ANALYZING THE POTENTIAL OF GRAPHICAL BUILDING INFORMATION FOR EMERGENCY RESPONSES: TOWARD A CONTROLLED EXPERIMENT
Improving the efficacy of emergency agencies like fire departments is receiving increased attention in academia and practice. In recent times, novel firefighter information technologies like digital plans and augmented reality systems have been proposed to better support the work of firefighters. These technologies, however, mostly result from technology-driven approaches and run a risk of failing the actual needs of the users. In this paper, we present the design of a controlled study to more rigorously examine firefightersâ needs for information. Considering the search and rescue task during a building fire as an exemplary case, we first identify informational potentials to support the work on site. Based on theories of situation awareness and cognitive science, we then hypothesize that graphical building information can facilitate the search and rescue task. To examine the hypotheses, we propose the design of a controlled, yet realistic laboratory experiment that was developed in cooperation with a Bavarian state firefighting academy. During the experiment, firefighter squads will be provided with different kinds of building information and evaluated with respect to their task performance. The results of the experiment are expected to provide implications for the design of novel firefighter information technologies and firefightersâ working routines
Analyzing the Potential of Graphical BuildingInformation for Fire Emergency Responses: Findings from a Controlled Experiment
To better support firefighters during emergency response processes, novel information technologies are frequently being presented in research and practice. While such approaches are often technology-driven in nature, we present a task-centered approach to identify the actual information demand during emergency response scenarios. As an important example, we examine the search and rescue task. Combining the theory of situation awareness with findings from cognitive science, we hypothesize that providing graphical information about the building and the location of victims increases firefightersâ task performance in comparison to a verbal briefing. Findings from a controlled experiment that was developed in cooperation with a state firefighting academy show that such information might indeed facilitate the task performance. A continuous access to such information during the entire mission was found to be less effective, though. Our findings have implications for the development of novel information technologies and call for an adaption of current working routines
The Use of UAVs for Performing Safety-Related Tasks at Post-Disaster and Non-Critical Construction Sites
Thanks to the wide diffusion of unmanned aerial vehicles (UAVs), geomatics solutions have actively contributed to the field of safety enhancement and disaster risk reduction, supporting rapid mapping and documentation activities of the damages that have occurred to heritage buildings after natural disasters (such as earthquakes) where, in this scenario it is even more important to plan and execute disaster assessment and response operations in safe conditions. In fact, the planning and execution of technical countermeasures in a seismic emergency response involve higher risks for the safety of the operators as compared with responses related to the activities performed at non-critical construction sites. After an analysis of the state of the art, this study aims to underline the possibilities offered by the use of UAVs for performing safety-related tasks, both at post-disaster and non-critical construction sites. First, a survey has been conducted concerning the main user expectations and characteristics that an ideal UAV platform should have in order to perform safety-related tasks at construction sites that are created following the initial emergency phases. The answers that were obtained have been compared with similar studies retrieved from the literature validating previously conducted research. The legislative context is also considered, as it is an important factor that influences the applicability of these platforms and technology. Along with a method for assessing and mitigating the intrinsic risk of using an UAV, the results of a survey submitted to experts in the field of safety at construction sites is also discussed, intending to identify requirements of the ideal platform and the related user expectations. The results are reported, together with a summary of considerations on the use of these strategies in the analyzed contexts
The Good, the Bad and the Indispensable - Insights into the Practical Potential of Emergency Response Information Systems and Drones for Firefighters
The introduction of innovative information technologies is frequently pursued to improve the on-site decision-making and hence the effectiveness of emergency response processes. Yet, the practical potential of innovative firefighter information technologies hardly has been investigated so far. In this paper, we present the results of a study, in which we interviewed 21 members of German fire departments about the potential of emergency response information systems and drones. The results suggest that firefighters find both technologies to deliver potential improvements. They also pointed to several possible drawbacks and critical requirements, however. The results of our study do not only provide a multifaceted overview of the potential benefits and risks that ought to be taken into account when introducing emergency response information systems or drones for firefighters. They also call for a systematic investigation of the practical potential of firefighter information technologies in general

Os incĂȘndios sĂŁo fenĂłmenos sazonais de escala global. Globais nĂŁo apenas por
acontecerem em todos os paĂses, mas tambĂ©m por produzirem consequĂȘncias que afetam
o planeta por inteiro. Grande parte dos incĂȘndios tĂȘm como responsĂĄveis os Seres
Humanos e por nĂŁo evoluĂrem de igual forma, cada paĂs define os mĂ©todos, as medidas e
as equipas de combate a serem utilizados, ou seja, cada paĂs define um plano de resposta.
De forma a contribuir para a diminuição do nĂșmero de incĂȘndios, optou-se por estudar o
contributo das aeronaves remotamente pilotadas (RPAS), na vertente de prevenção como
na vertente de combate. Para tal realizaram-se e foram distribuĂdos questionĂĄrios pelas
entidades portuguesas responsĂĄveis pelo combate aos incĂȘndios.
Com este estudo conclui-se que os RPAS contribuem na prevenção e no combate
aos incĂȘndios devido Ă s capacidades funcionais que possuem. O lado preventivo Ă©
sustentado pelo facto destes equipamentos permitirem monitorizar vastas ĂĄreas,
identificar pontos quentes e alertar para situaçÔes suspeitas. Por outro lado, é um
instrumento de combate porque permite a deteção de incĂȘndios ativos e transmissĂŁo de
informação em tempo real. De realçar que os RPAS permitem obter, no inĂcio do combate,
informaçÔes essenciais, tais como as caraterĂsticas do incĂȘndio, o reconhecimento da ĂĄrea
afetada e a identificação de apoios locais ao combate. Este tipo de informação para além
de ser importante para o combate, Ă© essencial para suportar a tomada de decisĂŁo, para
melhor se definir estratégias e adequar os meios e plano de atuação de acordo com a
evolução do incĂȘndio.Wildfires are a seasonal phenomenon on a global scale. Global not only because
they happen in all countries, but also because they produce consequences that affect the
entire planet. Most fires are caused by human activity, and because fires do not evolve in
the same way, different countries come up with their unique contingency plan. To
decrease the number of wildfires, it was decided to study the contribution of remotely
piloted aircraft systems (RPAS), both in terms of prevention and combat. To this end,
questionnaires were distributed by Portuguese authorities responsible for fighting fires.
In conclusion remotely piloted aircraft systems contribute to both preventing and
fighting fires effectively. Its prevention side is supported by the fact that this equipment
allows for monitoring large areas, identifying hot spots, and alerting to unfavorable
conditions. On the other hand, it is a combat method, because it allows for the detection
of active fires and the transmission of information in real-time. RPAS obtains essential
information early, such as the characteristics of the wildfire, the recognition of the
affected area, and the identification of local support for the combat. This type of
information, in addition to being important for combat, is essential to support decision
making, to better define strategies to be followed, and makes it possible to adapt the
means according to the evolution of the fire
