Public Libraries: techno trends and collective memory
By public library I mean here a library providing some kind of universal access to its assets, one whose readership isn’t exclusively tied and restricted to a particular organization – including the generally called public libraries, but also many specialized libraries, such as the academic of the open kind. Despite all efforts, public libraries continue to face strong barriers to their participation in the information society. Participants of the World Meeting on the Future of the ISIS Software recognized that “the ISIS Software Family has a unique technological concept and developmental mission to cope with Information Storage and Retrieval Systems (ISRS), particularly for developing countries where the technology is widely known and used; that the ISIS Software Family has now fully embraced the Free and Open Source Software approach and the support of UNICODE structures to be fully open and multilingual” (Rio Declaration 2008), restating thus the persistent relevance of this software family.
OSS (Coar 2006) is defined as software whose source code is freely available, therefore allowing for free inspection and/or utilization, i.e., it is available for study and use by everyone without any payment or any other barrier to access. the lack of technical skill in libraries, a situation that libraries share with much of the public and cultural sectors. Towards unified retrieval system for GLAM institutions in India: Designing a prototype for biblio-cultural information space
75-91Generally, the galleries, libraries, archives, and museums (GLAM) of developing countries use two different information representation and retrieval systems to manage bibliographic datasets and cultural-heritage objects. These software-centric systems create different retrieval silos, and end users need to hop from one retrieval interface to another with diverse search techniques for an all-encompassing search. A centrally indexed biblio-cultural information system in place of multiple retrieval silos, as a single-window search mechanism for bibliographic and cultural resources, may help users of GLAM find the required information with ease. This study is an attempt to design a technical framework towards this goal of a unified system of retrieval by applying different domain-specific open-source applications related to a library software ecosystem, and open standards. The methodology, based on open-source software and open standards, may well be adopted by libraries with complex information management needs
RaLLe: A Framework for Developing and Evaluating Retrieval-Augmented Large Language Models
Retrieval-augmented large language models (R-LLMs) combine pre-trained large
language models (LLMs) with information retrieval systems to improve the
accuracy of factual question-answering. However, current libraries for building
R-LLMs provide high-level abstractions without sufficient transparency for
evaluating and optimizing prompts within specific inference processes such as
retrieval and generation. To address this gap, we present RaLLe, an open-source
framework designed to facilitate the development, evaluation, and optimization
of R-LLMs for knowledge-intensive tasks. With RaLLe, developers can easily
develop and evaluate R-LLMs, improving hand-crafted prompts, assessing
individual inference processes, and objectively measuring overall system
performance quantitatively. By leveraging these features, developers can
enhance the performance and accuracy of their R-LLMs in knowledge-intensive

Development of Domain Specific Cluster : An Integrated Framework for College Libraries under the University of Burdwan
This paper discusses the development of six domain specific cluster software in the college libraries under the University of Burdwan. Library is the heart of educational institutions. So, as to select the open source relevant with comprehensive software and global parameters on the basis of global recommendations like IFLA-Working Group, Integrated Library System for Discovery Interface (ILS-DI), Request for Proposals (RFP), Request for Comments (RFC), Service Oriented Architectre (SOA) and Open Library Environment Projects (OLE) including the areas like integrated library system cluster, digital media archiving cluster, content management system cluster, learning content management system cluster, federated search system cluster and college communication interaction cluster for designing and developing the college libraries under the University of Burdwan. Also develop the single window based interface in six domain specific cluster for the college librarians and the users to access their necessary resources through open source software and open standards. These six domain specific cluster softwares are to be selected for easily managed the digital and library resources in the college libraries affiliated to the University of Burdwan. Site Metrics Study of Koha OPAC through Open Web Analytics and Piwik Tools
The extensive and comprehensive statistics of different users’ characteristics and behaviour on a particular website has perform by using the Web analytics which offer increased visibility of website and greater user satisfaction. Measurement of website usage give a suitable and relevant source of user-centric information about the popularity of a library OPAC. The behavior of library visitors needs more attention so that a website can become a more effective, user satisfaction, library related activities and functions, and library users display statistics and it also provide site administrators a number of web metrics that relate users’ activities on a individual library online public access catalogue. Information mashup and cloud computing are the major elements in the field of Web analytics. It is very important because increasing the library information services through open source software Koha in integrated library management and retrieval system. Web analytics gives many facilities for the websites metrics to the visitors and to improve the better organization of information resources. Web analytics have monitoring and evaluation of websites usage and statistics of different libraries. This is very important to the library professionals for easy and simple visual graph in different levels. Client server architecture is an important aspects in integrated library management and retrieval system. Actually client server architecture is a part of cloud computing. The prime objective of any library is to proper dissemination of information resources among the users, but the problem of suitable sites measures for viewing the library OPAC by different users. A collaborative web platform for sound archives management and analysis
In the context of digital sound archives, an innovative web framework for automatic analysis and manual annotation of audio files has been developed. This web framework, is called Timeside and is available under an open-source license. The TimeSide framework associates an audio processing engine, an audio database, a web API and a client-side multimedia player. The audio processing engine is written in Python language and has been designed for speech and audio signal analysis and Music Information Retrieval (MIR) tasks. It includes a set of audio analysis plugins and additionally wraps several state-of-the-art audio features extraction libraries to provide automatic annotation, segmentation and Music Information Retrieval analysis. It also provides decoding and encoding methods for most common multimedia formats. The audio database application is handled through Django (Python) and is interfaced with the audio processing engine. The web API component provides these functionalities over the web to enable web client to run analysis on the sounds in the audio database. Last but not least, the multimedia player provides an web player associated with several sound and analysis visualizations together with an annotations editor through a multi-tracks display.

Challenges of The Industrial Revolution Era 1.0 to 5.0 : University Digital Library In Indoensia
This study explains the development of the world of libraries to establish a very close relationship with the world of information technology. For this reason, facilities and infrastructure are needed to facilitate data and information retrieval quickly and accurately. Facing the challenges of the Industrial Revolution 5.0 era by utilizing information technology, libraries must also adapt to the times. Because the library has an important role, among others, as a source of information and the development of knowledge. Used libraries are still conventional to be converted into digital libraries. In essence, this development represents the desire of library users for faster and more accurate information to facilitate their activities. Therefore, if the library does not want to be abandoned by its users, the library must be more innovative using information technology to provide excellent service. University libraries in Indonesia, in addition to facing very rapid technological developments, also need to be ready to face changes in user behavior that also change according to the times. Another challenge is the aspect of the university\u27s mission, which is to develop and advance research. The open access movement is also one of the challenges that must be immediately answered by the university library. Then the challenge to accommodate the rapid changes in teaching which is also greatly influenced by the development of the use of information technology as it is today

OSGeo conference videos as a resource for scientific research: The TIB|AV Portal
This paper reports on new opportunities for research and education in Free and Open Source Geoinformatics as a translational part of Open Science, enabled by a growing collection of OSGeo conference video recordings at the German National Library of Science and Technology (TIB). Since 2015, OSGeo conference recordings have been included to the collection sphere of TIB in information sciences. Currently, video content from selected national (FOSSGIS), regional (FOSS4G-NA) and global (FOSS4G) conferences is being actively collected. The annual growth exceeds 100 hours of new content relating to the OSGeo software projects and the OSGeo scientific-technical communities. This is seconded by retrospective acquisition of video material dating from past conferences, going back until 2002 to preserve this content, ensuring both long term availability and access. The audiovisual OSGeo-related content is provided through the TIB|AV Portal, a web-based platform for scientific audiovisual media providing state-of-the art multimedia analysis and retrieval. It implements the requirements by research libraries for reliable long term preservation. Metadata enhancement analysis provides extended search and retrieval options. Digital Object Identifiers (DOI) enable scientific citation of full videos, excerpts and still frames, use in education and also referral in social networks. This library-operated service infrastructure turns the audiovisual OSGeo-related content in a reliable source for science and education
SparkIR: a Scalable Distributed Information Retrieval Engine over Spark
Search engines have to deal with a huge amount of data (e.g., billions of
documents in the case of the Web) and find scalable and efficient ways to produce
effective search results. In this thesis, we propose to use Spark framework, an in
memory distributed big data processing framework, and leverage its powerful
capabilities of handling large amount of data to build an efficient and scalable
experimental search engine over textual documents. The proposed system, SparkIR,
can serve as a research framework for conducting information retrieval (IR)
experiments. SparkIR supports two indexing schemes, document-based partitioning
and term-based partitioning, to adopt document-at-a-time (DAAT) and term-at-a-time
(TAAT) query evaluation methods. Moreover, it offers static and dynamic pruning to
improve the retrieval efficiency. For static pruning, it employs champion list and
tiering, while for dynamic pruning, it uses MaxScore top k retrieval. We evaluated the
performance of SparkIR using ClueWeb12-B13 collection that contains about 50M
English Web pages. Experiments over different subsets of the collection and
compared the Elasticsearch baseline show that SparkIR exhibits reasonable efficiency
and scalability performance overall for both indexing and retrieval. Implemented as
an open-source library over Spark, users of SparkIR can also benefit from other Spark
libraries (e.g., MLlib and GraphX), which, therefore, eliminates the need of usin
