    A Leadership Knowledge Management Model for E-Government: A Preliminary Empirical Test

As e-government continues to grow, a key area is the advancement of leadership to increasingly provide effective knowledge resources to the public sector.     Government agency is collective designation which includes work unit and organizational unit of ministries or departments, non-departmental government institution, secretariat of state high institution, and other central and regional government agencies; including state-owned enterprises, state-owned legal entities, and regional-owned enterprises. One of the very effective models in improving the quality of performance of an agency is by using the Malcolm Baldrige Criteria for Performance Excellence. This research was conducted with the aim of: 1) measuring the performance of XYZ Government Agency so that their performance consistency can be monitored and 2) finding out the opportunities and obstacles in measuring the performance of XYZ Government Agency by using the Malcolm Baldrige Quality Award (MBNQA) criteria. The type of this research is descriptive research that uses XYZ Government Agency as the research object. The measurement conducted in this research applies the Malcolm Baldrige method. The findings showed that the criteria with the highest percentage score is operation (39.8%) and the lowest percentage score is strategy (35.1%). The total score is 377.5 from a maximum score of 1000 points. It showed that the performance of XYZ Government Agency is at the level of ā€œinitial growthā€ (scale point of 376-475

    MBNQA criteria in education: Assigning weights from a Malaysian perspective and proposition of an alternative evaluation scheme

    In order to improve quality and productivity among American companies, Malcolm Baldrige National Quality Award (MBNQA) was launched by the National Institute of Standards and Technology (NIST) under the Department of Commerce of US government in 1987. Over the years, the award has been proved to be effective in improving companiesā€™ market share, customer satisfaction, employee morals and also profitability. MBNQA has been a ā€˜role modelā€™ in developing national quality award for many other countries in the world. Furthermore, for organizational self-assessment, the criteria framework of MBNQA has been in use throughout the world. Presently, the award is offered in three categories: Business, Education, and Health-care. The present paper is concerned with MBNQA in Education. NIST has developed a comprehensive set of criteria to be fulfilled in order to be eligible to win the award. However, in the existing literature, it is not clear how the weights are assigned to the criteria and subcriteria. The present paper uses analytic hierarchy process (AHP) to reassign criteria weights from a Malaysian perspective. Furthermore, the paper points out the fallacy of the present evaluation scheme and proposes an alternative one based upon the absolute measurement procedure of AHP. The modified scheme is expected to enhance the fairness in evaluation of the award aspirants.     A Description Of Baldrige In Education Leadership Concepts Within The Alaska Quality Schools Model Of Education

    Thesis (Ph.D.) University of Alaska Fairbanks, 2008This dissertation reviews the implementation of the Quality Schools Model (QSM) of educational reform in three rural Alaska school districts. This research examines the fit between the theoretical model of the Malcolm Baldrige National Quality Award (MBNQA) program and actual practice in the context of rural Alaskan school districts implementing the QSM. Specifically, I sought to determine the perceived levels of importance and practice of leadership practices to form conclusions about the role of leadership. I examined the systematic creation of conditions within the studied districts to foster the transformation from traditional hierarchical leadership to distributed leadership with ownership throughout the system. The results of this mixed-methods study come in part from an analysis of quantitative survey data from a sampling of the three districts' certified and classified staff. Using a concurrent nested design, I triangulated these data with qualitative data gathered through semi-structured interviews of a criterion-based sample of staff and community members within the districts. I conducted this research in collaboration with three cohort members. The following are summary statements of the principal quantitative findings for the common research question: (1) The QSM survey data confirmed the theory that as an independent construct, Leadership drives the remaining Baldrige constructs within the QSM. Derived from the QSM survey, it is therefore a valid Leadership Model for rural Alaskan educators. (2) Through principal component analysis, confirmatory factor analysis, and structural equation modeling, we found that within the QSM school districts studied, leadership had significant direct causal effect upon two Baldrige constructs (Staff Focus and Knowledge Management) and an indirect causal effect upon the remaining four constructs (Process Management; Strategic Planning; Student, Stakeholder, and Market Focus; and Results). The fit indices from structural equation modeling show the alternative QSM Leadership Model to be a statistically acceptable alternative to the Baldrige (MBNQA) model. This research illustrated that staff of the three districts in the study perceived the MBNQA leadership concepts within the QSM to be important. While these districts may not have fully implemented these concepts, this study indicates each district is well on its way toward putting them into practice

    Organizational excellence: approaches, models and their use at Czech organizations

    Purpose: The paper brings a set of original information related to analysis and description of the current state in the area of excellence models implementation in Czech organisations. It defines these terms, analyses results of special research in Czech organisations and proposes a comprehensive and generic framework how to achieve the organisational excellence. The principal goal of this paper is to present the main possibilities, benefits, limitations and risks related to the practical use of excellence models in Czech organisations. Methodology/Approach: Brainstorming conferences, field research and relevant data analysis, seminars with quality professionals and other managers, comparative literature analysis and interviews were used to reach the principal goal. Findings: The organisational excellence concept is now widely discussed and implemented throughout the world. Unlike, the real situation in most Czech organizations is rather else. Level of knowledge and overall people awareness related to this concept and various excellence models is very low. This finding supports the assumption that is necessary to change company culture towards never-ending excellence effort in Czech organisations by way of systematic knowledge (including best practices) sharing among all levels of organizations staff. Research Limitation/implication: Special research activities focused on analysis and description of current state in area of excellence models implementation, which was performed on a sample of 321 Czech organisations (with more than 20% response rate). Such level of response rate was seriously influenced by the fact that practical use of various excellence models in Czech organisations is rather limited in present days. However, we can suppose the obtained results should be valid or interesting also for another organization, not only in the Czech Republic. Originality/Value of paper: The paper brings an original set of information from special market research as well as the development of a creative and generic framework of the organisational excellence tailored to Czech organisations.     A Systematic Literature Review of Malcolm Baldrige National Quality Award (MBNQA)

    Many organizations measure and assess organizational performance as a strategy to improve competitiveness globally, the Malcolm Baldrige National Quality Award (MBNQA) is a prestigious award regarding quality management created in the USA. This paper reviews 50 journals on MBNQA from various countries and found that about 48% of researchers use the Malcolm Baldrige Criteria for Performance Excellence (MBCfPE) approach to measure organizational performance. We also compare MBNQA with other quality awards such as the European Foundation for Quality Management (EFQM) and the Deming Prize to illustrate what criteria we can use in improving Business Excellent Models (BEM).     The European Foundation for Quality Management Excellence Model (EFQM Model) and Malcolm Baldrige National Quality Award Model (MBNQA model) are widely known models and are used as channels of Total Quality Management. MBNQA model can be applied by an organization or institution in order to implement the principles of Total Quality Management and to achieve excellence. In the present research the criteria of MBNQA model, such as Leadership, Strategic Planning, Customer Focus, Measurement, analysis, and knowledge management, Workforce focus, Process management. Results are recorded and the views of Pre-service teachers from ASPETE (School of Pedagogical & Technological Education), Thessaloniki, Greece, are analyzed in light of these criteria, highlighting thus the Quality Assurance dimensions of the Greek Tertiary education system. 123 Pre-service teachers from ASPETE Thessaloniki participated in the survey. The strong as well as the problematic situations of the criteria of the MBNQA model were registered and analyzed. Furthermore, the reasons of the low performance and obstacles of the learning process were discussed and ways contributing to Continuous Improvement, that requires constant awareness and focus, were proposed. These points support the MBNQA model as an operational framework for Total Quality Management and also strengthen the results obtained in previous studies for the EFQM Model suggesting that quality award models actually provide a suitable framework for quality management

    Leadership for Excellence: A Case Study of Leadership Practices of School Superintendents Serving Four Malcolm Baldrige National Quality Award Recipient School Districts

    This purpose of this study was to examine and understand the leadership practices of four individuals who were serving in the capacity of superintendent leading to or at the time of their respective districts receiving the Malcolm Baldrige National Quality Award. The study explored how certain leadership practices transcended the four identified superintendents. The qualitative case-study approach, including the use of site visits to each of the Malcolm Baldrige National Quality Award recipient districts, document reviews, and in-depth interviews with four superintendents and four identified informants, resulted in discovering two leadership themes that were found in common among these award winning senior educational leaders. The first theme, a commitment to continuous improvement, had three supporting factors which included personal accountability by the superintendent, the use of data in the district to make decisions, and a process for improvement. The second overarching theme this research identified was the practice of collaborative leadership. Two supporting factors of this second theme included the superintendentā€™s willingness to share leadership responsibilities and the superintendentā€™s focus on empowering others in the school organization. These findings suggest that common practices of leadership exist among superintendents of Malcolm Baldrige National Quality Award recipient school districts. Furthermore, analyzing these findings through the lens of Bolman and Dealā€™s (2008) four frames suggests that educational leadership by senior leaders involves a blend of multiple frames, with no singular method for effectiveness. Thus, these superintendents, their leadership practices, and the multi-frame analysis of their common leadership practices may serve to represent successful leadership practices for other senior educational leaders considering pursuit of the Malcolm Baldrige National Quality Award

    Quality in Education: Perspectives Regarding Baldrige-based Practices and Instructional Leadership in Middle Schools

    School systems nationwide confront declines in the number of principal applicants while facing increasing student accountability concerns. The idiosyncrasies of adolescent development and the social nature of the educational environment reflect the declines in applicants and impact student accountability. Using a three-tiered case study, the present research inquiry identified perspectives of superintendents, middle school principals, and middle school teachers regarding Baldrige-based practices in the four Malcolm Baldrige National Quality Award-winning school districts in the United States. This study\u27s data illuminated how a non-prescriptive framework such as the Baldrige National Quality Program (BNQP) combined with Baldrige Education Criteria for Performance Excellence (BECPE) assessment instrument, were utilized by the superintendents and middle school principals in the award-winning schools to address the issues of both instructional leadership and student achievement. Perspectives from targeted superintendents, middle school (grades 6-8) principals, and middle school teachers regarding Baldrige-based practices as they relate to instructional leadership in middle level education were investigated. Research participants from Chugach School District in Anchorage, Alaska; Pearl River School District in Pearl River, New York; Community Consolidated School District 15 in Palatine, Illinois; and Jenks Public Schools in Jenks, Oklahoma discussed the adoption, implementation, and maintenance of the Baldrige National Quality Program, combined with the ongoing utilization of BECPE, in their middle schools. Respondents disclosed instructional leadership beliefs and practices utilized within their school and/or district. Utilizing information from the three interview protocols created for superintendents, middle school principals, and middle school teachers in the targeted districts, an analysis of themes emerged from the transcribed interviews and interview correspondences, providing insight about the gaps in research literature pertaining to the application of Baldrige-based practices in middle level education. These gaps substantiated the need for continued research that examines the role of instructional leadership in creating Baldrige environments in the middle school arena. Overall, the qualitative results of this exploratory study promoted understanding and informed efforts to build instructional leadership in other middle level educational institutions across the nation

Namun begitu, kandungan yang disediakan di dalam buku mewarna adalah bersifat statik dan tidak menyediakan elemen-elemen dinamik seperti interaktiviti. Kanak-kanak mudah merasa bosan kerana tiada interaksi dua hala yang berlaku antara mereka dan karakter ketika proses mewarna dilakukan. Sebagai penambahbaikan terhadap permasalahan tersebut, satu aplikasi mewarna yang dinamakan Dr Bubble Coloring AR dibangunkan. Aplikasi ini menggunakan teknik realiti terimbuh (AR) yang diintegrasikan ke dalam aplikasi mewarna. Imej yang diwarnakan menjadi penanda untuk diimbas oleh peranti mudah alih lalu dipaparkan secara maya dalam bentuk tiga dimensi (3D). Aplikasi ini menyediakan bebutang interaksi bagi membolehkan pengguna berinteraksi dengan karakter serta mengesan objek yang diwarnakan di dalam buku mewarna. Secara keseluruhan, 75% responden sangat bersetuju aplikasi ini menarik dan menyeronokkan, manakala 84% responden sangat bersetuju keseluruhan aplikasi ini berfungsi dengan baik dan sempurna
