Design Challenges for GDPR RegTech
The Accountability Principle of the GDPR requires that an organisation can
demonstrate compliance with the regulations. A survey of GDPR compliance
software solutions shows significant gaps in their ability to demonstrate
compliance. In contrast, RegTech has recently brought great success to
financial compliance, resulting in reduced risk, cost saving and enhanced
financial regulatory compliance. It is shown that many GDPR solutions lack
interoperability features such as standard APIs, meta-data or reports and they
are not supported by published methodologies or evidence to support their
validity or even utility. A proof of concept prototype was explored using a
regulator based self-assessment checklist to establish if RegTech best practice
could improve the demonstration of GDPR compliance. The application of a
RegTech approach provides opportunities for demonstrable and validated GDPR
compliance, notwithstanding the risk reductions and cost savings that RegTech
can deliver. This paper demonstrates a RegTech approach to GDPR compliance can
facilitate an organisation meeting its accountability obligations
Economic Concepts of Organic Certification
Certification is a key element in marketing organic food products. Based on economic theory, this report wants to illustrate the economic reasoning for certification. The intention is to provide a description of economic concepts, which is understandable for a wider audience. We are focusing on the basic economic literature.
Chapter 1 “Organic certification system” describes the current control system in the European Union. Why this is necessary, will then be explained based on a synopsis of economic literature. Of specific significance for organic certification and the CERTCOST project are the concepts of institutional economics and economics of crime. The relevant points of economic theory will be presented and discussed in chapter 2 “Theoretical framework”. Finally, the costs and benefits of organic certification will be illustrated in chapter 3 “Costs and benefits of organic certification”
A Learning-Based Guidance Selection Mechanism for a Formally Verified Sense and Avoid Algorithm
This paper describes a learning-based strategy for selecting conflict avoidance maneuvers for autonomous unmanned aircraft systems. The selected maneuvers are provided by a formally verified algorithm and they are guaranteed to solve any impending conflict under general assumptions about aircraft dynamics. The decision-making logic that selects the appropriate maneuvers is encoded in a stochastic policy encapsulated as a neural network. The networks parameters are optimized to maximize a reward function. The reward function penalizes loss of separation with other aircraft while rewarding resolutions that result in minimum excursions from the nominal flight plan. This paper provides a description of the technique and presents preliminary simulation results
Discovery and Selection of Certified Web Services Through Registry-Based Testing and Verification
Reliability and trust are fundamental prerequisites for the establishment of functional relationships among peers in a Collaborative Networked Organisation (CNO), especially in the context of Virtual Enterprises where economic benefits can be directly at stake. This paper presents a novel approach towards effective service discovery and selection that is no longer based on informal, ambiguous and potentially unreliable service descriptions, but on formal specifications that can be used to verify and certify the actual Web service implementations. We propose the use of Stream X-machines (SXMs) as a powerful modelling formalism for constructing the behavioural specification of a Web service, for performing verification through the generation of exhaustive test cases, and for performing validation through animation or model checking during service selection
Assessing context-based learning: Not only rigorous but also relevant
Economic factors are driving significant change in higher education. There is increasing responsiveness to market demand for vocational courses and a growing appreciation of the importance of procedural (tacit) knowledge to service the needs of the Knowledge Economy; the skills in demand are information analysis, collaborative working and 'just-in-time learning'. New pedagogical methods go some way to accommodate these skills, situating learning in context and employing information and communications technology to present realistic simulations and facilitate collaborative exchange. However, what have so far proved resistant to change are the practices of assessment. This paper endorses the case for a scholarship of assessment and proposes the development of technology-supported tools and techniques to assess context-based learning. It also recommends a fundamental rethink of the norm-referenced and summative assessment of propositional knowledge as the principal criterion for student success in universities
