into a central catalogue, so that people can search for data and find data
and understand their characteristics. The value of this is to individuals, to
commercial organizations, and to public bodies. For example, services that
provide better information to travellers will help to make their journey
less stressful and persuade them to make more use of public transport.
Transport operators need very diverse information to help them
plan developments to their services: demographic, geographical, economic etc.
And policy makers need a similar range of information to help them decide
how to divide their budget and afterwards to evaluate how valuable it has

Technology demonstrator of a novel software defined radio-based aeronautical communications system
YesThis paper presents the architectural design, software implementation, the validation and flight trial results of an aeronautical
communications system developed within the Seamless Aeronautical Networking through integration of Data links Radios and Antennas (SANDRA) project funded by the European 7th Framework Aeronautics and Transport Programme. Based on
Software Defined Radio (SDR) techniques, an Integrated Modular Radio (IMR) platform was developed to accommodate
several radio technologies. This can drastically reduce the size, weight and cost in avionics with respect to current radio
systems implemented as standalone equipment. In addition, the modular approach ensures the possibility to dynamically
reconfigure each radio element to operate on a specific type of radio link. A radio resource management (RRM) framework is
developed in the IMR consisting of a communication manager for the resource allocation and management of the different
radio links and a radio adaptation manager to ensure protocol convergence through IP. The IMR has been validated though
flight trials held at Oberpfaffenhofen, Germany in June 2013. The results presented in the paper validate the flexibility and
scalability of the IMR platform and demonstrate seamless service coverage across different airspace domains through
interworking between the IMR and other components of the SANDRA network.European Commissio
A real time emulator of the UMTS lower layers for the wineglass demonstrator
In this paper, a general description of the main features of a Real Time Emulator, which emulates the lower layers of the UMTS Radio Access system, is presented. For the physical layer, the emulation model is based on the concept of the Hidden Markov Model. Management of Digital Video Broadcasting Services in Open Delivery Platforms
The future of Digital Video Broadcasting (DVB) is moving towards solutions offering an efficient way of carrying interactive IP multimedia services over digital terrestrial broadcasting networks to handheld terminals. One of the most promising technologies is Digital Video Broadcasting-Handheld (DVB-H), at present under standardisation. Services deployed via this type of DVB technologies should enjoy reliability comparable to TV services and high quality standards. However, the market at present does not provide effective and economical solutions for the deployment of such services over multi-domain IP networks, due to their high level of unreliability. This paper focuses on service management, service level agreement (SLA) and network performance requirements of DVB-H services. Experimental results are presented concerning QoS sensitivity to network performance of DVB-H services delivered over a multi-domain IP network. Moreover, a solution for efficient and cost effective service management via QoS monitoring and control and network SLA design is proposed. The solution gives DVB-H operators the possibility of fully managing service QoS without being tied to third party operators
Deep Underground Science and Engineering Laboratory - Preliminary Design Report
The DUSEL Project has produced the Preliminary Design of the Deep Underground
Science and Engineering Laboratory (DUSEL) at the rehabilitated former
Homestake mine in South Dakota. The Facility design calls for, on the surface,
two new buildings - one a visitor and education center, the other an experiment
assembly hall - and multiple repurposed existing buildings. To support
underground research activities, the design includes two laboratory modules and
additional spaces at a level 4,850 feet underground for physics, biology,
engineering, and Earth science experiments. On the same level, the design
includes a Department of Energy-shepherded Large Cavity supporting the Long
Baseline Neutrino Experiment. At the 7,400-feet level, the design incorporates
one laboratory module and additional spaces for physics and Earth science
efforts. With input from some 25 science and engineering collaborations, the
Project has designed critical experimental space and infrastructure needs,
including space for a suite of multidisciplinary experiments in a laboratory
whose projected life span is at least 30 years. From these experiments, a
critical suite of experiments is outlined, whose construction will be funded
along with the facility. The Facility design permits expansion and evolution,
as may be driven by future science requirements, and enables participation by
other agencies. The design leverages South Dakota's substantial investment in
facility infrastructure, risk retirement, and operation of its Sanford
Laboratory at Homestake. The Project is planning education and outreach
programs, and has initiated efforts to establish regional partnerships with
underserved populations - regional American Indian and rural populations

A Tale of Evaluation and Reporting in UK Smart Cities
Global trends towards urbanisation are associated with wide-ranging challenges and opportunities for cities. Smart technologies create new opportunities for a range of smart city development and regeneration programmes designed to address the environmental, economic and social challenges concentrated in cities. Whilst smart city programmes have received much publicity, there has been much less discussion about evaluation of smart city programmes and the measurement of their outcomes for cities. Existing evaluation approaches have been criticised as non-standard and inadequate, focusing more on implementation processes and investment metrics than on the impacts of smart city programmes on strategic city outcomes and progress. To examine this, the SmartDframe project conducted research on city approaches to the evaluation of smart city projects and programmes, and reporting of impacts on city outcomes. This included the âsmarterâ UK cities of Birmingham, Bristol, Manchester, Milton Keynes and Peterborough. City reports and interviews with representative local government authorities informed the case study analysis. The report provides a series of smart city case studies that exemplify contemporary city practices, offering a timely, insightful contribution to city discourse about best practice approaches to evaluation and reporting of complex smart city projects and programmes
