A Fuzzy Approach to the Measurement of Leakages for North American Health Systems
This paper uses a fuzzy-fuzzy stochastic dominance approach to compare patientsâ leakages in the Canadian and the U.S. health care systems. Leakages are defined in terms of individuals who are in bad health and could not have access to health care when needed. To carry his comparison we rely on the assumption that Canada is a strong counterfactual for the U.S. We first develop a class of fuzzy leakages indices and incorporate them in a stochastic dominance framework to derive the dominance criterion. We then use the derived criterion to perform inter-country comparisons on the global level. To provide more insight, we decompose the analysis with respect to gender, ethnicity, income and education. Intra-country comparisons reveal the presence of income based leakage inequalities in both countries yet, gender, ethnic and education based disparities appear to be present in the U.S. only. Paradox Elimination in DempsterâShafer Combination Rule with Novel Entropy Function: Application in Decision-Level Multi-Sensor Fusion
Multi-sensor data fusion technology in an important tool in building decision-making applications. Modified DempsterâShafer (DS) evidence theory can handle conflicting sensor inputs and can be applied without any prior information. As a result, DS-based information fusion is very popular in decision-making applications, but original DS theory produces counterintuitive results when combining highly conflicting evidences from multiple sensors. An effective algorithm offering fusion of highly conflicting information in spatial domain is not widely reported in the literature. In this paper, a successful fusion algorithm is proposed which addresses these limitations of the original DempsterâShafer (DS) framework. A novel entropy function is proposed based on Shannon entropy, which is better at capturing uncertainties compared to Shannon and Deng entropy. An 8-step algorithm has been developed which can eliminate the inherent paradoxes of classical DS theory. Multiple examples are presented to show that the proposed method is effective in handling conflicting information in spatial domain. Simulation results showed that the proposed algorithm has competitive convergence rate and accuracy compared to other methods presented in the literature
Policy compass: FCM-based policy impact evaluation using public open data
This paper presents how Fuzzy Cognitive Map (FCM) technique can be applied by a policy maker to support the policy impact evaluation using the example of Policy Compass, an EU research project. The practical usage example on interest rate policy shows the potential of FCMs as a policy impact modelling tool. Through the provision of a more intuitive and easier means of using open data based on FCM techniques, the Policy Compass project can play a critical role for both policy maker and lay public to evaluate the policy impact and prepare for future policy making

Monitoring land use changes using geo-information : possibilities, methods and adapted techniques
Monitoring land use with geographical databases is widely used in decision-making. This report presents the possibilities, methods and adapted techniques using geo-information in monitoring land use changes. The municipality of Soest was chosen as study area and three national land use databases, viz. Top10Vector, CBS land use statistics and LGN, were used. The restrictions of geo-information for monitoring land use changes are indicated. New methods and adapted techniques improve the monitoring result considerably. Providers of geo-information, however, should coordinate on update frequencies, semantic content and spatial resolution to allow better possibilities of monitoring land use by combining data sets
