    Hazardous Materials Warehouse Selection as a Multiple Criteria Decision making Problem

    Abstract. Radioactive, toxic, smother, flammable, and explosive materials in solid, liquid or gas states which can negatively impact goods, organisms, and most importantly humans are called as “Hazardous Materials”. Hazardous material transportation and storage carry risk factors in addition to their other types of transportation operations. Furthermore, selection of a suitable warehouse becomes a problematic issue in which multiple criteria are evaluated as paying attention to risky circumstances. In this context, hazardous material warehouse selection is considered as a multiple criteria decision problem in our study. In particularly, for the explosives storage among other hazardous materials, necessary criteria are determined according to expert’s consultant. The determined criteria are weighted according to decision makers’ consultancy and the alternatives are evaluated by fuzzy MULTIMOORA under uncertainty throughout the decision making process in the study..     AN EXTENDED SINGLE-VALUED NEUTROSOPHIC AHP AND MULTIMOORA METHOD TO EVALUATE THE OPTIMAL TRAINING AIRCRAFT FOR FLIGHT TRAINING ORGANIZATIONS

    Aircraft’s training is crucial for a flight training organization (FTO). Therefore, an important decision that these organizations should wisely consider the choice of aircraft to be bought among many alternatives. The criteria for evaluating the optimal training aircraft for FTOs are collected based on the survey approach. Single valued neutrosophic sets (SVNS) have the degree of truth, indeterminacy, and falsity membership functions and, as a special case, neutrosophic sets (NS) deal with inconsistent environments. In this regard, this study has extended a single-valued neutrosophic analytic hierarchy process (AHP) based on multi-objective optimization on the basis of ratio analysis plus a full multiplicative form (MULTIMOORA) to rank the training aircraft as the alternatives. Moreover, a sensitivity analysis is performed to demonstrate the stability of the developed method. Finally, a comparison between the results of the developed approach and the existing approaches for validating the developed approach is discussed. This analysis shows that the proposed approach is efficient and with the other methods

    A Bipolar Fuzzy Extension of the MULTIMOORA Method

    The aim of this paper is to make a proposal for a new extension of the MULTIMOORA method extended to deal with bipolar fuzzy sets. Bipolar fuzzy sets are proposed as an extension of classical fuzzy sets in order to enable solving a particular class of decision-making problems. Unlike other extensions of the fuzzy set of theory, bipolar fuzzy sets introduce a positive membership function, which denotes the satisfaction degree of the element x to the property corresponding to the bipolar-valued fuzzy set, and the negative membership function, which denotes the degree of the satisfaction of the element x to some implicit counter-property corresponding to the bipolar-valued fuzzy set. By using single-valued bipolar fuzzy numbers, the MULTIMOORA method can be more efficient for solving some specific problems whose solving requires assessment and prediction.     A Systematic Approach to the Management of Military Human Resources through the ELECTRE-MOr Multicriteria Method

    Personnel selection is increasingly proving to be an essential factor for the success of organizations. These issues almost universally involve multiple conflicting objectives, uncertainties, costs, and benefits in decision-making. In this context, personnel assessment problems, which include several candidates as alternatives, along with several complex evaluation criteria, can be solved by applying Multicriteria Decision Making (MCDM) methods. Uncertainty and subjectivity characterize the choice of personnel for missions or promotions at the military level. In this paper, we evaluated 30 Brazilian Navy officers in the light of four criteria and 34 subcriteria. To support the decision-making process regarding the promotion of officers, we applied the ELECTRE-Mor MCDM method. We categorized the alternatives into three classes in the modeling proposed in this work, namely: Class A (Promotion by deserving), Class B (Promotion by seniority), and Class C (Military not promoted). As a result, the method presented 20% of the officers evaluated with performance corresponding to class A, 53% of the alternatives to class B, and 26.7% with performances attributed to class C. In addition, we presented a sensitivity analysis procedure through variation of the cut-off level λ, allowing decision-making on more flexible or rigorous scenarios at the discretion of the Naval High Administration.     A linguistic multi-criteria decision-aiding system to support university career services

    In this paper we introduce a linguistic multi-criteria decision-aiding model to support college students with the internship job market application. It considers a fuzzy ordered weighted averaging (FOWA) operator in the matching to capture the inherent uncertainty and vague nature of personnel selection processes. The decision model is integrated in a software tool able to capture data from university student resume and internship databases. The application assesses position characteristics implicitly by means of linguistic descriptions according to each student's preferences. The software tool is enabled with the ability to propose positions according to student preferences.     A novel hybrid fuzzy DEA-Fuzzy MADM method for airlines safety evaluation

    Safety is a critical element in the air transport industry. Although fatal air accidents are rare compared to other transport industries, the rapid growth in air travel demands has resulted in a growing aviation risk exposure and new challenges in the aviation sector. Although the issue of airline safety is of serious public concern, notably few studies have investigated the safety efficiency of airlines. This paper aims to propose a novel hybrid method using fuzzy data envelopment analysis (DEA) and fuzzy multi-attribute decision making (F-MADM) for ranking the airlines’ safety. In this study, fuzzy DEA is utilized to calculate criteria weights, in contrast to the conventional approach of using DEA for measuring the efficiency of alternatives. A ranking of each airline (DMU) on the basis of obtained weights is then assessed using MADM methods. Six MADM methods including Fuzzy SAW, Fuzzy TOPSIS, Fuzzy VIKOR, ARAS-F, COPRAS-F and Fuzzy MULTIMOORA are implemented to rank the alternatives, and finally, the results are compounded with the utility interval technique. This new hybrid method can efficiently overcome the pitfalls of traditional hybrid DEA-MADM models.     The Interval-Valued Intuitionistic Fuzzy MULTIMOORA Method for Group Decision Making in Engineering

    Multiple criteria decision making methods have received different extensions under the uncertain environment in recent years. The aim of the current research is to extend the application of the MULTIMOORA method (Multiobjective Optimization by Ratio Analysis plus Full Multiplicative Form) for group decision making in the uncertain environment. Taking into account the advantages of IVIFS (interval-valued intuitionistic fuzzy sets) in handling the problem of uncertainty, the development of the interval-valued intuitionistic fuzzy MULTIMOORA (IVIF-MULTIMOORA) method for group decision making is considered in the paper. Two numerical examples of real-world civil engineering problems are presented, and ranking of the alternatives based on the suggested method is described. The results are then compared to the rankings yielded by some other methods of decision making with IVIF information. The comparison has shown the conformity of the proposed IVIF-MULTIMOORA method with other approaches. The proposed algorithm is favorable because of the abilities of IVIFS to be used for imagination of uncertainty and the MULTIMOORA method to consider three different viewpoints in analyzing engineering decision alternatives
