    Neoliberal governance, sustainable development and local communities in the Barents Region

    There are currently high hopes in the Barents Region for economic growth, higher employment and improved well-being, encouraged by developments in the energy industry, tourism and mining. The article discusses these prospects from the perspective of local communities in five locations in the region, which spans the northernmost counties of Finland, Norway, Sweden and Northwest Russia. The communities studied are remote, relatively small, multicultural, and dependent on natural resources. The salient dynamic illuminated in the research is how ideas of sustainability and neoliberal governance meet in community development. While the two governmentalities often conflict, they sometimes also complement one another, posing a paradox that raises concerns over the social aspect of sustainable development in particular.     The Arctic in the 21st century remains a popular topic in the natural-scientific, economic, socio-humanitarian, and political spheres. The relevance of studying the Arctic is determined by the fact that in recent decades, deep and irreversible transformations have taken place in this region, and a full under-standing of the causes and consequences of which for the economy and environmental management has not yet developed. As a result of climate change and globalization, there is a growing interest in the Arctic macro-region on the part of many foreign countries that developed strategies and programs for the development of national Arctic zones at the beginning of the XXI century. Against the background of global competition for resources and transport communications, it seems relevant to analyze the features of the development of Russia's state policy for managing the Arctic zone of the Russian Federation in the XXI century. The article analyzes the mechanisms of implementation of Russian state policy in the Arctic based on the strategic planning system and reveals the bottlenecks in the system of state management of the Arctic region. It is concluded that the core of Russia's policy in the Arctic is innovative modernization that can ensure sustainable socio-economic development, infrastructure development, rational use of natural resources, protection of local ecosystems and development of indigenous communities

    Sustainable mining, local communities and environmental regulation

    Sustainable mining is an objective as well as a tool for balancing economic, social, and environmental considerations. Each of these three dimensions of mining – and sustainable development – has many components, some of which were chosen for closer study in the SUMILCERE project. While there is no single component that in itself provides a definitive argument for or against sustainable mining, the research reveals some that have proven valuable in the process of balancing the different dimensions of sustainability. In the SUMILCERE project, comparative studies enabled us to identify factors such as the following, which are essential when discussing the balancing in practice of the three dimensions of sustainable mining cited above: the framework and functionality of environmental regulation to protect the environment (environmental sustainability); the competitiveness of the mining industry in light of environmental regulation and its enforcement (economic sustainability); public participation and the opportunities local communities have to influence their surroundings, as well as communities’ acceptance of projects (social sustainability) before and during operations; and the protection of Sámi cultural rights in mining projects (social and cultural sustainability). Although each of the three dimensions of sustainability leaves room for discretion in the weight assigned to it, ecological sustainability, protected by smart environmental regulation and minimum standards, sets essential boundaries that leave no room for compromises. Economic and social sustainability are possible only within these limits.     Theoretical results of research on spatial and territorial development (with examples on the european north of Russia)

    This article focuses primarily on the correlation between the concepts of “spatial” and “territorial” development. It is shown that, while differing in their content, these concepts substantially complement each other when it comes to specific research studies. In this case, the topic of spatial development includes considering the general areas for the location of productive forces, geographic dimension of the specific types of economic activities, economic measurement of distances, linear communications and a network structure of the economy while. In the topic of territorial development, the author introduces the territory itself as a natural and economic capital and territorial economic management based on such capital. The study of spatial and territorial aspects of socio-economic development in the European North of Russia (ENR) showed that its immediate future is associated not so much with the large projects aimed at creating new fuel and energy, mineral and raw material, or forestry bases, as with the improvement in the existing economic systems based on scientific and technological progress and interregional integration. The progression from developed territories to new Arctic and Northern locations is associated with tremendous costs and requires time for scientific and technical preparation. The modernization of existing production facilities, territorial and production complexes is a priority in the development of productive forces in ENR. The author proposes to apply the theoretical provisions and practical recommendations formulated as a result of studying the spatial and territorial development in the elaboration of government strategic planning documents. Currently, the practice of strategic planning does not fully consider the substance of such concepts as “spatial development” and “territorial development.” This incompleteness is so significant that overcoming it should be considered as one of the key objectives pursued by the regional policy

    Sustainable Development, Natural Resource Extraction, and the Arctic: The Road Ahead

    Sustainable development has emerged as an integral nexus, linking together critically important global issues including environmental stewardship and economic growth. Understanding sustainable development demands a close analysis of evolving definitions, conceptual applications, and areas of convergence and divergence within international, regional, and domestic institutions. The import and impact of hard law and soft law must additionally be explored to understand the application of sustainable development to the Arctic. This Article suggests a three-tier framework to assist the multiplicity of stakeholders with diverse equities to navigate the socio-economic and legal hurdles and potential associated with Arctic development. First, a trend has emerged where soft law is effectively “hardening.” Second, the guiding role of domestic law must not be underestimated. The final tier proposes that multidisciplinary Arctic approaches are integral and yield efficiencies. Taken together, this framework provides guidance for novices and experts alike when considering Arctic sustainable development

    Oceans governance in the Arctic

    Global warming is bringing rapid change to the Arctic. The melting of sea ice and glaciers is increasing faster than scientists predicted even a year ago. Environmental change is forcing legal and economic developments, which in turn will have serious environmental and social consequences. However, the potential for conflict has been greatly exaggerated. The 1982 United Nations Convention on the Law of the Sea (LOS C) has established the international legal regime governing the division of ocean space, sovereign rights over ocean resources, protection of the marine environment and the conduct of activities in and under the Arctic Ocean. Furtherrmore, a number of global environmental and maritime conventions apply to the Arctic. All the land territory, with its resources, is subject to national jurisdiction, as are the maritime zones proceeding seawards to the limits set our in the LOSe. While there is no multilateral political organisation with the power to regulate activities or to take legally binding decisions, there is a cooperative mechanism in the Arctic Council. Once all the maritime boundaries in the Arctic are delimited, the exploitation of resources can begin. However, first, precautionary measures should be adopted to ensure that the environment is protected as much as possible from increases in shipping and fishing as well as oil and gas development. This would require the elaboration of a regional seas agreement for the Arctic, incorporating elements of the Arctic Council, that reiterates the general principles in Part XII of the LOSC as well as those in the UN Fish Stocks Agreement, including the precautionary approach and the ecosystem approach
