    The V in VGI: Citizens or Civic Data Sources

    Volunteered geographic information (VGI), delivered via mobile and web apps, offers new potentials for civic engagement. If framed in the context of open, transparent and accountable governance then presumably VGI should advance dialogue and consultation between citizen and government. If governments perceive citizens as consumers of services then arguably such democratic intent elide when municipalities use VGI. Our empirical research shows how assumptions embedded in VGI drive the interaction between citizens and government. We created a typology that operationalises VGI as a potential act of citizenship and an instance of consumption. We then selected civic apps from Canadian cities that appeared to invoke these VGI types. We conducted interviews with developers of the apps; they were from government, private sector, and civil society. Results from qualitative semi-structured interviews indicate a blurring of consumer and citizen-centric orientations among respondents, which depended on motivations for data use, engagement and communication objectives, and sector of the respondent. Citizen engagement, an analogue for citizenship, was interpreted multiple ways. Overall, we found that government and developers may increase choice by creating consumer-friendly apps but this does not ensure VGI offers an act of civic participation. The burden is placed on the contributor to make it so. Apps and VGI could potentially further a data-driven and neoliberal government. Planners should be mindful of the dominance of a consumer-centric view even as they assume VGI invariably improves democratic participation

    Plan on the move : mobile participation in urban planning state-of-the-art and future potential

    Citizen participation in urban planning has been a topic of academic and practical interest since the 1960s. The adoption of information and communication technologies for civic participation, electronic participation, impacts how citizens and urban planners interact. Within the field of electronic participation, mobile participation is a rather recent chapter. The proliferation of mobile technologies enables both novel forms of participation and the embeddedness of these technologies into existing practices of participation. This dissertation contains five studies exploring how emerging practices of mobile participation are changing citizen participation in urban planning. Each of the five studies describes a facet of mobile participation, beginning with an overview of participatory planning apps in use; exploring next how citizens develop apps themselves; turning then to the theoretical basis of mobile participation grounded in previous theories of participation and the digital divide; covering further the actual usage of the Täsä urban planning app; and finally, discussing self-organized community planning using mobile technologies. The results provide an overview of the specific features enhancing democratic urban planning, asses who develops mobile apps and with what intentions, and contrasts the circumstances conducive to inclusiveness in mobile participation. Mobile phones are ubiquitous and possess a combination of unique affordances such as situated engagement and participatory sensing, enabling rich, real-time data collection and experimentation. These features resonate with early adopters who, in order to affect change, need to be embedded in the institutional civic participation setting. For citizens, mobile technologies have diversified the roles of participation, so that citizens can choose between being informed, contributing ideas, or developing applications. Finally, the apps developed with open data are the result of negotiations between developers’ agency and open data availability. Overall, this dissertation suggests that mobile participation is socially constructed in as far as the features and practices implemented are subject to a host of stakeholder interests. To this end, mobile participation is conceptualized as maximum allowed deviation: it affords new practices that reshape citizen participation while being part of established forms of civic participation.Kansalaisten osallistuminen kaupunkisuunnitteluun on kiinnostanut sekä tiedeyhteisöä että suunnittelijoita jo 1960-luvulta lähtien. Informaatio- ja kommunikaatioteknologian omaksuminen sekä sähköinen osallistuminen ovat vaikuttaneet siihen, miten kaupunkilaiset ja suunnittelijat ovat vuorovaikutuksessa toisiinsa. Mobiiliosallistuminen on uusi sähköisen osallistumisen ilmiö. Mobiililaitteiden nopea leviäminen sekä mahdollistaa uusia osallistumismuotoja että sulautuu jo olemassa oleviin käytäntöihin niitä muuntaen. Tämä väitöskirja koostuu viidestä artikkelista, joissa tutkitaan miten mobiiliosallistuminen muuttaa kansalaisten osallistumista kaupunkisuunniteluun. Osatutkimukset tarkastelevat mobiiliosallistumista eri näkökulmista. Ensimmäiseksi on kartoitettu millaisia kaupunkisuunnitteluun ja kaupunkien hallintaan osallistavia sovelluksia maailmassa oli käytössä vuoteen 2015 mennessä. Toiseksi on tutkittu, miten kansalaiset osallistuvat itse sovelluksien kehittämiseen avoimen datan kilpailuissa. Kolmanneksi on tutkittu edellytyksiä mobiiliosallistumiselle, perustaen tarkastelu sosiaalisiin ja poliittisiin osallistumisteorioihin sekä digitaalisen kuilun ylittämistä koskeviin tutkimuksiin. Neljännessä osatutkimuksessa esitellään Turussa 2015 toteutetun mobiiliosallistumisen kokeilun (Täsä) tuloksia ja viidennessä käsitellään mobiiliteknologian käyttöä kaupunkilaisten itse-organisoituvassa osallistumisessa. Tulokset kertovat miten teknologiset ominaisuudet muuttavat osallistuvaa kaupunkisuunnittelua, mikä ja mitkä tahot vaikuttavat sovellusten kehittämiseen avoimella datalla, ja millä ehdoilla mobiililaitteiden avulla voidaan saavuttaa laaja osallistuminen. Mobiililaitteet ovat jo nyt ihmisten mukana kaikkialla. Niiden ominaisuudet mahdollistavat osallistumisen paikan päällä (situated engagement) ja osallistumisen sensoridatan keräämiseen (participatory sensing) ja siten uusiin ja aiempaa monipuolisempiin käyttäjä- ja paikkalähtöisiin analyyseihin. Tämä ominaisuudet ovat olleet houkuttelevia aikaisille omaksujille. Institutionaalista tukea kuitenkin tarvitaan, että uuden teknologian mahdollisuudet voidaan tehdä tutuksi laajalle yleisölle. Mobiiliosallistuminen on myös monipuolistanut osallistumisrooleja: sen avulla kansalaiset voivat aiempaan helpommin valita mitä informaatiota saavat, esittää omia ideoitaan ja kehittää omia sovelluksia.Avoimen datan kilpailuissa kehitetyt sovellukset ovat kompromissi kehittäjien tavoitteiden ja käytössä olevan datan välillä. Kokonaisuudessaan väitöskirja esittää, että mobiiliosallistuminen on sosiaalisesti rakentunutta, siinä määrin kuin sen ominaisuudet ja käytännöt määrittyvät eri tahojen intressien yhteensovittamisessa.     Using social media and mobile technologies to foster engagement and self-organization in participatory urban planning and neighbourhood governance

    This editorial explores the potential of social media and mobile technologies to foster citizen engagement and participation in urban planning. We argue that there is a lot of wishful thinking, but little empirically validated knowledge in this emerging field of study. We outline key developments and pay attention to larger societal and political trends. The aim of this special issue is: 1) To offer a critical state-of-the-art overview of empirical research; and 2) to explore whether social media and mobile technologies have measurable effects on citizens' engagement beyond traditional mobilization and participation tools. We find that wider engagement only ‘materializes’ if virtual connections also manifest themselves in real space through concrete actions, by using both online and offline engagement tools. Another requirement is that planners do not seek to marginalize dissenting voices in order to promote the interests of powerful developers.PostprintPeer reviewe

    The Case of the Mexican Mobile Government: Measurement and Examples

    The mobile government has become a reality in a large majority of countries around the world. The use of apps to link government websites and information is a recent trend that is capturing citizens and public officials. The uses, advantages and disadvantages have recently become a study field for several scholars around the globe. The mobile government is not new for e-government scholars; however, the explosion of apps and the increase of smart phones have created a new trend in the mobile government field. In order to understand these phenomena in the Mexican society we have gathered data from different sources: government, companies and citizen organizations. Based on this information, we analyzed the impact of apps across the country and suggest a classification method that can be used for a better understanding of this new field. We finish with five small case studies, which we consider good examples to be followed by different government organizations. To accomplish this objective we divided this chapter into seven main sections: this first section is the introduction. The second section includes a literature review. The third section describes the method we suggest to classify the apps. The fourth section discusses the findings with the model application. The fifth section presents the case studies we suggest for government apps. The sixth section discusses future research on government apps. In the seventh section, we present some remarks and the conclusion of this topic

    E-participatory Approaches in Urban Design

    The phenomenon of planning involving citizen’s participation in planning literature has been from the second half of the 20th century. Indeed, different methods and techniques have been used in the process. However, participatory practices are time-consuming and negotiations are tiresome. Accordingly, the integration of developing digital technologies into participatory processes has been seen as a potential to reach large audiences and provide time-space independence. Within the scope of this research, a detailed literature review was done regarding e-participation, and ten (10) examples representing the upper levels at the ladder of participation were examined within the context of the project, participation, and socio-technical criteria. SWOT analyzes were structured by grouping similar applications, and current trends for the use of e-participation in urban design have been revealed. The analysis showed that citizens e participation- participation tend to allow citizen design or location-based interaction, playful interfaces and game elements which can be sources for encouragement.

    The Effective Use Of Crowdsourcing In E-Governance

    The rise of Web 2.0 paradigm has empowered the Internet users to share information and generate content on social networking and media sharing platforms such as wikis and blogs. The trend of harnessing the wisdom of public using Web 2.0 distributed networks through open calls is termed as ‘Crowdsourcing’. In addition to businesses, this powerful idea of using collective intelligence or the ‘wisdom of crowd’ applies to different situations, such as in governments and non-profit organizations which have started utilizing crowdsourcing as an essential problem-solving tool. In addition, the widespread and easy access to technologies such as the Internet, mobile phones and other communication devices has resulted in an exponential growth in the use of crowdsourcing for government policy advocacy, e-democracy and e-governance during the past decade. However, utilizing collective intelligence and efforts of public to find solutions to real life problems using web 2.0 tools does come with its share of associated challenges and limitations. This paper aims at identifying and examining the value-adding strategies which contribute to the success of crowdsourcing in e-governance. The qualitative case study analysis and emphatic design methodology are employed to evaluate the effectiveness of the identified strategic and functional components, by analyzing the characteristics of some of the notable cases of crowdsourcing in e-governance and the findings are tabulated and discussed. The paper concludes with the limitations and the implications for future research

    Co-production for innovation: the urban living lab experience

    Urban Living Labs (ULLs) are public spaces where local authorities engage citizens to develop innovative urban services. Their strength and popularity stem from a methodology based on open innovation, experimentation, and citizen engagement. Although the ULL methodology is supposed to largely adopt a co-production approach, connections between the two have not yet been thoroughly investigated. The paper seeks to fill this gap by examining through a qualitative analysis three experiences of ULLs made in Amsterdam, Boston and Turin.     DESIGNING AN M-GOVERNMENT SOLUTION: ENABLING COLLABORATION THROUGH CITIZEN SOURCING

    y combining openness with m-government, OECD and the research community envisage benefits, and action is called for within this field. The objective of this paper is to answer these calls and address the research question How to design a citizen sourcing m-government solution to facilitate collaboration between governments and citizens? An instantiation of a complaint and problem management solution is designed and evaluated using design science. The solution (named Munizapp) comprises a mobile application (app) and an integration platform (ePlatform). The app is the front-end for citizens, enabling them to report complaints and problems to municipalities. The ePlatform facilitates seamless two-way communication between the app and back-end case management system in municipalities. Different evaluation activities have been carried out that proved the enabling features of the solution for facilitating collaboration. Usability evaluation and knowledge gained through the research process provides new knowledge to citizen sourcing and m-government theory. One example is the need to expand citizen sourcing frameworks to also include stakeholders other than citizens and governments as well as the need to explicate value co-creation between all stakeholders touched by the solution. The paper ends with suggestion for future research on value co-creation

    What makes a city 'smart'?

    Taking advantage of information and communications technology tools and techniques for city administration, whether it is for urban planning activities, for transport solutions or many other purposes, is not a new concept. However, in order for a city to be classified as ‘smart’, a synthesis of intelligence that transcends mere utilisation is essential. This article analyses the increasing use of information and communications technology and sensing technologies in cities by examining this new way of city governing from a critical perspective. Existing projects and initiatives were investigated to find out how, and to what extent, these tools are being employed by cities. The advantages and the current shortcomings of smart city are also discussed in order to understand the viability of using these tools
