    Electronic government and corruption: Systematic literature review, framework, and agenda for future research

    The notion of corruption has emerged as a prominent topic against the backdrop of e-government. However, there are diverse but disorganized viewpoints about the relationship between e-government and corruption, thus creating difficulties in obtaining a structured overview of the existing literature and identifying the avenues to take this research area forward. Despite this, prior studies have made limited attempts to gather these fragmented observations to guide future research holistically. To address this concern, we conduct a systematic literature review (SLR) of 63 articles discussing e-government and corruption and provide a comprehensive synthesis of the current knowledge in this domain. In particular, we offer a thematic classification of prior studies, uncover the key gaps in the literature, identify the potential research areas, and provide recommendations to broaden the avenues for future studies. Furthermore, we propose an integrated conceptual framework to caution policymakers about the incomplete understanding offered by the existing studies and to inspire further research in several ways.publishedVersio

    Determining the dynamic co-diffusion of four e-services using country-level panel data

    Motivated by the slow diffusion of e-services in many countries in the world, and Rogers’ call for researching related innovation as a cluster, this study investigates the co-diffusion among e-services. To our knowledge this study is the first to examine the co-diffusion effects among e-services. It extends prior studies from the e-services diffusion literature, and the technology co-diffusion literature by examining co-diffusion among four e-services; e-banking, e-shopping, e-government, and e-learning. It also examined the co-diffusion mediation effects, moderation effects, and country-level factors’ effects. Using panel data of 28 European countries, and applying dynamic GMM econometric technique, this study’s findings were supporting the suggested hypotheses. The findings are discussed, and the conclusions, significant theoretical and practical implications of the findings, limitations, and recommendations for future research are presented

    Mobile Payment Continuance Intention

    A thesis submitted in partial fulfillment of the requirements for the degree of Doctor in Information Management, specialization in Information TechnologiesThe disruptive development of information and communication technologies over the last two decades has revolutionized the mobile phone industry, exponentially increased the number of mobile phone users, and encouraged companies to make various services available through a mobile phone. Mobile payment is one of the fastest growing services, enabling users to perform financial transactions over a mobile phone. The exponential growth of mobile payment has affected a number of sectors including finance and technology, thus reinforcing the need for a deep understanding of the impact of the continued use of mobile payment services. With this dissertation we contribute to a better understanding of the determinants of continuance intention to use mobile payment at the individual level. For this reason, were developed four studies, one literature review, and three empirical studies. In the first study (Chapter 2) we conducted a literature review of existing studies on individual continuance intention to use an information system. In Chapter 3 we assessed the continuance intention to use m-payment employing two theoretical models, the DeLone and McLean information system success model (D&M ISSM) and the expectation-confirmation model (ECM) in an African context. The impact of task technology fit (TTF) and overall trust on ECM to explain the continuance use of mpayment is analysed in Chapter 4. In the last study, Chapter 5, we assess the impact of culture on continuance intention to use m-payment, combining the ECM and Hofstede’s cultural dimensions. This dissertation provides several contributions for research and practice, contributing to the advancement of knowledge and implications for service managers, service providers, users, and researchers. The literature review applies meta-analysis and weight analysis from 115 empirical studies from continuance intention to use an information system (IS). The findings reveal that the factors with strongest influence on continuance intention to use an IS are affective commitment, attitude, satisfaction, hedonic value, and flow. Moreover, sample size, individualism, uncertainty avoidance, and long-term orientation moderate the relationship of perceived usefulness on continuance intention. Power distance, masculinity, and indulgence moderate the relationship of satisfaction on continuance intention. From the first empirical study we examine the influence individual performance drivers on continuance intention to use m–payment in an African context. We find that the most important predictors of continuance intention to use m-payment are individual performance, use, and satisfaction. The second empirical study integrates TTF and overall trust theories and evaluates their relationships for continuance intention to use mobile payment. Findings show that use, individual performance, overall trust, and the moderation role of satisfaction are the most important constructs to explain continuance intention. The last empirical study assesses the impact of culture on m-payment continuance intention. The findings reveal that the relationships between confirmation on satisfaction and perceived usefulness, and perceived usefulness on continuance intention are moderated by uncertainty avoidance.O desenvolvimento disruptivo das tecnologias de informação e comunicação nas últimas duas décadas revolucionou a indústria da telefonia móvel, aumentando exponencialmente o número de utilizadores de telemóveis, encorajando desta forma as empresas a disponibilizar diferentes serviços através de um telemóvel. O serviço pagamento móvel é um dos serviços que se encontra em um rápido crescimento permitindo aos utilizadores efetuar transações financeiras através de um telemóvel. O crescimento exponencial do serviço de pagamento móvel tem afetado diferentes sectores, tais como finanças e tecnologia, reforçando a necessidade de uma compreensão profunda do impacto da utilização contínua dos serviços de pagamento móvel. Com o desenvolvimento desta dissertação, esperamos contribuir para uma melhor compreensão dos determinantes da intenção de continuar a usar o serviço de pagamento móvel a nível individual. De forma a concretizar este objetivo foram desenvolvidos um total de quatro estudos distintos. No primeiro estudo (Capítulo 2) realizámos uma revisão bibliográfica dos estudos existentes sobre a intenção de continuar a utilizar um sistema de informação. No capítulo três, avaliámos a intenção de continuar a utilizar o serviço de pagamento móvel, empregando dois modelos teóricos, o DeLone and McLean information system success model (D&M ISSM) e o expectation-confirmation model (ECM) num contexto africano. O estudo da revisão bibliográfica aplicou meta-analysis e weight analysis a partir de 115 estudos empíricos de intenção continuar a utilizar um sistema de informação (SI). Os resultados revelam que os fatores com maior influência na intenção de continuação da utilização de um SI foram o compromisso afetivo, atitude, satisfação, valor hedónico, e flow. Além disso, o tamanho da amostra, individualismo, prevenção da incerteza, e orientação a longo prazo moderam a relação entre perceção da utilidade e intenção de continuar, distância do poder, masculinidade e indulgência moderam a relação entre satisfação e intenção de continuar. Para o primeiro estudo empírico, examinámos a influência dos fatores de desempenho individual na intenção de continuação da utilização do m-pagamento num contexto africano. Verificámos que os preditores mais importantes da intenção de continuar a utilizar o serviço de pagamento móvel são o desempenho individual, uso e a satisfação. O segundo estudo empírico integrou as teorias da TTF e da confiança geral e avaliou as suas relações para a intenção de continuação da utilização do pagamento móvel. Os resultados mostram que o uso, desempenho individual, confiança geral, o papel de moderação da satisfação são os fatores relevantes para explicar a intenção de continuar a utilizar o serviço de pagamento móvel.     The factors that contribute to the continuous usage of broadband technologies among youth in rural areas: A case of northern region of Malaysia

    Despite the benefits of broadband technology in education and healthcare services, its usage in the rural areas is still low and Malaysia is not excluded. This situation leads to raising the question of long-term usage of the technology. Presently, there are less empirical study on the continuous usage of broadband technology among the youths particularly school children in the rural areas of Malaysia. The objective of this study is to determine the contributing factors for continuous usage of broadband technology among youths in the rural areas. Therefore, a research model was proposed consisting of eight contributing factors for continuous usage of broadband technology. Moreover, the study used quantitative approach by distributing 450 questionnaires to respondents in the northern region of Malaysia. However, only 393 questionnaires were returned which represent 87.33% response rate. The data collected were analyzed using a Structural Equation Model to investigate the relationship between contributing factors. The results showed that performance expectancy, effort expectancy, social influence, compatibility, facilitating condition, service quality, user behavioural intention and user satisfaction are the significant contributing factors that must be in place to ensure the continuous usage of broadband among youth in the rural areas. Hence, this study contributes to the body of knowledge in Community Informatics by providing a framework for achieving long-term use of broadband technology among youths in the rural areas, through the integration of Information System Continuance Post Acceptance and Unified Theory of Acceptance and Use of Technology models. The factors identified may contribute as input to the government policy formulations and service providers to ensure continuous demand for broadband from the evidence extracted from this study.     Deconstructing the information and technology adoption process for the NGO sector in Saudi Arabia

    Despite the lack of scholarly attention given to the voluntary sector in Saudi Arabia, the need for a deeper understanding of the dynamics of the NGO landscape in KSA has never been greater. Given Saudi Arabia’s global leadership in humanitarian and developmental aid and the growing scrutiny over the management of its non-governmental organizations (NGOs), especially post 9/11, the Saudi voluntary sector finds itself at an important crossroads. Calls for introspection, renewed management, and improved mechanisms for evaluation, control and monitoring have steadily been growing. This study argues that Information and Communication Technology (ICT) has a central role to play in harnessing the NGO landscape of KSA. There are many benefits in the integration of ICT within the landscape of the Saudi NGO in providing better coordination and communication within and between stakeholders, knowledge and information transfer and sharing, the education and training for its staff and more rigorous evaluation, and the control and monitoring of initiatives. However, in order to advance the ICT agenda within the voluntary sector in KSA, a knowledge base regarding the sector’s attitude towards ICT adoption is essential. The aim of this study therefore, is to understand the dynamics of the technology adoption process in Saudi NGOs based on the experiences of Saudi NGO managers. Critically, the nature, i.e. whether technology adoption is based on personal, organizational or environmental and external factors, or a combination of these predictors forms the primary aim of this study. Second, the structure of technology adoption, in terms of determining which of these aforementioned factors generate a greater willingness to adopt new technologies forms a secondary objective. A third study objective seeks todeduce the managerial and public policy implications of a greater understanding of the nature and structure of technology adoption in Saudi NGOs.Post-positivist critical realist ontology is adopted to guide the mixed methods implementation of the research. An initial series of interviews with 12 Saudi managers is conducted to determine the key factors that influence technology adoption followed by the main element of the study, a survey of 287 NGO managers to test the conceptualization of technology adoption, and accompanying hypotheses, derived from the extant literature review and qualitative phase. Multi-variate, bivariate analysis and moderation analysis were used to test the proposed relationships. The initial interviews identified a modified version of the commonly applied technology acceptance model, the UTAUT framework, accurately reflected technology adoption in the Saudi NGO context and specifically proposed that the key predictors were a combination of personal factors (performance expectancy, effort expectancy, social influence, perceived risk), external or environmental factors (government support and competitive pressure) and finally organizational factors (facilitating conditions and compatibility). Multi-variate analysis validated this multi-dimensional nature of technology adoption in Saudi NGOs, but did not find statistical support for perceived risk, government support and compatibility, and with the exception of social influence, nor for any moderating role of gender and age on the personal predictive factors. The study contributes to theory since previous studies exploring technology adoption have adopted unitary approaches whereas the current study validates a multi-dimensional perspective as more reflective of technology adoption in Saudi NGOs. The implications of this finding, and for the inclusion and exclusion of predictive factors, are discussed. Specifically, the implications for managers and public policy are also overviewed. Finally, this study concludes with limitations and recommendations for further research

    An Investigation of Online Navigation Patterns of Consumers Across Cultures

    Researchers have been interested in understanding the online purchase intentions of consumers. It’s interesting to see why consumers differ in the way they navigate the Internet. However, it’s still not very well explored as to what role a country\u27s cultural variables play in online purchase behavior of its users. The goal of this dissertation is to identify the determinant variables of online buying behavior of users from different cultural environments. Hofstede\u27s cultural dimensions are used to understand some of the differences. This study also conceptualizes attitudes toward search on mobile devices vs. desktops. The search behavior on mobile devices is analyzed based on demographic profiles of the e-shoppers. In Chapter 1, the background of the research is set by looking into the web adoption patterns for multiple needs, and the distinction is made between the users’ behaviors focused on actual use of the services offered versus the internet access for general purpose i.e., without any specific service in mind. This helps segment the consumers based on demographic variables and the social context of the user. The primary factors affecting the internet penetration rate in different countries are looked into too. This gives an important perspective of the key foundation of the e-commerce industry i.e., access to Internet to the populace — which forms the superset of potential buyers. The effects of high education, per capita income and telephone connectivity are explored. It\u27s intuitive to see that credit card penetration level will have a positive correlation with the online purchase rate. In this research, it is found that countries with low credit card penetration have less e-commerce even though the cash on delivery option is available there. In chapter 2, the consumer behavior in different countries is analyzed through the lens of Hofstede\u27s cultural dimensions – Uncertainty avoidance (UAI), Individualism vs. Collectivism (IDV), Masculinity (MAS) and Long-term orientation (LTO). We use the browsing behavior data of the top 5 e-commerce websites of 45 countries obtained through the Alexa website. In order to approach a conceptualization of cultural dimensions with regards to the web, we work with Hofstede’s cultural dimensions and consider how cultures might affect user interface design. It is found that consumers from countries that are high on uncertainty avoidance search for longer durations. In addition to that, consumers from countries high on collectivism are more likely to come to a shopping website from social media websites as compared to that from search engine websites. With the data collected from Globalwebindex platform, the online purchasing drivers for 36 countries are also explored and it is found that the social network\u27s influence on purchase decision is more for countries with low IDV scores and the chances to buy on social network are less for users of high IDV countries. Similarly, we find that users from countries with low UAI and high IDV are more likely to use private browsing window during the online purchase as it protects the users\u27 browsing behavior data on e-commerce websites. And it\u27s also found that users from countries low on IDV are more likely to write post-purchase online reviews. The results support the conjecture that examining the cultural dimensions and customers\u27 attitudes for online shopping is critically important for e-commerce players intending to make their mark in the global arena. They should consider these different types of online buying behaviors when it comes to web design. In chapter 3, we attempt to model consumer choice behavior towards web search engines, taking into account users\u27 demographic and cultural dimensions too. The factors that contribute towards the choice of a consideration set of web search engines are explored—using consideration set theory. The choice of the number of web search engines is modeled, taking into account three different categories of variables i.e., ‘who’ – which includes consumer characteristics including cultural dimensions, ‘what’ – which includes information search characteristics and ‘why’ – which includes attitudinal characteristics. Results of the study indicate that \u27Age\u27 and \u27Uncertainty Avoidance\u27 have significant effect on choice of number of search engines by consumers. Attitudinal characteristics don\u27t contribute significantly towards explaining the choice behavior towards web search engines but information search parameters are significant in that regard. In chapter 4, the roles of uncertainty avoidance and the demographic variables are identified in online purchase behavior of mobile-only-internet-users (MOIU) vs. desktop-internet users. It is found that the countries with high IDV scores have higher percentage of MOIU and UAI has no effect irrespective of the fact that internet access with mobile devices offers less data privacy. The more individualistic nations have better infrastructure, they have more opportunities to use other mobile devices like iPad and laptop to access the Internet. So, they are less likely to be mobile only. The effect of income per capita on a PPP (Purchasing Power Parity) basis has no significant effect on MOIU. An explanation for it could be the one mentioned above—the required infrastructure not being in place for potential users to access the Internet on desktops. In addition to that, it is found that the effect of IDV scores and the age of users— on MOIU number—are significant too. Also, the young users, aged between 25 – 35 years, are much more likely to fall into the MOIU category, irrespective of which country they are from. In chapter 5, we conclude with our findings and identify the limitations and the future research directions

Design/methodology/approach: The research uses meta- and weight analysis by taking 115 empirical studies from continuance intention to use an IS. The data are presented in different views using significant and non-significant relationships from all the studies. Furthermore, it uses hierarchical linear meta-analysis to analyse potential moderators that can influence continuance intention. Findings: The results reveal that affective commitment, attitude, satisfaction, hedonic value and flow are the best predictors of continuance intention to use an IS. Sample size, individualism, uncertainty avoidance and long-term orientation moderate the relationship of perceived usefulness on continuance intention. Power distance, masculinity and indulgence moderate relationship satisfaction on continuance intention. Practical implications: The results reveal that continuance intention to use an IS has been studied in different countries, with different cultures; therefore, IS providers should have diversified managing strategies, to ensure the satisfaction of users and long-term usage of their IS. Originality/value: The study provides a systematic overview of the most relevant variables used in the literature, including a temporal analysis of the theoretical models, highlighting the evolution of the constructs and presents a moderation analysis.authorsversionpublishe

    A framework for determining the adoption of new services in the South African mobile telecommunications market

    Abstract in English, Afrikaans and ZuluThe aim of this study was to determine the key factors which explain the adoption of mobile data services in South Africa and incorporate them into an explanatory framework that can be used to indicate whether a new mobile data service that is introduced into the South African Mobile Market will be successful. Additionally, it shows that the current usage of mobile data services in South Africa supports the framework. The research used a design based on a mixed methods methodology. The research was conducted using a literature survey and two research phases. The literature survey was an extensive review of communication technology adoption frameworks and all the possible factors of adoption. This literature survey was also used to develop the discussion document which was used as the guidelines for the Phase 1 interviews. The interviews were with experts in the telecommunications market in South Africa and were used to determine the key drivers of adoption and possible moderating factors of mobile data services. From those interviews a preliminary model was proposed. Phase 2 was a market survey which tested the framework and moderating factors in different metropolitan areas as well as examined the current usage of mobile data services. The statistical analysis used in determining the framework incorporated Descriptive Statistics, Factor Analysis, using Principal Axis Factoring, and Structural Equation Modelling. The framework, which was based on the Technology Acceptance Model, introduced two new constructs. The first new construct was the Mobile Service Providers Marketing Tactics and the second was Social Pressure and Aspirational Value. The two constructs combined can be used to explain why mobile service providers with low cost strategies are not successful. Demographic factors such as Age were found to influence the adoption as well as Socio-economic factors such as Income. Personal factors such as Technical Knowledge, Ability and Skills and Attitude towards Technology were also found to influence adoption. Geographical location was found to be the most important moderating factor. The current mobile data usage supported the framework.
