    Accountability is one of many indicators in good governance. Government Institutions that implement public accountability means that institutions always be responsible for their activities in public. In the reality, most of public administration in Indonesia still having problem in the system of government that have not been effective and efficient. The problem that may come is the difficulty of dealing with constructure permission that make many people who want to construct the buildings break the existing rules. this research will examine the public service accountability in Licensing Service Agency One Stop Investment coordinated with Department of Housing and Spatial Planning in Denpasar by using descriptive qualitative research method. The results of this study indicate that the Denpasar Government has not accountable in providing services for users of those services, can be seen from the interests of the service user is not yet a major priority of public officials. Therefore the government need to increase transparency and accountability in providing services, especially in how long the proccess of the services that complained by service user take time

    Indigeneous Public Administration: A Review and Deconstruction of the Idea, Concept, and Theory of Government and Governance

    Indigenous Public Administration (IPA) has attracted researchers' attention and awareness of the importance of developing contextual theory and practice of public administration, especially in developing countries such as Indonesia. IPA emerges in many developing countries since the concept, theory and practice of Western Public Administration (WPA) have failed to respond to local issues, and therefore WPA practice is considered irrelevant. Basically, IPA is a constructed concept to fill a vacant space that unoccupied by Western Public Administration (WPA). This descriptive qualitative study aims to explain and criticize the theory and practice of IPA and WPA. The data were gathered from books, journals, institution reports, regulations and other relevant writings of organizations, professionals, and academicians. The technique of data analysis was based on a data analysis spiral. It reveals that IPA applies to countries such as Indonesia and China. In both countries, the practice of IPA helps to overcome public issues concerning social, economic, and political. It is expected that the findings of this study will pave the way for developing both concept and theory of IPA and responding to more complex society and government's demands and needs

    Service improvement have goals to fix the service to be better. Public service is the focus of public administration in Indonesia and still become a problem that need attention and solution. When the child was born, every parents must to report their child to the institute so it will be noted and have a recognition as a citizen that called birth certificate. Birth certificate is the main identity that must be owned by every people so it will increasing the good administration that corresponding on Region’s Rule of Central Java Province No. 1/2017 that manage about population administration. The low of the ownership of birth certificate cause by the service that so difficult, so the writer need to do a research about service improvement. The method of the research using the qualitative descriptive approach, and the technique of the data collecting are interview, observation, and document research. When searching the best strategy in this research, the writer using SWOT analysis and Litmus Test. The result of the research are gotten six strategy issues that trait strategy. The strategy are increasing the coordination between employees so the need of the service of civil registration become higher and to increasing the service of civil registration with the stakeholder’s involvement. The recommendation that given are doing coordinating conference once in a month by all of the employees to make the employee’s thought become similar so that will not any chaotic between them and to increasing the cooperation with the hospital to give the updated data of the new born babies so the publishing of the birth certificate can be done soon

    Good Governance Construction In The Era Of Digital Democracy Based On Pancasila Value In Indonesia

    In the middle of modern era which is signed by the development of digital technology, democracy is considered as the most ideal concept to elevate people’s contribution in order to pursue the good governance system. However, this kind of democracy is often misused, for instance the bullying trend and word of hatred in social media which is destructive. This research is aimed to discover and analyze the urgency and good governance construction in the era of digital democracy based on Pancasila value in Indonesia. This research uses qualitative method with normative jurisdiction approach and analytical descriptive as the research focus. The result of the research shows that the urgency and the good governance construction in the era of digital democracy based on Pancasila value is to ensure it will go in line with the state value. Digital democracy in order to create good governance should be prioritizing consensus/representativeness as the local wisdom, having the concept of one God Almighty which uphold humanity, uniting Indonesia to pursue the social justice for all society in Indonesi

    State Owned Enterprises (SOEs) is a unique phenomenon of developing countries economy. Indonesia SOEs has come as a policy of MNC nationalisation post Independence. The policy then turn into savior of the nation's economy while in 1998/1999 crises. The next policy was turning the groups of industries into the profesionally managed corporation and become the leading national players in the global competition. The policy has been promoting by all administrations post reform, and the SOEs have a sound business performance. It raised the three questions for the next challenge: it is a need to keep the Ministry of SOEs, and how to make a perform policy on SOEs. The answer is, there is a t need o abolish the office. The second answer is there is a need to define the next mission of the SOEs. There are two critical new missions that need to be redrawn by policy makers. First, in the well-developed economy and liberalized market, SOEs act as “countervailing actor” toward market players rather than to dominate. Secondly, in the next 50 years, it is probable SOEs will be one of the principal contributors for state budget

    The background studies concerning regional development issues, particularly teknopolitan education area in Pelalawan District of Langgam. Attempts to find out what are the Government\u27s efforts Pelalawan in the development of educational areas. And knowing the constraints faced by the Government of Pelalawan in the development of educational areas.This type of research is descriptive qualitative approach. The study aimed to describe the real situation on the ground to systematically and accurately related facts and research analysis unit, as well as field observations based on data (information) in particular. Methods of data collection is by interview, documentation and observation.The results of the study describes the capacity of government based on the duties and functions of each agency participating in the development process of the educational areas. In the implementation of the Regional Development Planning Agency (Bappeda) and the Technical Implementation Unit (UPT) has a big share of the manufacturing Masterplan. Efforts are being made in the development of the educational areas covering political effort and technical effort, in which the political effort made by BAPPEDA in preparing the budget to lobby parliament in budget disbursement. Technical efforts made in the process of land release and licensing of the Minister concerned. Then the constraints faced by the Government Pelalawan namely the budget and land release. That there is not enough budget for education regional development process entirely, and only the construction of the College of Technology Pelalawan (STTP) available, so that the area of education that target in 2017 have been completed, but it is still STTP is completed. Constraints land release has also become an important issue because of the slow process of land pelepaasan make the development process can not be done

    Generally citizen obliges full service for the customers. In every service development, the bureaucracy orientation is the the customers’ satisfaction. One of the prominent services is the basic public service which refers to the insight, where the management of government administration and demography are interconnected directly to the society, such as Identity Card, Family Card, Certificate of Birth, Certificate of Removal, etc. As a matter of fact, the problems concerning with public services still appeared.
