    Actors and factors - bridging social science findings and urban land use change modeling

    Recent uneven land use dynamics in urban areas resulting from demographic change, economic pressure and the cities’ mutual competition in a globalising world challenge both scientists and practitioners, among them social scientists, modellers and spatial planners. Processes of growth and decline specifically affect the urban environment, the requirements of the residents on social and natural resources. Social and environmental research is interested in a better understanding and ways of explaining the interactions between society and landscape in urban areas. And it is also needed for making life in cities attractive, secure and affordable within or despite of uneven dynamics.\ud The position paper upon “Actors and factors – bridging social science findings and urban land use change modeling” presents approaches and ideas on how social science findings on the interaction of the social system (actors) and the land use (factors) are taken up and formalised using modelling and gaming techniques. It should be understood as a first sketch compiling major challenges and proposing exemplary solutions in the field of interest

    The countryside in urbanized Flanders: towards a flexible definition for a dynamic policy

    The countryside, the rural area, the open space, 
 many definitions are used for rural Flanders. Everyone makes its own interpretation of the countryside, considering it as a place for living, working or recreating. The countryside is more than just a geographical area: it is an aggregate of physical, social, economic and cultural functions, strongly interrelated with each other. According to international and European definitions of rural areas there would be almost no rural area in Flanders. These international definitions are all developed to be used for analysis and policy within their specific context. They are not really applicable to Flanders because of the historical specificity of its spatial structure. Flanders is characterized by a giant urbanization pressure on its countryside while internationally rural depopulation is a point of interest. To date, for every single rural policy initiative – like the implementation of the European Rural Development Policy – Flanders used a specifically adapted definition, based on existing data or previously made delineations. To overcome this oversupply of definitions and delineations, the Flemish government funded a research project to obtain a clear and flexible definition of the Flemish countryside and a dynamic method to support Flemish rural policy aims. First, an analysis of the currently used definitions of the countryside in Flanders was made. It is clear that, depending on the perspective or the policy context, another definition of the countryside comes into view. The comparative study showed that, according to the used criteria, the area percentage of Flanders that is rural, varies between 9 and 93 per cent. Second, dynamic sets of criteria were developed, facilitating a flexible definition of the countryside, according to the policy aims concerned. This research part was focused on 6 policy themes, like ‘construction, maintenance and management of local (transport) infrastructures’ and ‘provision of (minimum) services (education, culture, health care, 
)’. For each theme a dynamic set of criteria or indicators was constructed. These indicators make it possible to show where a policy theme manifests itself and/or where policy interventions are possible or needed. In this way every set of criteria makes up a new definition of rural Flanders. This method is dynamic; new data or insights can easily be incorporated and new criteria sets can be developed if other policy aims come into view. The developed method can contribute to a more region-oriented and theme-specific rural policy and funding mechanism

    Economic growth and income distribution: linking macro-economic models with household survey data at the global level

    This paper describes in detail the analytical structure of the Global Income Distribution Dynamics (GIDD) model, a global macro-micro modelling framework, and provides some examples of its recent applications. GIDD is the first macro-micro global simulation model focused on long-term, global growth and distribution dynamics. GIDD has been applied in analyzing the effects of multilateral trade liberalization or mitigation of climate change damages, among others. It also explicitly considers long term time horizons during which changes in the demographic structure are crucial components of both growth and distribution dynamics. The challenges of assessing plausible worldwide distributional implications of growth, large shocks, and policy changes are daunting. Although addressing these issues in a macro-micro framework is subject to great uncertainty, a clearly superior alternative is not yet available.global income distribution; macro-micro model

    On linking microsimulation and applied GE by exact aggregation of heterogeneous discrete-choice making agents

    Our paper contributes to bridge the gap between the microsimulation’s approach and applied GE models, by making use of exact aggregation results from the discrete choice literature: heterogeneous individuals choosing (possibly continuous amounts) within a set of discrete alternatives may be aggregated into a representative agent with CES/CET preferences/technologies. These results therefore provide a natural link between the two policy evaluation approaches. We illustrate the usefulness of these results by evaluating potential effects of population ageing on the dynamics of income distribution and inequalities, using a simple OLG model when individuals have to make leisure/work decisions, and choose a profession among a discrete set of alternatives.Microsimulation; Applied OLG models; Exact aggregation; Discrete choice; Population ageing; Income inequality

    Evaluation of the Population and Poverty Research Initiative (PopPov)

    Since 2005, the William and Flora Hewlett Foundation, with collaboration and co-funding from research councils in the United Kingdom, the Netherlands, France, and Norway and from the World Bank, has invested in a portfolio of social science research on the relationship between population dynamics and micro- and macroeconomic outcomes. It is known as the Population and Poverty Research Initiative (PopPov), and its geographic focus is on subSaharan Africa (SSA). The starting premises that led to the development of PopPov were that evidence showing that population dynamics could affect economic outcomes might increase the interest of ministers of finance in funding population policies and that they might be most convinced by rigorous research done by respected economists. The core aim of the program has been to build (or, in some cases, rebuild) and advance the field of economic demography, orienting the work toward research that would be relevant for policy and would increase recognition by economic policymakers of the value of lowering the rate of population growth and investing in family planning (FP). The program also aimed to strengthen the capacity of researchers in SSA. The PopPov initiative tried to achieve these aims through four main components: (1) grants to support research on PopPov core topics of interest, (2) fellowships to support graduate students preparing their doctoral dissertations, (3) conferences and workshops to support the development of networking opportunities, and (4) other dissemination activities. PopPov has funded 56 doctoral fellows and, together with its partners, has supported 61 research projects. Seven international conferences and additional workshops have been held, and there have been several other dissemination activities. The Population Reference Bureau (PRB) and the Center for Global Development (CGD) have been the secretariats for PopPov. Since 2008, the Institute of International Education (IIE) has administered the fellowship program.In November 2012, to help guide its decisions about both the substance and means of future investments, the foundation issued a request for proposals (RFP) for an evaluation of PopPov.     There are indications that the current generation of simulation models in practical, operational uses has reached the limits of its usefulness under existing specifications. The relative stasis in operational urban modeling contrasts with simulation efforts in other disciplines, where techniques, theories, and ideas drawn from computation and complexity studies are revitalizing the ways in which we conceptualize, understand, and model real-world phenomena. Many of these concepts and methodologies are applicable to operational urban systems simulation. Indeed, in many cases, ideas from computation and complexity studies—often clustered under the collective term of geocomputation, as they apply to geography—are ideally suited to the simulation of urban dynamics. However, there exist several obstructions to their successful use in operational urban geographic simulation, particularly as regards the capacity of these methodologies to handle top-down dynamics in urban systems. This paper presents a framework for developing a hybrid model for urban geographic simulation and discusses some of the imposing barriers against innovation in this field. The framework infuses approaches derived from geocomputation and complexity with standard techniques that have been tried and tested in operational land-use and transport simulation. Macro-scale dynamics that operate from the topdown are handled by traditional land-use and transport models, while micro-scale dynamics that work from the bottom-up are delegated to agent-based models and cellular automata. The two methodologies are fused in a modular fashion using a system of feedback mechanisms. As a proof-of-concept exercise, a micro-model of residential location has been developed with a view to hybridization. The model mixes cellular automata and multi-agent approaches and is formulated so as to interface with meso-models at a higher scale

    Waste Generation, Incineration and Landfill Diversion. De-coupling Trends, Socio-Economic Drivers and Policy Effectiveness in the EU

    Waste generation and waste disposal are issues that are becoming increasingly prominent in the environmental arena both from a policy perspective and in the context of delinking analysis. Waste generation is still increasing proportionally with income, and economic and environmental costs associated to landfilling are also increasing. This paper provides a comprehensive analysis of waste generation, incineration, recycling and landfill dynamics based on panel data for the EU25, to assess the effects of different drivers (economic, structural, policy) and the eventual differences between western and eastern EU countries. We show that for waste generation there is still no Waste Kuznets Curve (WKC) trend, although elasticity to income drivers appear lower than in the past. Landfill and other policy effects do not seem to provide backward incentives for waste prevention. Regarding landfill and incineration, the two trends, as expected, are respectively decreasing and increasing, with policy providing a strong driver. It demonstrates the effectiveness of policy even in this early stage of policy implementation. This is essential for an ex post evaluation of existing landfill and incineration directives. Eastern countries appear to perform generally quite well, thus benefiting from their EU membership and related policies in terms of environmental performances. We may conclude that although absolute delinking is far from being achieved for waste generation, there are first positive signals in favour of an increasing relative delinking for waste generation and average robust landfill diversion, and various evidence of a significant role of the EU waste policies implemented in the late 1990s and early 2000s on landfill diversion.
