Statistically Significant Changes in the Poverty-Rate, 1997-98 to 2002-03
Sampling variation should be taken into account when sample data are used to estimate changes in the poverty rate over time. This paper reports poverty rates and their standard errors, calculated using data from the 1997-98 and 2002-03 Surveys of Income and Housing, and tests whether the poverty rate in Australia has changed significantly over this time period. The results depend on where the equivalised poverty line is set and whether its real value is held constant. With a constant real poverty line, a decrease in the poverty rate is observed and, except at low poverty thresholds, the reduction is statistically significant. However, with a relative poverty line set equal to half the median, or half the mean, current income, a significant increase in the poverty rate is observed, which is due to an increase in the average real income of the Australian population between the two survey dates.

The importance of poverty early in childhood
Introduction: Using a poverty line set at 60% of New Zealandâs median national income, nearly one in five New Zealand children (19%) was poor in 2011. This poverty rate is considerably less than that of the United States and Canada, similar to that of Australia, the United Kingdom, Germany and France, and much greater that in Scandinavian countries. These rates are far from immutable; New Zealandâs child poverty rate was much higher in 2004 before social policies were enacted which focused, in part, on the countryâs child poverty problem

Poverty, heterogeneous elite, and allocation of public spending: Panel evidence from the Indian States
In this paper, we explore how in the worldâs largest democracy, India, the presence of different elite groups â the dominant landed and capitalist elite and the minority elite (who are the elected representatives of the marginalised women and low caste population) â could affect the nature and extent of public spending on various
accounts, especially education. Our results suggest that the dominant landed elite tends to be unresponsive to the underlying poverty rate while the capitalist elite respond to the poverty rate by increasing the share of education spending. After controlling for all other factors, presence of the minority elite has a limited impact, if at all. Results are robust to alternative specifications

Results show that government expenditure and economic growth affect significantly positively the poverty rate. While the previous poverty rate has negative effect on the current poverty rate. Local governments in Java and Sumatra should make appropriate programmes and activities and allocate optimally their expenditures to build the new SMEs and improve the existing SMEs abilities in order to reduce the poverty rate. Keywords : A Previous Poverty Rate 1, Economic Growth 2, Government Expenditure 3, Poverty Rate

China is poorer than we thought, but no less successful in the fight against poverty
In 2005, China participated for the first time in the International Comparison Program (ICP), which collects primary data across countries on the prices for an internationally comparable list of goods and services. This paper examines the implications of the new Purchasing Power Parity (PPP) rate (derived by the ICP) for China's poverty rate (by international standards) and how it has changed over time. We provide estimates with and without adjustment for a likely sampling bias in the ICP data. Using an international poverty line of USD 1.25 at 2005 PPP, we find a substantially higher poverty rate for China than past estimates, with about 15% of the population living in consumption poverty, implying about 130 million more poor by this standard. The income poverty rate in 2005 is 10%, implying about 65 million more people living in poverty. However, the new ICP data suggest an even larger reduction in the number of poor since 1981.Rural Poverty Reduction,Population Policies,Achieving Shared Growth,ICT Applications
