    Technologies and Innovations in Regional Development: The European Union and its Strategies

    The subsequent volume revolves around the Social-Fields-Approach (SOFIA) as an approach to conceptualization and operationalisation for the purpose of empirical research. It contributes a new perspective and approach in research on innovation. We believe that SOFIA can have implications for both academic research and practical applications in reshaping the existing instruments and governance arrangements in innovation policy. Whilst applying SOFIA, we urge researchers to leverage the plurality of different qualitative, quantitative and mixed-method approaches in innovation studies, including less conventional methods, such as QCA (Ragin, 2008). Diligent application of SOFIA can also subsequently lead to the development of high-level theoretical contributions

This does not imply a completely newrole. It only implies a change of accent, all for the purpose of achieving qualities and skills (standards andcompetences) that modern teachers should have. Teachers have a key role in encouraging students todevelop their talents and realize their potential in order to achieve personal growth and wellbeing. Research shows that there is a significant positive interdependence between the qualityof teachers and the achievements of students. Namely, the influence of the quality of teachers on theachievements of the students is considerable compared to other factors such as organization, management,and financial factors. The key cultural expression competence implies that a student should know his or herorigin and identity in order to raise their awareness about their own values and prejudices.     Imajući u vidu Strategiju za razvoj obrazovanja 2018–2025, kao i indikativni strateški dokument 2014– 2020. (koji sadrži glavne ciljeve za pružanje pomoći preko IPA II u sektoru obrazovanja) cilj našeg istraživanja jeste da se utvrdi koje su kompetencije studenata, budućih nastavnika, najsvrsishodnije za tržište rada. S obzirom na to da nastavnici predstavljaju ključni faktor i imaju najvažniju ulogu u unapređivanju obrazovne prakse i pripremanju svakog deteta za ostvarivanje punog potencijala za život i rad u 21. veku, u istraživanju je učestvovalo 36 nastavnika razredne nastave. Organizovane su četiri fokus grupe. Primenjena je kvalitativna metodologija, odnosno tematska analiza. Rezultati pokazuju da su za uspešan rad nastavnika danas, između ostalog, potrebni jasno određeni ciljevi školskog časa, integracija sadržaja različitih nastavnih predmeta, implementacija projekata, realizacija akcionih istraživanja u učionici, kao i priprema individualnog obrazovnog plana za učenike koji imaju posebne obrazovne potrebe. Da bi ovo bilo uspešno realizovano, neophodna je uža saradnja između fakulteta i škola, tj. praktičara, jer je njihovo mišljenje prilikom izrade studijskih programa veoma važno. Ciljeve nastavnog programa za obrazovanje nastavnika trebalo bi odrediti u odnosu na postignuće učenika i njihove veštine i kompetencije, odnosno znanje (ono što su naučili i razumeli) i praktične kompetencije (ono što znaju i umeju da urade). Dakle, potrebno je preći sa takozvanog studijskog programa orijentisanog na input (definisan time šta nastavnik predaje) na tzv. studijski program orijentisan na output (definisan veštinama i kompetencijama koje će studenti steći) koji će im obezbediti konkurentnost na tržištu rada.With the view of the Education Development Strategy 2018-2025, as well as the indicative strategic document 2014-2020 containing the main goals for providing assistance via IPA II in the education sector, the objective of our research is to determine what competencies of the students, future teachers, are most desired by the labour market. As the teachers are considered to be key factor and have the most important role in improving educational practice and preparing each child to develop their full potential for living and working in the 21st century, the research involved 36 primary school teachers. Four focus groups were organized. The qualitative methodology, i.e. thematic analysis was applied. The results of the data analysis show that successful teaching today, among other things, requires: clearly set objectives of a lesson, integration of contents belonging to different teaching subjects, implementation of projects, implementation of action research in the classroom, as well as development of the individual educational plan for students with special educational needs. For successful implementation, a closer collaboration between faculties and schools i.e. practitioners is required, as their opinion in the process of designing study programs is very important. The objectives of the teacher education curriculum should be specified with regard to the students’ achievements and their skills and competences i.e. knowledge (what they have learned and understood) and practical competences (what they know and can do). Namely, it is necessary to move from the socalled input-oriented study program (defined by the teachers’ lecturing) to the so-called outputoriented program (defined by the skills and competencies that students will acquire) which will ensure their competitiveness in the labour market.Zbornik rezimea / 24.     Key policy mechanisms supporting the University–Industry collaboration in the Danube region: case study of academic HPC centres and SMEs

    Purpose – This paper aims to explore the key anchors of the National Innovation System shaping the nature of collaboration between academic high-performance computing centres (academic HPC centres) and small- to medium-sized enterprises (SMEs) working in the automotive and electronics sectors of the Danube region. With two main research questions, it discusses the importance of knowledge transfer and technology transfer for collaboration between University and Industry (U-I collaboration) in three groups of developmentally distinct countries: competitively advanced, competitively intermediate and competitively lagging. As main anchors of the innovation system, stable legal environment, exciting innovation policies and strong R&D funding are recognised. Design/methodology/approach – A qualitative empirical study in 14 Danube region countries included 92 focus group participants, expert representatives of academic HPC centres and SMEs. The data were audio recorded, transcribed and analysed. Findings – The findings show the main prerequisites of the framework conditions for efficient U-I collaboration evolve through a goal-oriented National Innovation Policy and developed and functioning legal environment supporting labour market and intellectual property (IP) protection and enforcement. Additionally, skilled people are needed to be able to operate with HPC, where it seems all the countries lack such skilled workforce. In competitively lagging countries, the high levels of brain drain exhibit strong impact to U-I collaboration. Research limitations/implications – Research into relationships between academic HPC centres and SMEs conducted was qualitative; therefore, limitations in terms of generalisation arise from it. On the other hand, the research is promising in terms of offering the guidance for policy makers who can use the findings when delivering innovation policy mix, adjusted to developmental level of own innovation ecosystem. Originality/value – The study is among the pioneering work in U-I collaboration between academic HPC centres and SMEs from automotive and electronics industries in the Danube region. The research addresses the dynamics of collaboration and offers policy implications to strengthen the particular U-I collaboration. 研究目的 – 本文旨在探究國家創新系統的主要支柱; 這些支柱決定了學術性的高速網路與計算中心 (註: 此為直譯) (以下簡稱學術高網算中心) 與於多瑙河地區的汽車製造業和電子產品行業內營運的中小型企業之間的合作性質。本文透過兩條主要的研究問題、去探討知識轉移和技術轉讓對大學與產業界之間的合作的重要性而這些產業是屬於在發展階段上三個明顯不同的國家組別裏的這三個組別是 競爭先進的、競爭性中級的和競爭落後的。穩定的法律環境、令人興奮的創新政策和強大的研究與開發資金被認為是創新系統的三個主要支柱。 研究設計 – 研究人員在14個位於多瑙河地區的國家裏進行一個質性觀察研究研究涵蓋92個焦點小組參與者、來自學術高網算中心和中小型企業的專家代表。有關的數據被錄音繼而被轉寫下來最後被分析。 研究結果 – 研究結果顯示效率高的大學產業界合作的框架條件的主要先決條件是透過一個以目標為導向的國家創新政策而逐漸形成繼而發展起來; 另外所需的條件是一個支援勞工市場、保障知識產權、並執行有關的法律的正常運作的法律環境。其次若想與學術高網算中心一起工作技術人才是必須的因學術高網算中心內的所有國家似乎欠缺技術勞動力。在落後於競爭對手的國家裏高度的人才外流對大學與產業界之間的合作會產生重大的影響。 研究的局限/啟示 – 由於研究採用的研究方法為質性研究法故研究結果、就普遍化的歸納而言是有其局限的。唯研究結果在實務方面有其作用因政策制定者在推行與科技進步與對策有關的策略時他們可把研究結果作為指引就其自身創新生態系統的發展水準而作出適當的調整。 研究的原創性/價值 – 本研究探討涉及學術高網算中心與於多瑙河地區的汽車製造業和電子產品行業內營運的中小型企業之間合作的大學產業界合作就此而言可說是開創性研究之一。本研究探究有關的大學產業界合作的變革動力並為政策制定者提供啟示以能強化有關的合作

    IMPLEMENTATION OF THE RESTITUTION IN THE CONTEMPORARY TEACHING PRACTICE IN THE REPUBLIC OF MACEDONIA

    The discipline of students is a problem for which there are as many different approaches as theoretical concepts and legal regulation of these issues. It is too often based on procedures, which are used to prevent undesired behaviour. The dominance of such discipline treatment, which often puts the teacher in a position of a conductor and the student as an executor, perhaps is the simplest, but not the most proper way. Viewed from this perspective the discipline should deny repressive and aggressive methods. This actually represents an attempt to overcome the historical understanding of the term pupils` discipline which carries an emphasized negative connotation. This does not mean removing of all rules, regulations and procedures, but an attempt to increase students` accountability and considering this fact since the nineties of the twentieth century, in the world intensively appear strings of pedagogical leadership models, which treat the issue of students’ discipline. Stressing their extraordinary importance, we decided to study the pattern of restitution and the effects of its application in establishing school discipline

    The Impact of the Students’ Gender and High School Type on the Level of Digital Competency Development for Lifelong Learning

    The concept of a lifelong learning is a major step point of the world’s social, economic and educational policy. Its realization depends on the individual capabilities in dealing with majority of information, as well as being skillful in searching, selecting, evaluating and effective usage of information, or in short it depends on the digital literacy.  The main objective of this paper is to examine the students’ qualifications in approaching, selecting and administrating of information as well as taking part in computer used communication. For that purpose, a questionnaire is made with evaluation scale which was applied on 160 high school students from the municipality of Tetovo. The results collected, show that the students are capable of using digital technology when it comes to simpler tasks, but it is needed more work on the further development of the digital competency. The process of learning with a computer is not the same as learning from a book or lectures. It is known that the aim of the one and the other way is to gain knowledge, but forms of learning are different. Most other ways of gaining knowledge leads to better understanding.Learning through ICT is not necessarily, any better or worse than teaching in a classroom, but it's different when it will accept, a change in the way of looking at the role of digital competence in teaching The individual today has to be competent to use the technology in order to find the needed information and to select the one that is needed from the majority. Thus, it can be concluded that the traditional literacy (reading, writing and calculating), recently includes the digital literacy, as well.
