    Economics of End-of-Life Materials Recovery: A Study of Small Appliances and Computer Devices in Portugal

    The challenges brought on by the increasing complexity of electronic products, and the criticality of the materials these devices contain, present an opportunity for maximizing the economic and societal benefits derived from recovery and recycling. Small appliances and computer devices (SACD), including mobile phones, contain significant amounts of precious metals including gold and platinum, the present value of which should serve as a key economic driver for many recycling decisions. However, a detailed analysis is required to estimate the economic value that is unrealized by incomplete recovery of these and other materials, and to ascertain how such value could be reinvested to improve recovery processes. We present a dynamic product flow analysis for SACD throughout Portugal, a European Union member, including annual data detailing product sales and industrial-scale preprocessing data for recovery of specific materials from devices. We employ preprocessing facility and metals pricing data to identify losses, and develop an economic framework around the value of recycling including uncertainty. We show that significant economic losses occur during preprocessing (over $70 M USD unrecovered in computers and mobile phones, 2006–2014) due to operations that fail to target high value materials, and characterize preprocessing operations according to material recovery and total costs.Portuguese Foundation for International Cooperation in Science, Technology and Higher EducationMIT Portugal Progra

    Sustainable valorisation of organic urban wastes : insights from African case studies

    Understanding the problems and potentials of the organic waste stream is perhaps the single most important step that city authorities in Africa could take in moving towards sustainable, affordable, effective and efficient waste management. This publication presents four examples of recent attempts to manage organic waste sustainably in the African context. The participants in the ‘Nairobi organic urban waste’ project have structured this case exercise in order to use the case studies as object lessons, to harvest genuine insights into the feasibility of a variety of ways to successfully and sustainably valorise urban organic waste streams. Three contemporary case examples of compost production are presented. These include composting by a community-based organisation in the Kenyan private sector and by a public-private partnership in Malawi. In all three cases, the project and case study focus is on the relations between city waste and the agricultural supply chain.     Sustainable operations of industrial symbiosis: an enterprise input-output model integrated by agent-based simulation

    Industrial symbiosis (IS) is a key for implementing circular economy. Through IS, wastes produced by one company are used as inputs by other companies. The operations of IS suffers from uncertainty barriers since wastes are not produced upon demand but emerge as secondary outputs. Such an uncertainty, triggered by waste supply-demand quantity mismatch, influences IS business dynamics. Accordingly, companies have difficulty to foresee potential costs and benefits of implementing IS. The paper adopts an enterprise input-output model providing a cost–benefit analysis of IS integrated to an agent-based model to simulate how companies share the total economic benefits stemming from IS. The proposed model allows to explore the space of cooperation, defined as the operationally favourable conditions to operate IS in an economically win-win manner. This approach, as a decision-support tool, allows the user to understand whether the IS relationship is created and how should the cost-sharing policy be. The proposed model is applied to a numerical example. Findings show that cost-sharing strategies are dramatically affected by waste supply-demand mismatch and by the relationship between saved and additional costs to run IS.     To Greener Pastures: An Action Research Study on the Environmental Sustainability of Humanitarian Supply Chains

    Purpose: While humanitarian supply chains (HSCs) inherently contribute to social sustainability by alleviating the suffering of afflicted communities, their unintended adverse environmental impact has been overlooked hitherto. This paper draws upon contingency theory to synthesize green practices for HSCs, identify the contingency factors that impact on greening HSCs and explore how focal humanitarian organizations (HOs) can cope with such contingency factors. Design/methodology/approach: Deploying an action research methodology, two-and-a-half cycles of collaboration between researchers and a United Nations agency were completed. The first half-cycle developed a deductive greening framework, synthesizing extant green practices from the literature. In the second and third cycles, green practices were adopted/customized/developed reflecting organizational and contextual contingency factors. Action steps were implemented in the HSC for prophylactics, involving an operational mix of disaster relief and development programs. Findings: First, the study presents a greening framework that synthesizes extant green practices in a suitable form for HOs. Second, it identifies the contingency factors associated with greening HSCs regarding funding environment, stakeholders, field of activity and organizational management. Third, it outlines the mechanisms for coping with the contingency factors identified, inter alia, improving the visibility of headquarters over field operations, promoting collaboration and resource sharing with other HOs as well as among different implementing partners in each country, and working with suppliers for greener packaging. The study advances a set of actionable propositions for greening HSCs. Practical implications: Using an action research methodology, the study makes strong practical contributions. Humanitarian practitioners can adopt the greening framework and the lessons learnt from the implementation cycles presented in this study. Originality/value: This is one of the first empirical studies to integrate environmental sustainability and HSCs using an action research methodology

    Guidelines for the Provision of Garbage Reception Facilities at Ports Under MARPOL Annex V

    This report offers guidelines for the provision of adequate port reception facilities for vessel-generated garbage under the requirements of Annex V of the International Convention for the Prevention of Pollution From Ships, 1973 (MARPOL 73/78), Regulations for the Prevention of Pollution by Garbage from Ships. MARPOL Annex V prohibits at-sea disposal of plastic materials from vessels, and specifies the distance from shore at which other materials may be dumped. Annex V also requires the provision of port reception facilities for garbage, but it does not specify these facilities or how they are to be provided. Since the at-sea dumping restrictions apply to all vessels, the reception facility requirement applies to all ports, terminals, and marinas that serve vessels. These guidelines were prepared to assist port owners and operators in meeting their obligation to provide adequate reception facilities for garbage.     Industrial Symbiotic Relations as Cooperative Games

    In this paper, we introduce a game-theoretical formulation for a specific form of collaborative industrial relations called "Industrial Symbiotic Relation (ISR) games" and provide a formal framework to model, verify, and support collaboration decisions in this new class of two-person operational games. ISR games are formalized as cooperative cost-allocation games with the aim to allocate the total ISR-related operational cost to involved industrial firms in a fair and stable manner by taking into account their contribution to the total traditional ISR-related cost. We tailor two types of allocation mechanisms using which firms can implement cost allocations that result in a collaboration that satisfies the fairness and stability properties. Moreover, while industries receive a particular ISR proposal, our introduced methodology is applicable as a managerial decision support to systematically verify the quality of the ISR in question.     Circular business strategies and supply chain finance in the Aruba waste sector : a case study of a small island jurisdiction

    This paper focuses on possibilities and obstacles for a circular economy in the waste management sector in Aruba. The authors describe the Aruban economy and the consequences of its SIDS characteristics. The article defines concepts in the field of circular economy and presents a conceptual model for research in this area. Based on multimethod research, the paper argues that small and medium-sized firms (SMEs) in the waste sector in Aruba determine their financial needs partly on the opportunities offered by the international market and price developments. Financing often takes place from own resources or via a local bank. No examples of circular chain financing were identified. Chain cooperation takes place with partners within the existing holding or with international partners, whereby performance and hedging contracts are concluded to guarantee quality and delivery and to mitigate business risks such as price fluctuations on the world market. During the research, it became obvious that limitations resulting from Aruba’s small scale and ‘islandness’ – such as the limited goods flow, limited quantities of feed waste materials and financing facilities offered by the local banking sector, as well as insufficiently stimulating legislation and regulations, coupled with faltering knowledge circulation and social awareness – seriously hamper the development of circular entrepreneurism in Aruba.
