    Smart City Development with Urban Transfer Learning

    Nowadays, the smart city development levels of different cities are still unbalanced. For a large number of cities which just started development, the governments will face a critical cold-start problem: 'how to develop a new smart city service with limited data?'. To address this problem, transfer learning can be leveraged to accelerate the smart city development, which we term the urban transfer learning paradigm. This article investigates the common process of urban transfer learning, aiming to provide city planners and relevant practitioners with guidelines on how to apply this novel learning paradigm. Our guidelines include common transfer strategies to take, general steps to follow, and case studies in public safety, transportation management, etc. We also summarize a few research opportunities and expect this article can attract more researchers to study urban transfer learning

    Understanding the Impact of Rural Electrification in Uttar Pradesh and Bihar, India: Evidence from The Rockefeller Foundation's Smart Power for Rural Development Initiative

    Launched in 2015, Smart Power for Rural Development (SPRD) is a $75 million Rockefeller Foundationinitiative aimed at accelerating development in India's least electrified states. Through the deploymentof decentralized, renewable energy mini-grids, SPRD has supported the Foundation's vision of speedingthe growth of rural economies, while at the same time improving the lives and livelihoods of poor andmarginalized families and communities.A monitoring and evaluation (M&E) grantee, Sambodhi, was funded to work alongside implementingpartners to measure and document the changes that the initiative is having in people's lives. Sambodhialso collected data to inform decision making and support course correction throughout the initiative'simplementation.This report summarizes M&E data collected in late 2016, covering the period March 2016–August 2016.The sample for this report is 39 sites across Uttar Pradesh and Bihar, consisting of 1,000 households and320 micro-enterprises. Together, these constitute nearly 10 percent of SPRD customers. Another 328non-customer households were consulted to provide a comparative perspective

    Libro en Open AccessThe transformation of the industry due to recent technologies introduction is an evolving process whose engines are competitiveness and sustainability, understood in its broadest sense (environmental, economic and social). This process is facing, due to the current state of scientific and technological development, a new challenge yet even more important: the transition from discrete technological solutions that respond to isolated problems, to a global conception where the assets, plant, processes and engineering systems are conceived, designed and operated as an integrated complex unit. This vision is evolving besides a set of concepts that are, in some way, to guide this development: Smart Factories, Cyber-Physical Systems, Factory of the Future or Industry 4.0, are examples. The full integration of the operation and maintenance (O&M) processes in the production systems is a key topic within this new paradigm. Not only that, this evolution necessarily results in the emergence of new processes and needs of O&M, i.e. also, the O&M will undergo a profound transformation. The transition from actual isolated production assets to such Industry 4.0 with CPS is far from easy. This document presents a proposal to develop such transition adapting one iteration of the Model of Maintenance Management (MMM) integrated into ISO 55000 to the complexity of incorporating “System of Systems” CPSs maintenance.     SafeWeb: A Middleware for Securing Ruby-Based Web Applications

    Web applications in many domains such as healthcare and finance must process sensitive data, while complying with legal policies regarding the release of different classes of data to different parties. Currently, software bugs may lead to irreversible disclosure of confidential data in multi-tier web applications. An open challenge is how developers can guarantee these web applications only ever release sensitive data to authorised users without costly, recurring security audits. Our solution is to provide a trusted middleware that acts as a “safety net” to event-based enterprise web applications by preventing harmful data disclosure before it happens. We describe the design and implementation of SafeWeb, a Ruby-based middleware that associates data with security labels and transparently tracks their propagation at different granularities across a multi-tier web architecture with storage and complex event processing. For efficiency, maintainability and ease-of-use, SafeWeb exploits the dynamic features of the Ruby programming language to achieve label propagation and data flow enforcement. We evaluate SafeWeb by reporting our experience of implementing a web-based cancer treatment application and deploying it as part of the UK National Health Service (NHS)

    Carpooling Liability?: Applying Tort Law Principles to the Joint Emergence of Self-Driving Automobiles and Transportation Network Companies

    Self-driving automobiles have emerged as the future of vehicular travel, but this innovation is not developing in isolation. Simultaneously, the popularity of transportation network companies functioning as ride-hailing and ride-sharing services have altered traditional conceptions of personal transportation. Technology companies, conventional automakers, and start-up businesses each play significant roles in fundamentally transforming transportation methods. These transformations raise numerous liability questions. Specifically, the emergence of self-driving vehicles and transportation network companies create uncertainty for the application of tort law’s negligence standard. This Note addresses technological innovations in vehicular transportation and their accompanying legislative and regulatory developments. Then, this Note discusses the implications for vicarious liability for vehicle owners, duties of care for vehicle operators, and corresponding insurance regimes. This Note also considers theoretical justifications for tort concepts including enterprise liability. Accounting for the inevitable uncertainty in applying tort law to new invention, this Note proposes a strict and vicarious liability regime with corresponding no-fault automobile insurance
