    An exploratory study of the contributions to low carbon policy making in Bristol using WEF Nexus as a heuristic device

    Cities around the world have taken up the challenge to reduce their greenhouse gas emissions by designing policies to bring about low carbon futures. Research on climate change suggests that we are not only facing an issue of increased emissions but in fact, an array of interconnected planetary crises. Extreme weather events, resource scarcity, environmental deterioration and social inequalities could potentially reinforce each other and lead to an undesirable future.Both academics and practitioners argue that we need to attend to interactions, trade-offs and unforeseen consequences. As a result, “Water-Energy-Food Nexus” has recently risen in popularity echoing this sentiment. The concept promises a low carbon future while ensuring water, energy and food security for all. Although the term has been increasingly prominent in the international policy circles, it has also been subject to a critique from the social sciences. Furthermore, it is not clear whether the lens of Water-Energy-Food Nexus would be applicable to urban scale challenges. This research seeks to learn how urban sustainability practitioners discuss complexity and interconnections in sustainability issues. By illuminating the links between nexus-type considerations, climate justice and specific sustainability policy issues, the research aims to co-design policy recommendations for a just and low carbon future of Bristol.Using action research methodology, the research engaged local sustainability practitioners to collaborate on the research design, preliminary results and dissemination. The thesis applied an innovative mix of methods (discourse analysis, focus groups, qualitative survey, spatial analysis and self-reflection) to co-create policy recommendations in the themes of food waste management and energy/water metering.The main practical contribution of this thesis lies in creating space for transdisciplinary research where the stakeholders from the public, private, charity and academic sectors are participating not only in theory formation but also in improving their practice. Meanwhile, the main theoretical contribution of the thesis is highlighting the relevance of the Water-Energy-Food Nexus and climate justice at the urban scale

    Preserving Privacy Against Side-Channel Leaks

    The privacy preserving issues have received significant attentions in various domains. Various models and techniques have been proposed to achieve optimal privacy with minimal costs. However, side-channel leakages (such as, publicly-known algorithms of data publishing, observable traffic information in web application, fine-grained readings in smart metering) further complicate the process of privacy preservation. In this thesis, we make the first effort on investigating a general framework to model side-channel attacks across different domains and applying the framework to various categories of applications. In privacy-preserving data publishing with publicly-known algorithms, we first theoretically study a generic strategy independent of data utility measures and syntactic privacy properties. We then propose an efficient approach to preserving diversity. In privacy-preserving traffic padding in Web applications, we first propose a formal PPTP model to quantify the privacies and costs based on the key observation about the similarity between data publishing and traffic padding. We then introduce randomness into the previous solutions to provide background knowledge-resistant privacy guarantee. In privacy-preserving smart metering, we propose a light-weight approach to simultaneously preserving privacy on both billing and consumption aggregation based on the key observation about the privacy issue beyond the fine-grained readings

    Planning considerations for smart meter implementations in South Africa

    Smart meter implementations are still in their infancy in many African countries. This is evident by the lack of research on the subject in the African context. Most of the research studies are either Eurocentric or US-centric. Although these studies are important and informative, they might not address the African challenges in context. Hence, South Africa was chosen as the testbed for an investigation that addresses the apparent knowledge gap. This study set out to formulate a framework for planning considerations in the implementation of smart meter technology within South Africa. Through extensive literature review and analysis, the technology acceptance model (TAM) was chosen as a foundational framework for this study. Although TAM is widely used for researching technology acceptance and use, its applicability was found to be inadequate in explaining customer centric factors in smart metering. Therefore, it was supplemented with factors from the theory of reasoned action (TRA), the theory of planned behavior (TPB), privacy calculus theory (PCT), as well as the unified theory of acceptance and use of technology (UTAUT). A total of 11 consumer-centric factors were identified, and these were statistically analysed using the structural equation modelling technique (SEM). Ten (10) consumer-centric factors was found to be significant. These were attitude, perceived value, monetary cost, privacy risk, perceived ease of use, perceived usefulness, facilitating conditions, social norms, trust in technology and behavioral intention. Hypothesis testing confirmed that, not one acceptance model could adequately be used to identify and explain the consumer-centric factors that can be incorporated for planning considerations for smart meter implementation in South Africa. It was further observed that the consumer-centric factors such as environmental issues, security, reliability and health issues that were important in developed countries were not deemed so in South Africa. From a methodological perspective, the study attests to contextual localised application as opposed to universal meaning and measurement invariance when incorporating planning consideration for smart meter implementation in South Africa as compared to European countries and the United States of America. Finally, the findings hold some practical implications, as they showed the practical utility of the model in predicting the consumer-centric factors that can be incorporated for planning considerations. In support, the Business Model Canvas (BMC) was found to be a useful tool in deriving and reporting on the formulation of planning consideration guidelines. Using the BMC, five planning consideration guidelines were derived: customer segmentation, partnerships, benefits communication, value identification and customer attitude. These planning considerations will allow smart meter providers to identify their customers, partners and value propositions they might need to offer consumers to facilitate a higher smart meter acceptance and use. The proposed planning consideration guidelines can practically be used by policymakers and regulators for several aspects for future pervasive technology acceptance studies. This research has, therefore, created a platform for further research in the smart technology domain while providing a usable predictive framework for the identification of consumer-centric factors and formulation of planning considerations guidelines for smart meter implementation within the South African context

    European Perspectives on the Information Society: Annual Monitoring Synthesis and Emerging Trend Updates

    This report is one of the outcomes of the EPIS06 Project Âż European Perspectives on the Information Society Âż carried out by the ETEPS (European Techno-Economic Policy Support) network in cooperation with the Joint Research Centre Institute for Prospective Technological Studies (JRC IPTS) with the aim of providing strategic intelligence to policy makers by taking a prospective view on the evolution of ICT. This report combines the Annual Monitoring Synthesis (AMS) Report and five Emerging Trend Updates (ETU). It forms one of the main building blocks of the project, establishing an observatory of trends in technology and business evolutions of ICT. More particularly, the Annual Monitoring Synthesis Report (AMS Report) aims to identify new ICT-related developments likely to have a significant impact on the future of the Information Society, both in terms of growth and jobs for Europe and R&D policy prioritisation. By scanning and monitoring recent major foresight exercises and industrial technology roadmaps, as well as other future-oriented analysis and policy papers, the AMS attempts to detect early signals and possible disruptive forces so as to enable timely policy responses and anticipate potential challenges for policy makers. The AMS is structured along six main themes which emerged as a result of the analysis: - Convergence of infrastructures, - Human-computer convergence Âż technologies for direct human computer interaction, - Pervasive or ubiquitous computing and ambient intelligence, - The future of the Internet, - CitizensÂż concerns, - Working life. A structured overview with a summary of each of the foresights, roadmaps and other sources studied is presented in the AMS report annex. In addition, five Emerging Trends Updates (ETU) present the results of focused briefs on emerging themes of interest for policy making, covering the following topics: - ETU1 on the state-of-the-art of the creative content sector, - ETU2 on ICT and the offshoring of services, - ETU3 on ICT and the role of ICTs as enablers for energy efficiency, - ETU4 on ICT tools and services in intelligent domestic and personal environments, - ETU5 on ICT and privacy in the Knowledge Society Âż the case of search engines.JRC.J.4-Information Societ

    The economic impact of electrical meter tampering within Western Cape municipalities

    Electricity access is fundamental for satisfying elementary human needs, raising living standards, preserving satisfactory human health, assisting in the relief of poverty and helping expedite sustainable development. Furthermore, access to electricity helps to uplift communities and empower businesses, contributing to an all-round positive environment ultimately leading to the development of a country. Worldwide, electricity is generated at identified areas and by specific entities such as Eskom in South Africa, Nampower in Namibia and LEC in Lesotho. Electricity generation, transmission, and distribution are a business just like any other business and its main goals are to service the needs of its customers as well as to make a profit and look after the interests of the shareholders. Although electricity must be made available for use by all the citizens and businesses in a country, it is not a free service and must be paid for. An electricity meter is used to measure the amount of electricity used and bill the consumer accordingly. Tampering with any electrical meters in order to avoid paying for electricity is illegal and a criminal offense. Electrical meter tampering and the economic impact it has on a utility is a massive overall problem. An initial review of the problem revealed that there are studies and published statistics for electrical meter tampering in South Africa on a national level, but that there is a lack of focus and results on a regional level. The purpose of this study is to assist regional municipalities and determine how to challenge electricity meter tampering and therefore influence the economic effect it might have on such a municipality. This study looks at investigating regional municipalities with a specific focus on municipalities situated within the Western Cape. To initiate this study, secondary data was collected from academic sources and presented in the form of a literature review. The literature review addresses research questions and objectives around the background, nature, and extent of managing electricity, electrical meters, the importance of solving the problem and the potential causes of electrical meter tampering. An interpretive research philosophy was followed and primary data was gathered through a qualitative study by interviewing eleven (11)participants from ten (10)local Western Cape Municipalities. Furthermore, it was identified that the two qualitative approaches best suited to this research was a case study and grounded theory. In order to analyse the primary data gathered, a sophisticated software programme called ATLAS.ti was used to identify themes and codes emanating from the data. The analysis of the primary data was presented in the form of columns, bar and pie charts and the key findings interpreted with reference to the secondary data gathered earlier in the study.The treatise was concluded with recommendations to municipal managers of how to challenge electrical meter tampering and what economic impact meter tampering has on their municipalities. It was left to the municipal manager’s discretion to decide if they want to share the results of the study with their senior and middle managers who acted as participants in the study

    Addressing Information Asymmetry In The Social Contract: An Archival-diplomatic Approach To Open Government Data Curation

    This thesis shows that the concepts and practices developed in the field of record-keeping can be applied to the curation of open government data to strengthen the trustworthiness of that data. It begins by situating open government data in the context of the social contract, which operates through the exchange of information. The thesis develops the notions of the ‘record-as-command’ and ‘data-as-command’ to explain the dialogical but asymmetrical information relationship between the individual and the state, which is modelled as a principal-agent problem. Using concepts from information economics, the study argues that open government data is the latest monitoring mechanism in a long history of government secrecy and openness. This establishes the significance of the curation of open government data beyond technical questions. The thesis then considers how trustworthiness has figured in thinking about record-keeping, identifying three core record-keeping controls; 1) metadata used to document 2) custodianship in 3) auditable systems. To show how these three broad controls have been put into practice, the study examines two examples of record-keeping guidance, one for paper records and one for hybrid records, which demonstrates the application of the three core controls across time and media. The study then looks for the presence or absence of these controls in government datasets published in Kenya and Australia. These analyses trace the datasets back to their source(s), at each step looking for evidence of custodial and curatorial interventions documented in metadata managed in auditable systems. The study’s contribution to open government data work is its demonstration of the value of record-keeping controls in the curation of data. Additionally, the study contributes new insights to information in the principal-agent problem of the social contract, contributes to archival theory and finds a need to foster critical data literacy in the body politic if open government data is to be read and used to correct information asymmetry
