Proceedings of the ECCS 2005 satellite workshop: embracing complexity in design - Paris 17 November 2005
Embracing complexity in design is one of the critical issues and challenges of the 21st century. As the realization grows that design activities and artefacts display properties associated with complex adaptive systems, so grows the need to use complexity concepts and methods to understand these properties and inform the design of better artifacts. It is a great challenge because complexity science represents an epistemological and methodological swift that promises a holistic approach in the understanding and operational support of design. But design is also a major contributor in complexity research. Design science is concerned with problems that are fundamental in the sciences in general and complexity sciences in particular. For instance, design has been perceived and studied as a ubiquitous activity inherent in every human activity, as the art of generating hypotheses, as a type of experiment, or as a creative co-evolutionary process. Design science and its established approaches and practices can be a great source for advancement and innovation in complexity science. These proceedings are the result of a workshop organized as part of the activities of a UK government AHRB/EPSRC funded research cluster called Embracing Complexity in Design (www.complexityanddesign.net) and the European Conference in Complex Systems (complexsystems.lri.fr). Impact in networks and ecosystems: building case studies that make a difference
open accessThis toolkit aims to support the building up of case studies that
show the impact of project activities aiming to promote innovation
and entrepreneurship. The case studies respond to the challenge
of understanding what kinds of interventions work in the Southern
African region, where, and why. The toolkit has a specific focus on entrepreneurial ecosystems and proposes a method of mapping out the actors and their relationships over time. The aim is to understand the changes that take place in the ecosystems. These changes are seen to be indicators of impact as
increased connectivity and activity in ecosystems are key enablers of innovation. Innovations usually happen together with matching social and institutional adjustments, facilitating the translation of inventions into new or improved products and services. Similarly, the processes supporting entrepreneurship are guided by policies implemented in the common framework provided by innovation systems. Overall, policies related to systems of innovation are by nature networking policies applied throughout the socioeconomic framework of society to pool scarce resources and make
various sectors work in coordination with each other. Most participating SAIS countries already have some kinds of identifiable systems of innovation in place both on national and regional levels, but the lack of appropriate institutions, policies, financial instruments, human resources, and support systems, together with underdeveloped markets, create inefficiencies and gaps in systemic cooperation and collaboration. In other words, we do not always know what works and what does not. On another level, engaging users and intermediaries at the local level and driving the development of local innovation
ecosystems within which local culture, especially in urban settings, has evident impact on how collaboration and competition is both seen and done. In this complex environment, organisations supporting entrepreneurship and innovation often find it difficult to create or apply relevant knowledge and appropriate networking tools, approaches, and methods needed to put their processes to work for broader developmental goals. To further enable these organisations’ work, it is necessary to understand what works and why in a given environment. Enhanced local and regional cooperation promoted by SAIS Innovation Fund projects can generate new data on this little-explored area in Southern Africa. Data-driven knowledge on entrepreneurship and innovation support best practices as well as effective and efficient management of entrepreneurial ecosystems can support replication and inform policymaking, leading thus to a wider impact than just that of the immediate reported projects and initiatives
Third Revolution Digital Technology in Disaster Early Warning
Networking societies with electronic based technologies can change social morphology, where key social structures and activities are organized around electronically processed information networks.
The application of information and communications technologies (ICT) has been shown to have a positive impact across the emergency or disaster lifecycle. For example, utility of mobile, internet and social network technology, commercial and amateur radio networks, television and video networks and open access technologies for processing data and distributing information can be highlighted. Early warning is the key function during an emergency. Early warning system is an interrelated set of hazard warning, risk assessment, communication and preparedness activities that enable individuals, communities, businesses and others to take timely action to reduce their risks. Third revolution digital technology with semantic features such as standard protocols can facilitate standard data exchange therefore proactive decision making. As a result, people belong to any given hierarchy can access the information simultaneously and make decisions on their own challenging the traditional power relations. Why Information Matters: A Foundation for Resilience
Embracing Change: The Critical Role of Information, a research project by the Internews' Center for Innovation & Learning, supported by the Rockefeller Foundation, combines Internews' longstanding effort to highlight the important role ofinformation with Rockefeller's groundbreaking work on resilience. The project focuses on three major aspects:- Building knowledge around the role of information in empowering communities to understand and adapt to different types of change: slow onset, long-term, and rapid onset / disruptive;- Identifying strategies and techniques for strengthening information ecosystems to support behavioral adaptation to disruptive change; and- Disseminating knowledge and principles to individuals, communities, the private sector, policymakers, and other partners so that they can incorporate healthy information ecosystems as a core element of their social resilience strategies
WASH coalition building guidelines
The Water Supply and Sanitation Collaborative Council (WSSCC) is an international membership organisation that has worked, since 1990, to achieve sustainable water
supply and sanitation for all people, through enhancing collaboration among sector agencies and professionals.
As part of its activities within two of its programme areas – Networking & Knowledge Management, and Advocacy & Communications – WSSCC encourages the development of national water supply, sanitation and hygiene (WASH) Coalitions.
The role of WASH Coalitions ranges from information sharing to the advocacy of specific policy changes, but they universally address a felt need for improved
systematic communication, collaboration and joint action among the sector players in a certain country. As a vehicle for awareness raising and advocacy, most national
WASH Coalitions have developed national WASH Campaigns. A special role is given to the National Coordinators, who are expected to maintain the links with the WSSCC Secretariat, exercise quality control and practise a degree of coordination and facilitation of the coalition.
However, coalitions, like partnerships, are complicated organisms and some of the existing WASH Coalitions have had only limited impact and varying degrees of success. This is partly due to the complexity of building a successful coalition that responds to the specific needs of the country in which it is created, and partly due to
the undefined or open mandate of the WASH Coalitions, resulting in a lack of clarity about what they are intended to do
Review of CCAFS Scaling Activities
This review was commissioned by CCAFS Learning Platform for Partnerships and Capacity Building for Scaling Climate Smart Agriculture, with the aim to reflect on CCAFS project portfolio to highlight good practices and gaps in implementation of CCAFS Scaling Activities.
The review was undertaken with a systemic approach, using the concepts of design thinking and system thinking throughout its methodology and analysis. 21 practitioners throughout CCAFS regional, flagship and learning platform portfolios were interviewed between March and May 2019. The results are presented in a way that allows CCAFS to identify areas to deepen systematically upon; areas for CCAFS’s further strategic or conceptual support, and areas that require more research by CCAFS. The systemic analysis shows that CCAFS has the potential to consciously transform into a learning organization and an innovation environment, thereby fostering and increasing its performance, relevance and overall impact in changing and challenging circumstances.
The results were discussed and validated with the CCAFS Core Team (CT) in the frame of a CCAFS CT Workshop on Scaling on 15th May in Madrid. In open learning formats, the CT prioritized its next step. The review report further contains a set of recommendations, derived from both the review and the CT Workshop on Scaling, which shall help CCAFS to transform into both a learning organization and an innovation environment

Open Science principles for accelerating trait-based science across the Tree of Life.
Synthesizing trait observations and knowledge across the Tree of Life remains a grand challenge for biodiversity science. Species traits are widely used in ecological and evolutionary science, and new data and methods have proliferated rapidly. Yet accessing and integrating disparate data sources remains a considerable challenge, slowing progress toward a global synthesis to integrate trait data across organisms. Trait science needs a vision for achieving global integration across all organisms. Here, we outline how the adoption of key Open Science principles-open data, open source and open methods-is transforming trait science, increasing transparency, democratizing access and accelerating global synthesis. To enhance widespread adoption of these principles, we introduce the Open Traits Network (OTN), a global, decentralized community welcoming all researchers and institutions pursuing the collaborative goal of standardizing and integrating trait data across organisms. We demonstrate how adherence to Open Science principles is key to the OTN community and outline five activities that can accelerate the synthesis of trait data across the Tree of Life, thereby facilitating rapid advances to address scientific inquiries and environmental issues. Lessons learned along the path to a global synthesis of trait data will provide a framework for addressing similarly complex data science and informatics challenges
Roads for Asian Integration: Measuring ADB's Contribution to the Asian Highway Network
Against the backdrop of growing momentum for regional cooperation and integration (RCI) in Asia, this paper examines the link between regional roads and Asian Development Bank (ADB) support between 1966 and 2008. The novel methodology used in this paper includes an Asia-wide definition of regional roads that fall on the Asian Highway (AH) network. The AH network is a system of about 140,000 kilometers (km) of standardized roads crisscrossing many Asian countries and with linkages to Europe. The United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP) conducts research on Asian roads and works with member countries to identify financing sources for AH network development. In relation to assessing ADB's contribution to regional roads, three tasks are attempted in this paper: (i) an identification of ADB-financed regional roads and other kinds of roads in ADB's portfolio, (ii) an estimation of ADB's contribution to the AH network, and (iii) the development of a map where ADB’s contribution to regional road construction and infrastructure can be easily juxtaposed with the AH network. The paper finds that regional highways have been a notable and growing part of ADB's road portfolio since the 1990s, particularly in ADB’s subregional programs such as the Greater Mekong Subregion (GMS) and Central Asia Regional Economic Cooperation (CAREC) programs. It also finds that ADB road investment has made a significant contribution to the AH network, representing about two thirds of the network’s core roads. While parts of the AH network have been completed, substantial gaps still exist, including an estimated $43.8 billion required for priority projects. As part of its mandate to promote better integration of Asian infrastructure, ADB may have a role to play in addressing the financing, planning, and institutional development of the AH network.
