An Innovation-driven IT Governance Framework for Benefits Realisation and its Application to Public Sector
Information and communication technology (ICT or IT) provides benefits to an organisation. However, a large number of IT projects fail. The research literature shows extant governance frameworks are not adequately protecting against project failures and are not as effective on many of these IT projects as they should be.
This thesis developed a new IT governance framework using an agile benefit management approach, aimed to achieve benefits realisation for any scale of IT projects, particularly for projects in the public sector such as Defence. The framework objectively targets digital transformation and technological agility, however, is shown in the thesis to assist in other enterprise challenges with IT acquisition and through-life management, such as cyber-resilience.
The framework is based on many theories, principles, and practices, such as: Transaction Cost Economics Theory, Prospect Theory (Decision-Making Under Uncertainty), Reference Class Forecasting, Stratification and the Incremental Enlargement Principle and Fuzzy Logic. The framework is shown to be effective primarily through better informed decision-making.
Benefits realisation is critical for information technology project success. The framework provides a systematic methodology on how to define economic benefit, technical benefit, and strategic benefit. It provides benefit realisation measures through fuzzy inference system, and it provides decision support based on the benefit performance measures and dis-benefit risk management.
When compared to industry-based frameworks for IT acquisition and sustainment this new framework is unique because it includes all internal and external stakeholders such as users, providers, industry, and academia to continuously collaborate for innovating, iterating, and evaluating technology for realisation of benefits to achieve the organisational goals and objectives.
The proof of concept has been conducted through a detailed case study in the Defence public sector, and several critiques of IT reform in other public sector applications where difficulties are occurring.
Organisations will be able to use this framework for a more rapid and assured uptake of emerging technologies of the Fourth Industrial Revolution into their technology stack. Examples of some of these emerging technologies are AI, machine learning, geo-spatial, block chain, cognitive and brain computing, cloud computing, data echo system, and cybersecurity
Climate Change and Environmental Sustainability-Volume 2
Our world is facing many challenges, such as poverty, hunger, resource shortage, environmental degradation, climate change, and increased inequalities and conflicts. To address such challenges, the United Nations proposed the Sustainable Development Goals (SDG), consisting of 17 interlinked global goals, as the strategic blueprint of world sustainable development. Nevertheless, the implementation of the SDG framework has been very challenging and the COVID-19 pandemic has further impeded the SDG implementation progress. Accelerated efforts are needed to enable all stakeholders, ranging from national and local governments, civil society, private sector, academia and youth, to contribute to addressing this dilemma. This volume of the Climate Change and Environmental Sustainability book series aims to offer inspiration and creativity on approaches to sustainable development. Among other things, it covers topics of COVID-19 and sustainability, environmental pollution, food production, clean energy, low-carbon transport promotion, and strategic governance for sustainable initiatives. This book can reveal facts about the challenges we are facing on the one hand and provide a better understanding of drivers, barriers, and motivations to achieve a better and more sustainable future for all on the other. Research presented in this volume can provide different stakeholders, including planners and policy makers, with better solutions for the implementation of SDGs. DIGITISING AGRIFOOD Pathways and Challenges. November 2019
As climate change increasingly poses an existential risk for the Earth, scientists and policymakers turn to agriculture and food as areas for urgent and bold action, which need to return within acceptable Planet Boundaries. The links between agriculture, biodiversity and climate change have become so evident that scientists propose a Great Food Transformation towards a healthy diet by 2050 as a major way to save the planet. Achieving these milestones, however, is not easy, both based on current indicators and on the gloomy state of global dialogue in this domain. This is why digital technologies such as wireless connectivity, the Internet of Things, Arti cial Intelligence and blockchain can and should come to the rescue.
This report looks at the many ways in which digital solutions can be implemented on the ground to help the agrifood chain transform itself to achieve more sustainability. Together with the solution, we identify obstacles, challenges, gaps and possible policy recommendations. Action items are addressed at the European Union both as an actor of change at home, and in global governance, and are spread across ten areas, from boosting connectivity and data governance to actions aimed at empowering small farmers and end users
Terrorism affected regions : the impact of different supply chain risk management strategies on financial performance
Purpose: Current geo-political events, such as terrorism and climatologic adversities, have highlighted the potential risks to supply chains (SCs), and their disastrous financial impacts on supply chains. Within supply chains, risk management plays a major role in successfully managing business processes in a proactive manner and ensuring the business continuity and financial performance (FP). The purpose of this study is to explore the supply chain risks and strategies in a terrorism-affected region (TAR), and to examine supply chain risk management (SCRM) strategies and their impacts on FP, including the war on terror (WoT) and its impacts on the local logistics industry. In addition, this study investigates the knowledge gaps in the published research on terrorism-related risk in supply chains, and develops a framework of strategies and effective decision-making to enable practitioners to address terrorism-related risks for SCRM.Methodology: The study initially adopts a novel combination of triangulated methods comprising a systematic literature review, text mining, and network analysis. Additionally, risk identification, risk analysis and strategies scrutiny are conducted by using semi-structured interviews and Qualitative Content Analysis in a TAR. A model of strategies was developed from a review of existing studies and interviews. The model is empirically tested with survey data of 80 firms using fuzzy-set Qualitative Comparative Analysis (fsQCA).Findings: This study reveals a number of key themes in the field of SCRM linked with terrorism. It identifies relevant mitigation strategies and practices for effective strategic decision-making. This subsequently leads to development of a strategic framework, consisting of strategies and effective-decision making practices to address terrorism-related risks that affect SCRM. It also identifies key the knowledge gaps in the literature and explores the main contributions by disciplines (e.g., business schools, engineering, and maritime institutions) and countries.Further, it identifies the SC risks in a TAR, which consist of value streams: disruption risks, operational risks and financial risks. Among these, the emerging risks emcompass terrorist groupsâ demand for protection money, smog, paedophilia and the use of containers to block protesters. To mitigate these risks, firms frequently implemented the following strategies: information sharing, SC coordination, risk sharing, SC finance, SC security and facilitation payment. Five strategies out of the six (except facilitation payment) are able to lead to FP, confirmed quantitatively as well. There are various equifinal configurations of SCRM strategies leading to FP. In addition, information sharing acts as a moderator in the relationship between SC security and FP. SC coordination has a mediating role in the relationship between information sharing and SC security capabilities and FP.Research limitations/Contribution: The sample size a limitation of the study, meaning that the findings should be generalized with caution. The most valuable implications is the identification of configurations of strategies that can help managers and policymakers in implementing those findings.Originality/value: No empirical study was found in the SCRM literature that specifically investigates the relationships between the identified strategies and FP with fsQCA, in particular in a TAR context; this study thus fills an important gap in the SCRM literature and contributes empirically
