    Towards A knowledge-Based Economy - Europe and Central Asia - Internet Development and Governance

    The diversity and socio-economic differentiation of the real world prevents the full-scale cultivation of Information and Communication Technologies (ICT) to the benefit of all. Furthermore, the lack of determination and political will in some countries and slowness of responses to new technological opportunities in some others are responsible for the creation of another social divide – a digital one. The above problems were fully acknowledged by the World Summit on the Information Society (WSIS). The Summit called for a joint international effort to overcome the digital divide between and within the United Nations Member States under the Digital Solidarity umbrella. This report was prepared as a follow-up to the Summit and represents a brief review of the status and trends in the area of ICT and Internet development in the UNECE region and provides background information on the state of the art in some relevant ICT subsectors in the Member States. The report focuses on the state of the Internet critical resources and, consequently, on the ICT and Internet penetration across countries and social groups. It also looks into existing Internet governance arrangements and makes some recommendations. The report contains three parts and conclusions. The first part, “Towards a Knowledge-based Economy: Progress Assessment”, highlights the situation in the region with regards to the digital divide, both between and within countries, and national strategies and actions aiming at overcoming barriers to accessing the Internet. The second part, “Internet Development: Current State of Critical Internet Resources in the UNECE Region”, concentrates on reviewing the physical Internet backbone, interconnection and connectivity within the Internet in the UNECE Member States. The third part, “Governing the Evolving Internet in the UNECE Region”, focuses on the issues of Internet Governance in the countries of the region, challenges faced by the countries and participation of key stakeholders in ICT and Internet policy formulation and implementation.     Europe and the world face a moment of transformation. The global financial crisis wiped out years of economic and social progress, exposed structural weaknesses in world economies and emphasised the importance of the real economies and strong industries. Modernisation and digitalisation of the industrial base together with the promotion of a competitive framework for industry through research, technology and innovation are drivers for recovery. Innovation, and particularly open innovation, is a key factor of global competitiveness. The European Commission (EC) addresses international cooperation policy in a wider framework and adapts to the evolving needs of partner countries at different stages of development (EC, 2018a). Latin America and the Caribbean countries’ (LAC) and the European Union’s (EU) cooperation on science, technology and innovation has a long history based on cultural roots and common concerns. They share a strategic bi-regional partnership, which was launched in 1999 and stepped up significantly in recent years. The two regions co-operate closely at international level across a broad range of issues and maintain an intensive political dialogue at all levels. EU-LAC relationships are moving from a traditional cooperation model towards a learning model, where sharing experiences and learning from innovations appear to be decisive (OECD, 2014). This paper focuses on the challenges that innovation nowadays poses to international relations and diplomacy. It is based on the evidence gained by the research team from participation in several EULAC projects, especially the ELAN Network project coordinated by TECNALIA, the INNOVACT project as well as other projects and activities

    South American Expert Roundtable : increasing adaptive governance capacity for coping with unintended side effects of digital transformation

    This paper presents the main messages of a South American expert roundtable (ERT) on the unintended side effects (unseens) of digital transformation. The input of the ERT comprised 39 propositions from 20 experts representing 11 different perspectives. The two-day ERT discussed the main drivers and challenges as well as vulnerabilities or unseens and provided suggestions for: (i) the mechanisms underlying major unseens; (ii) understanding possible ways in which rebound effects of digital transformation may become the subject of overarching research in three main categories of impact: development factors, society, and individuals; and (iii) a set of potential action domains for transdisciplinary follow-up processes, including a case study in Brazil. A content analysis of the propositions and related mechanisms provided insights in the genesis of unseens by identifying 15 interrelated causal mechanisms related to critical issues/concerns. Additionally, a cluster analysis (CLA) was applied to structure the challenges and critical developments in South America. The discussion elaborated the genesis, dynamics, and impacts of (groups of) unseens such as the digital divide (that affects most countries that are not included in the development of digital business, management, production, etc. tools) or the challenge of restructuring small- and medium-sized enterprises (whose service is digitally substituted by digital devices). We identify specific issues and effects (for most South American countries) such as lack of governmental structure, challenging geographical structures (e.g., inclusion in high-performance transmission power), or the digital readiness of (wide parts) of society. One scientific contribution of the paper is related to the presented methodology that provides insights into the phenomena, the causal chains underlying “wanted/positive” and “unwanted/negative” effects, and the processes and mechanisms of societal changes caused by digitalization

    Technology, governance, and a sustainability model for small and medium-sized towns in Europe

    New and cutting-edge technologies causing deep changes in societies, playing the role of game modifiers, and having a significant impact on global markets in small and medium-sized towns in Europe (SMSTEs) are the focus of this research. In this context, an analysis was carried out to identify the main dimensions of a model for promoting innovation in SMSTEs. The literature review on the main dimensions boosting the innovation in SMSTEs and the methodological approach was the application of a survey directed to experts on this issue. The findings from the literature review reflect that technologies, governance, and sustainability dimensions are enablers of SMSTEs’ innovation, and based on the results of the survey, a model was implemented to boost innovation, being this the major add-on of this research.info:eu-repo/semantics/publishedVersio

    Smart Cities: Towards a New Citizenship Regime? A Discourse Analysis of the British Smart City Standard

    Growing practice interest in smart cities has led to calls for a less technology-oriented and more citizen-centric approach. In response, this articles investigates the citizenship mode promulgated by the smart city standard of the British Standards Institution. The analysis uses the concept of citizenship regime and a mixture of quantitative and qualitative methods to discern key discursive frames defining the smart city and the particular citizenship dimensions brought into play. The results confirm an explicit citizenship rationale guiding the smart city (standard), although this displays some substantive shortcomings and contradictions. The article concludes with recommendations for both further theory and practice development

    Addressing the cyber safety challenge: from risk to resilience describes the cyber safety issues emerging from a range of technology trends, how different populations are using technologies and the risks they face, and how we can effectively respond to each group’s unique cyber safety needs. Written by the University of Western Sydney for Telstra Corporation Ltd, the report advocates for continuing to move cyber safety from a ‘risk and protection’ framework to one that focuses on building digital resilience, as well as fostering trust and confidence in the online environment. To do this we need to: Address the needs of populations often neglected by current policies and programs – including adults, seniors, parents, and small to medium enterprises Continue to build the digital literacy skills of all populations, because digital literacy strongly influences users’ ability to engage safely online – this is best achieved by a hands-on learning approach Keep risk in perspective – the risks and benefits of digital participation go hand in hand Broaden the focus from awareness-raising to long-term behaviour change. As digital technologies become further integrated into the everyday lives of Australians, users are potentially exposed to greater risks. However, the risks and benefits of digital participation go hand in hand. The challenge, therefore, is to support users to minimise the risks without limiting their digital participation and their capacity to derive the full benefits of connectivity. If Australians are to benefit as either consumers or providers of online services and products in the e-commerce environment, consumer safety and trust need to be improved. Cyber safety needs to be considered against a transforming backdrop of technology trends, products and practices. While the rise of social media has tended to dominate recent debate and developments in cyber safety, particularly in relation to young people, a range of other trends is also shaping how users engage online, the risks they potentially face in the new media landscape, and the strategies used to address them. These trends include the rise of user generated content and content sharing platforms; the uptake of mobile technologies and, in particular, the adoption of smartphones; cloud computing; platform integration and single sign-on mechanisms; and the rise of GPS and location based services

The paper discusses the essential role of online collaborative decision making in urban and infrastructure planning, development and management, and advocates transparent, fully democratic and participatory mechanisms for an effective urban management system that is particularly suitable for ubiquitous cities. This paper also sheds light on some of the unclear processes of urban management of ubiquitous cities and online collaborative decision making, and reveals the key benefits of integrated and participatory mechanisms in successfully constructing sustainable ubiquitous cities
