    On software modernisation due to library obsolescence

    Software libraries, typically accessible through Application Programming Interfaces (APIs), enhance modularity and reduce development time. Nevertheless, their use reinforces system dependency on third-party software. When libraries become obsolete or their APIs change, performing the necessary modifications to dependent systems, can be time-consuming, labour intensive and error-prone. In this paper, we propose a methodology that reduces the effort developers must spend to mitigate library obsolescence. We describe the steps comprising the methodology, i.e., source code analysis, visualisation of hot areas, code-based transformation, and verification of the modified system. Also, we present some preliminary results and describe our plan for developing a fully automated software modernisation approach

This is due to a variety of factors, including a failure of many municipal procurement policies to take into account the benefits of free software, free software vendors second-to-market status, and a lack of established free and open source software vendors in niche markets. With feasible policy shifts to improve city operations, including building upon open standards and engaging with free software communities, municipalities may be able to better leverage free and open source software to realize fully the advantages that stem from open software development

    Introduction. In recent decades, economic growth of the leading world countries have occurred on the basis of information and knowledge embodied in new products, production technologies and management at all stages of production and marketing. Due to the generation and commercialisation of knowledge competitive advantages of individual companies, institutions and national economies, leaders of economic growth are formed and advanced. Considering the current trends in the changing conditions of economic and political space of Ukraine and abroad, which will only intensify fast and efficient reorientation to new markets is relevant for the domestic producers. The purpose of the study is to investigate the role and place of knowledge as an element of intellectual capital of organisations to ensure their competitiveness in light of trends in the global economy; to assess the current position and to outline the problems and perspectives of fast and efficient innovation growth in Ukraine based on knowledge. Results. The role of knowledge in providing competitive advantages of organisations has been outlined. The place of knowledge relevant to intellectual capital of organisations is specified. It has been determined that knowledge as an element of intellectual capital has a dual nature: it can be regarded both as an intellectual resource and as a possibility to implement existing intellectual capital of organisations. The influence of knowledge in the global economy is investigated. Ukraine’s position in the world rankings, which reflects the level of economic development based on intellectual capital and innovation, as well as the status of its competitiveness, has been studied. From these positions, we have specified strengths and weaknesses of the national economy and outlined the prospects of economic growth based on knowledge as an element of intellectual capital.Окреслено роль знань у забезпеченні конкурентних переваг організацій. Уточнено місце знань в інтелектуальному капіталі організації. Визначено, що знання як елемент інтелектуального капіталу, мають дуалістичну природу: їх можна розглядати як інтелектуальний ресурс, а також як можливість реалізації наявного інтелектуального капіталу організації.     Audiovisual research collections and their preservation

    The basic problem of primary audio and video research materials is clearly shown by the survey: A great and important part of the entire heritage is still outside archival custody in the narrower sense, scattered over many institutions in fairy small collections, and even in private hands. reservation following generally accepted standards can only be carried out effectively if collections represent critical mass. Specialised audiovisual archives will solve their problems, as they will sooner or later succeed in getting appropriate funding to achieve their aims. A very encouraging example is the case of the Netherlands. The larger audiovisual research archives will also manage, more or less autonomously, the transfer of contents in time. For a considerable part of the research collections, however, the concept of cooperative models and competence centres is the only viable model to successfullly safeguard their holdings. Their organisation and funding is a considerable challenge for the scientific community. TAPE has significantly raised awareness of the fact that, unless action is swiftly taken, the loss of audiovisual materials is inevitable. TAPE’s international and regional workshops were generally overbooked. While TAPE was already underway, several other projects for the promotion of archives have received grants from organisations other than the European Commission, inter alia support for the St. Petersburg Phonogram Archive, and the Folklore Archive in Tirana, obviously as a result of a better understanding of the need for audiovisual preservation. When the TAPE project started its partners assumed that cooperative projects would fail because of the notorious distrust of researchers, specifically in the post-communist countries. One of the most encouraging surprises was to learn that, at least in the most recent survey, it became apparent that this social obstacle is fading out. TAPE may have contributed to this important development

    Sustainable urban development

    This submission for PhD by publication aims to capture, reflect upon, analyse and offer critical insights into how the use of land and exchange of property can help serve the search for sustainable urban development (SUD). This aim is subsequently met by: • hypothesising how the applicant's publications provide a representation of SUD able to get beyond the state-of-the-art and offer a conceptual framework capable of uncovering the positive role land and property can play in sustaining urban development; • reviewing the research undertaken by the applicant to define SUD and develop a framework for analysis, set of protocols and directory of assessment methods to evaluate the sustainability of urban development; • highlighting the possibility there is for the valuation methodologies and investment appraisal techniques underlying the use of land and exchange of property, to be constructive in terms of the relationship their corporate strategies and financial instruments have to the environment; • illustrating how it is possible to compute the informational basis of property management and draw upon the intelligence this offers cities to develop electronically-enhanced services underpinned by e-learning platforms, knowledge management systems and digital libraries, capable of supporting environmental improvements; • showing how the environmental improvements that surface from such developments in turn support the community-based approach to urban regeneration which underlies the UK government's socially-inclusive and participatory venture into ecological modernisation and democratic renewal; • providing examples of where the management of property by cities is intelligent, not only because the environmental improvement supporting their community-based approach to urban regeneration are socially-inclusive and participatory, but for the reason the ecological modernisation and process of democratic renewal underlying these developments meet the sustainability requirement; • reflecting on the contribution this representation of SUD as informational, intelligent, socially-inclusive, participatory, community-based, regenerative, ecological and democratic, makes to what is known and understood about the subject. Together these positive, analytical and constructive examinations of SUD augment into the informational basis of property management and surface as the corporate strategies and financial instruments of the electronically-enhanced service models needed for cities to be intelligent.
