    The Architecture of Communal Living: Lessons from Arcosanti in Arizona

    Paolo Soleri's arcology model (architecture + ecology addresses issues of sustainability by advocating living in a balanced relationship between urban morphology and performance within dense, integrated and compact structures. Within these structures material recycling, waste reduction and the use of renewable energy sources are adopted as part of a sustainable strategy aimed at reducing the flow of resources and energy through the urban system. Today, as governments, eager to deliver major environmental improvements, press on with as yet untried and largely untested 'centrist' policies of urban living, there is a need to research relevant models of the 'compact city' approach. Issues involved with the intensification in the use of space, higher residential densities, centralisation, compactness, the integration of land uses and aspects of self-containment need to be examined. Over the last ten years, as the criteria of sustainability have become more widely accepted and understood, the relevance of the Soleri's urban model has become clearer. Arcosanti, begun in 1970, offers a laboratory for testing the validity of Soleri's ideas. This paper examines arcology and Arcosanti within the context of sustainability. Since the energy crisis of the mid 1970s, efforts at Arcosanti have been directed toward the definition and testing of various architectural effects on a community-wide scale that could offer a response to many of today's environmental problems. But progress is painstakingly slow. Lacking the level of funding and resources that would enable it to be convincing, Arcosanti now represents not so much a specific prototypal solution, but an activist-engaged strategy that advocates the possibility of building our dreams and visions. In a world plagued by so many problems and so few alternatives, it nevertheless continues to offer a beacon of hope on the threshold of a new millennium

    The shape of things to come: visions for the future of Aboriginal and Torres Strait Islander health research

    This paper presents the results of a project that considered how research might best contribute to Aboriginal and Torres Strait Islander health and wellbeing in the year 2030. Executive summary In late 2012, the Lowitja Institute embarked on a project using ‘futures thinking’ to consider how research might best contribute to Aboriginal and Torres Strait Islander health and wellbeing in the year 2030. The project was motivated by a desire to ‘get ahead of the game’: to anticipate and prepare for the potential research demands of the future. In particular, there was a desire to ‘close the gap’ between the point at which important research needs are identified by policy makers or service providers, and when research findings can be delivered. To think about the research needs of the future, it was necessary to first imagine what life might be like in 2030. What might Australia be like then, and the world? And what might the lives of Aboriginal and Torres Strait Islander people be? Workshops were held around the country to consider issues and trends visible in the current landscape, and how these might play out to influence life in 2030. A range of possible scenarios emerged, clustering around two divergent futures: an inclusive, vibrant Australia in which Aboriginal and Torres Strait Islander cultures are valued and embraced as central to the Australian identity; or an Australia in which economic and/or spiritual poverty drive a rejection of diversity and increase the divide between rich and poor. Participants then grappled with the question: If this (or that) scenario occurs, then what will be needed from research? By thinking about the range of possible scenarios for life in 2030, what capabilities are required to deliver the research that will be needed to address emerging issues and create a healthy future? The inspirational and empowering answer—perhaps not surprisingly—was not simply a list of research topics. Instead, participants articulated a strong and widely shared desire for a profoundly different system of research. A vision emerged of a research system in which research and practice are closely interwoven and which would enable greater integration of health services, policy and research. Such a system would be responsive to changing research demands, but also to changing social, economic, technological and knowledge landscapes. Specific research capabilities were also identified. An urgent necessity to actively address the social determinants of health was articulated in every workshop, along with a growing sense that the health and health research sectors may need to play a facilitating role, inviting other sectors—such as education, justice, local government—to collaborate and maximise the impact of their collective efforts to bring about change. A need for more evidence and evaluation around early childhood development programs (social as well as physical development) was seen as a priority for the immediate future. The Aboriginal and Torres Strait Islander health and health research sectors have played a pioneering role in the reform of research in Australia. The strength of vision articulated by participants in this project, and the desire to see that vision become a reality, suggests the sector will succeed in its drive toward a vision of a more effective research system

    Desperately seeking niches: Grassroots innovations and niche development in the community currency field

    The sustainability transitions literature seeks to explain the conditions under which technological innovations can diffuse and disrupt existing socio-technical systems through the successful scaling up of experimental ‘niches’; but recent research on ‘grassroots innovations’ argues that civil society is a promising but under-researched site of innovation for sustainability, albeit one with very different characteristics to the market-based innovation normally considered in the literature. This paper aims to address that research gap by exploring the relevance of niche development theories in a civil society context. To do this, we examine a growing grassroots innovation – the international field of community currencies – which comprises a range of new socio-technical configurations of systems of exchange which have emerged from civil society over the last 30 years, intended to provide more environmentally and socially sustainable forms of money and finance. We draw on new empirical research from an international study of these initiatives comprising primary and secondary data and documentary sources, elite interviews and participant observation in the field. We describe the global diffusion of community currencies, and then conduct a niche analysis to evaluate the utility of niche theories for explaining the development of the community currency movement. We find that some niche-building processes identified in the existing literature are relevant in a grassroots context: the importance of building networks, managing expectations and the significance of external ‘landscape’ pressures, particularly at the level of national-type. However, our findings suggest that existing theories do not fully capture the complexity of this type of innovation: we find a diverse field addressing a range of societal systems (money, welfare, education, health, consumerism), and showing increasing fragmentation (as opposed to consolidation and standardisation); furthermore, there is little evidence of formalised learning taking place but this has not hampered movement growth. We conclude that grassroots innovations develop and diffuse in quite different ways to conventional innovations, and that niche theories require adaptation to the civil society context

    System-changing innovations for sustainability transitions are pro- posed to emerge in radical innovative niches. ‘Strategic Niche Management’ theory predicts that niche-level actors and networks will aggregate learning from local projects, disseminating best practice, and encouraging innovation diffusion. Grassroots inno- vations emerging from civil society are under-researched, and so we investigate the UK community energy sector to empirically test this model. Our analysis draws on qualitative case study research with local projects, and a study of how intermediary organisa- tions support local projects. We examine the extent and nature of interactions and resource flows between projects and intermediary actors in order to evaluate the utility of niche theories in the civil society context. While networking and intermediary organisations can effectively spread some types of learning necessary for diffu- sion, this is not sufficient: tacit knowledge, trust and confidence are essential to these projects’ success, but are more difficult to abstract and translate to new settings. We discuss the implications of our findings for niche theory, for community energy and other grass- roots practitioners aiming to build robust influential niches, and for policymakers

    Using urban foresight techniques in city visioning: lessons from the Reading 2050 vision

    The emergence of urban (or city) foresight techniques focuses on the need to create coherent city visions to plan and manage for future long-term change and create opportunities for new investment into the local urban economy. This paper reviews the concepts of ‘co-created’ city visioning and urban foresight, setting this in the context of new and emerging practice and policy in the UK, and elsewhere. The paper critically reviews the development of the vision for a small city (the ‘Reading 2050’ project, linked to the UK Future of Cities Foresight Programme), and the lessons it holds for visioning, foresight and planning, using the ‘quadruple helix’ framework as a conceptual lens for analysis

    Purpose – The paper aims to explore the gap between theory and practice in foresight and to give some suggestions on how to reduce it. Design/methodology/approach – Analysis of practical foresight activities and suggestions are based on a literature review, the author's own research and practice in the field of foresight and futures studies, and her participation in the work of a European project (COST A22). Findings – Two different types of practical foresight activities have developed. One of them, the practice of foresight of critical futures studies (FCFS) is an application of a theory of futures studies. The other, termed here as praxis foresight (PF), has no theoretical basis and responds directly to practical needs. At present a gap can be perceived between theory and practice. PF distinguishes itself from the practice and theory of FCFS and narrows the construction space of futures. Neither FCFS nor PF deals with content issues of the outer world. Reducing the gap depends on renewal of joint discourses and research about experience of different practical foresight activities and manageability of complex dynamics in foresight. Production and feedback of self-reflective and reflective foresight knowledge could improve theory and practice. Originality/value – Contemporary practical foresight activities are analysed and suggestions to reduce the gap are developed in the context of the linkage between theory and practice. This paper is thought provoking for futurists, foresight managers and university researchers

    A grassroots sustainable energy niche? Reflections on community energy case studies

    System changing innovations for sustainability transitions are proposed to emerge in radical innovative niches. ‘Strategic Niche Management’ theory predicts that niche level actors and networks will aggregate learning from local projects, distilling and disseminating best practice. This should lower the bar for new projects to form and establish, thereby encouraging the innovation to diffuse through replication. Within this literature, grassroots innovations emerging from civil society are an under researched site of sociotechnical innovation for sustainable energy transitions. We consider the emerging community energy sector in the UK, in order to empirically test this model. Community energy is a diverse grassroots led sector including both demand and supply side initiatives for sustainable energy such as community owned renewable energy generation, village hall refurbishments, behaviour change initiatives and energy efficiency projects. Our analysis draws on in depth qualitative case study research with twelve local projects, and a study of how intermediary organisations aim to support local projects and encourage replication. This rich data allows us to examine the extent and nature of interactions between projects and intermediary actors in order to evaluate the utility of niche theories in the civil society context. In particular, we investigate which types of knowledge, support and resources were needed by our case study projects to become established and thrive, and compare and contrast this with those offered by the emerging community energy niche. Our findings indicate that while networking and intermediary organisations can effectively collate and spread some types of learning and information necessary for replication, this is not sufficient: tacit knowledge, trust and confidence are essential to these projects’ success, but are more difficult to abstract and translate to new settings.     Learners reconceptualising education: Widening participation through creative engagement?

    This paper argues that engaging imaginatively with ways in which statutory and further education is provided and expanding the repertoire of possible transitions into higher education, is necessary for providers both in higher education and in the contexts and phases which precede study at this level. Fostering dispositions for creativity in dynamic engagement with educational technology together with the consideration of pedagogy, learning objects, inclusion, policy and the management of change, requires innovative provision to span the spaces between school, home, work and higher education learning. Reporting on The Aspire Pilot, a NESTA-funded initiative at The Open University, the paper offers the beginning of a theoretical frame for considering learning, learners and learning systems in the information age prioritizing learner agency. It will report emergent empirical findings from this inter-disciplinary project, with a significant e-dimension, which seeks to foster the creativity of 13-19 year olds in considering future learning systems, developing provocations for others to explore creative but grounded possibilities. It explores implications arising from this project for approaches that may facilitate widening participation in higher education

It is also shared that, given the nature and the dimension of those changes, a system discontinuity is needed, and that therefore it is necessary to act on a system innovation level. The challenge now is to understand how it is possible to facilitate and support the introduction and diffusion of such innovations.
