    Managing Non-Homogeneous Information and Experts’ Psychological Behavior in Group Emergency Decision Making

    After an emergency event (EE) happens, emergency decision making (EDM) is a common and effective way to deal with the emergency situation, which plays an important role in mitigating its level of harm. In the real world, it is a big challenge for an individual emergency manager (EM) to make a proper and comprehensive decision for coping with an EE. Consequently, many practical EDM problems drive group emergency decision making (GEDM) problems whose main limitations are related to the lack of flexibility in knowledge elicitation, disagreements in the group and the consideration of experts’ psychological behavior in the decision process. Hence, this paper proposes a novel GEDM approach that allows more flexibility for preference elicitation under uncertainty, provides a consensus process to avoid disagreements and considers experts’ psychological behavior by using the fuzzy TODIM method based on prospect theory.     Structuring the decision process

    This chapter includes a discussion of leadership decisions and stress. Many leaders are daily exposed to stress when they must make decisions, and there are often social reasons for this. Social standards suggest that a leader must be proactive and make decisions and not flee the situation. Conflict often creates stress in decision-making situations. It is important for leaders to understand that it is not stress in itself that leads to bad decisions, rather, bad decisions may be the result of time pressure in the sense that leaders have not been able to gather enough relevant information. Thus, it is worthwhile for leaders to be able to prioritize properly in order to cope with stressful situations. In some situations, a leader chooses to delegate the decisions to his/her team and then it is important to guard against «groupthink», a phenomenon where members of a team put consensus before anything else as a result of the peer pressure. A number of methods are presented that enable leaders to avoid this phenomenon. Often leaders are involved in decision-making situations where they are forced to navigate between objectives that are in strong conflict with each other. We are talking about «decision dilemmas». These are characterized by the existence of a conflict between the top leadership's desire to control the activities and their wish to give autonomy and independence to the various units.     Critical Team Composition Issues for Long-Distance and Long-Duration Space Exploration: A Literature Review, an Operational Assessment, and Recommendations for Practice and Research

    Prevailing team effectiveness models suggest that teams are best positioned for success when certain enabling conditions are in place (Hackman, 1987; Hackman, 2012; Mathieu, Maynard, Rapp, & Gilson, 2008; Wageman, Hackman, & Lehman, 2005). Team composition, or the configuration of member attributes, is an enabling structure key to fostering competent teamwork (Hackman, 2002; Wageman et al., 2005). A vast body of research supports the importance of team composition in team design (Bell, 2007). For example, team composition is empirically linked to outcomes such as cooperation (Eby & Dobbins, 1997), social integration (Harrison, Price, Gavin, & Florey, 2002), shared cognition (Fisher, Bell, Dierdorff, & Belohlav, 2012), information sharing (Randall, Resick, & DeChurch, 2011), adaptability (LePine, 2005), and team performance (e.g., Bell, 2007). As such, NASA has identified team composition as a potentially powerful means for mitigating the risk of performance decrements due to inadequate crew cooperation, coordination, communication, and psychosocial adaptation in future space exploration missions. Much of what is known about effective team composition is drawn from research conducted in conventional workplaces (e.g., corporate offices, production plants). Quantitative reviews of the team composition literature (e.g., Bell, 2007; Bell, Villado, Lukasik, Belau, & Briggs, 2011) are based primarily on traditional teams. Less is known about how composition affects teams operating in extreme environments such as those that will be experienced by crews of future space exploration missions. For example, long-distance and long-duration space exploration (LDSE) crews are expected to live and work in isolated and confined environments (ICEs) for up to 30 months. Crews will also experience communication time delays from mission control, which will require crews to work more autonomously (see Appendix A for more detailed information regarding the LDSE context). Given the unique context within which LDSE crews will operate, NASA identified both a gap in knowledge related to the effective composition of autonomous, LDSE crews, and the need to identify psychological and psychosocial factors, measures, and combinations thereof that can be used to compose highly effective crews (Team Gap 8). As an initial step to address Team Gap 8, we conducted a focused literature review and operational assessment related to team composition issues for LDSE. The objectives of our research were to: (1) identify critical team composition issues and their effects on team functioning in LDSE-analogous environments with a focus on key composition factors that will most likely have the strongest influence on team performance and well-being, and 1 Astronaut diary entry in regards to group interaction aboard the ISS (p.22; Stuster, 2010) 2 (2) identify and evaluate methods used to compose teams with a focus on methods used in analogous environments.     Development of Instructional Competencies for Assessing and Managing Suicide Risk for Baccalaureate Nursing Education

    Suicide is a major health problem and a leading cause of death throughout the world. Reforming health professional education has been identified as a primary goal for suicide prevention, and although nursing leadership is involved in this reform, nurses frequently lack the competence to care for patients in suicidal crisis. An identified gap in baccalaureate nursing education is instructional competencies for assessing and managing suicide risk. Instructional competencies are targeted components of knowledge, attitudes, and skills that nursing students need to know in order to assess and manage patients expressing suicidal ideation. This study aimed to develop a set of instructional competencies for assessing and managing suicide risk for baccalaureate nursing education using a modified Delphi Method, which is a systematic polling of the opinions of an expert panel knowledgeable on a given topic through iterative surveys, in an attempt to reach group consensus. A focus group, which is a group session moderated by a group leader with the purpose of collecting information on a designated topic, was first conducted in order to develop the Round I Survey which included forty-four competencies. After scoring these competencies, thirty-four were scored for inclusion, two were dropped and eight were revised according to panel members\u27 comments. During Round II, the eight revised competencies were scored for inclusion, resulting in forty-two competencies in the final set of instructional competencies. Incorporating these instructional competencies into baccalaureate nursing education might increase the competence of nursing students in caring for patients at risk for suicide

    Participatory Lawyering & The Ivory Tower: Conducting a Forensic Law Audit in the Aftermath of Virginia Tech

    The tragic events at Virginia Tech in 2007 sent a cold wind blowing through the halls of higher education institutions: a Virginia Tech student, who had fallen through the cracks of the school\u27s mental health services and disciplinary procedures, armed himself with firearms and murdered thirty-two students and a professor before committing suicide. In the wake of that massacre, several states and individual interest groups issued reports on campus readiness for similar catastrophes. A consistent theme throughout those reports emphasized the necessity for individual institutions to review their procedures to deal with campus violence. This Article focuses on that institutional review and the role of lawyers in assisting colleges and universities in formulating better and more comprehensive procedures for preventing campus violence in general, but with an emphasis on preventing similar catastrophes, or at worst, minimizing their devastation. The lawyer has the best opportunity to assist by participating in the process rather than either dictating its conduct or reviewing the product after the fact. Preventive lawyering and collaborating with the academy are the only successful means for adequately addressing comprehensive plans that manage the risks raised by the needs of the new consumer student and that create a campus culture that does not tolerate campus violence. Specifically, this Article summarizes how the lawyer\u27s collaboration with the academy should neatly incorporate the academic ends of the institution with legal ends that could minimize both the harm and the costs of campus violence

    Mitigating Risk: A Delphi Study Identifying Competencies in Sport and Event Security Management

    The purpose of this study was to identify core competencies for supervisory-level security management professionals working in the sports and entertainment industry. Qualified and trained sport and event security-management professionals are essential to support the U.S. homeland security objectives outlined in Presidential Policy Directive-21. Providing effective safety and security for sports and entertainment events requires specialized knowledge and skill on the behalf of security-management practitioners who detect, deter, prevent, and respond to potential risks and threats. This qualitative research study employed a Delphi research design to elicit expertise from a purposefully selected panel of experts (N = 36). The expert panel suggested a list of competencies in Delphi round one and rated each competency statement based on level of importance and frequency using a 5-point Likert scale. The expert panel produced 136 core competencies in seven clusters: Risk Management, Emergency Planning, Problem Solving and Decision Making, Leadership, Communication, Building Collaborative Relationships, and Human Resource Management. Twenty-nine panelists successfully completed all three rounds of the Delphi study yielding a 93.5% response rate. Sport and event security management professionals and industry stakeholders can use the validated list of competencies to develop human capital and improve performance though the strategic application of human resource management

    Risk factors affecting maternal health outcomes in Rivers State of Nigeria: towards the PRISMA model

    Existing research suggests that Nigeria accounts for about 23% of the world’s maternal mortality ratio, with negative impact on women’s wellbeing and the country’s socio-economic development. The underlying risk factors of the problem can be categorized into political influences, poor access to healthcare, inadequate utilization of health facilities, poor family planning support and complex pregnancy-related illness. Yet, the complex interrelations amongst the factors makes it difficult to ascertain the riskiest ones that affect women’s reproduction and child death, with the existing intervening strategies failing to address the problem. This study identifies maternal health risk factors and prioritizes their management in Rivers State of Nigeria, using the Prevention and Recovery Information System for Monitoring and Analysis (PRISMA) model. Taking a quantitative turn, we applied exploratory factor analysis to analyze 174 returned questionnaires from healthcare professionals working in Rivers State and used the results to establish the relationships between maternal health risk factors and prioritized the riskiest factors. The outcomes indicate that the PRISMA model provides an effective framework for identifying and managing maternal mortality risks that can enable healthcare experts and managers to address the avoidable risk factors and mitigate the unavoidable patient-related risk factors in Nigeria. The implications for theory, practice and policy are discussed

    A Conceptual Model for Network Decision Support Systems

    We introduce the concept of a network DSS (NWDSS) consisting of fluid, heterogeneous nodes of human and machine agents, connected by wireless technology, which may enter and leave the network at unpredictable times, yet must also cooperate in decision-making activities. We describe distinguishing properties of the NWDSS and propose a 3-tier conceptual model comprised of digital infrastructure, transactive memory systems and emergent collaborative decision-making. We suggest a decision loop of Sense-Analyze-Adapt-Memory leveraging TMS as a starting point for addressing the agile collaborative requirements of emergent decision-making. Several examples of innovative NWDSS services are presented from Naval Postgraduate School field experiments
