FOI?
The Faculty of Organization and Informatics (FOI), VaraĹľdin, Croatia, was founded on 18 December 1974, and this paper is devoted to its 30th anniversary. The goal of the paper is to get responses on two questions: \u27Are the conditions which Croatian faculties work in the same as the conditions in other countries?\u27 and \u27While working in the same conditions as the other faculties does FOI achieve the same results? \u27 The used method was a method of the comparison of statistical data. For the purposes of the said research the following two research tasks have been established: (1) to find if there are any differences of work in conditions between the Croatian faculties and the faculties in other countries, and (2) to compare the results achieved by FOI and those achieved by other faculties in Croatia, and find if they are similar. To get response on the posed question, a selection has been made of certain entities and statistical indicators for the academic year 2001 - 2002. Besides Croatian entities (University of Zagreb, Faculty of Economics, Faculty of Electrical Engineering and Computing, and FOI), seven countries were chose to be compared to Croatia: Austria, Germany, Hungary, Ireland, Slovenia, United Kingdom and USA. Both the first and the second research answer were negative: (1) the conditions, which Croatian faculties work in, are not the same as the conditions in other countries (in ratios to population, in Croatia there are on average less students, teachers and graduates than in the studied countries; although allocations for the GDP are not considerably lower than in other countries, Croatia holds the last position on the scale of allocations for Tertiary Education; in relation to other countries, except for Slovenia and Hungary, Croatian teachers are least paid), and (2) while working in the same conditions as the other faculties - the FOI results are better than expected (generally, considering the achieved results and the resulting quality, the FOI holds the second position, just behind the FER; the FOI is proportional, i.e. there is a balance between the enrolled students and the graduates on one hand, and the Masters and the Doctors on the other). The analysis presented somewhat poorer results in the \u27Teaching Staff" section: on FOI, there is a shortage of Associated Professors, Assistants and Scientific Novices, and a surplus of Assistant Professors and Lecturers, which may point to problems that could reflect on scientific production. It could generally be said that FOI developed quite well during the 30 years of its existence, and has become a Faculty which, despite the ever-present problems such as low wages and blockage of employing the necessary number of experts, can stand side by side with many others within Croatia and abroad
Quo vadis, Russia? On the Country’s Recent Approach Towards Implementing Judgments of European Court of Human Rights
The article analyses the recent approach of the Russian Constitutional Court towards execution of judgments of the European Court of Human Rights, with special focus on its most recent jurisprudence, including the 2017 verdict related to the case of OAO Neftyanaya Kompaniya Yukos v. Russia. Subsequently, it discusses whether such an approach is yet another example of “judicial dialogue” between domestic and international courts, or whether it is of more specific character, aiming at undermining the general authority of the ECHR
The position of mentally disordered suspects and offenders across Europe and the implications for European cooperation in criminal matters
In its press release of 27 November 2013, the European Commission presented two proposals directly stemming from the Council Procedural Roadmap’s Measure E on the need for special safeguards for suspected or accused persons who are vulnerable. Whereas the roadmap envisions improved attention for a vulnerable subject regardless of the origins of this vulnerability – be it due to age, mental or physical condition – the recent proposals indicate a clear differentiation between vulnerability based on the defendant’s age on the one hand, and the (adult) defendant’s mental or physical capacities on the other hand. As such, a proposal for a Directive for procedural safeguards for children was presented, whereas adult defendants in criminal proceedings will have to satisfy with a mere non-binding Recommendation. While it may be defended that an accumulation of these sources for diminished capacity is not preferable, the Commission’s approach and underlining rationale seem equivocal. Competence issues and demonstrated needs will serve as samples for this. Without aiming to promote a viewpoint of vulnerability where one cause is hierarchically decisive over the other, a case will be made for an equally adequate instrument for defendants with a mental disorder in criminal proceedings
