    An assessment of the sustainability of Living Labs in Kenya

    Purpose – There has been a high rate of failure among the Living Labs in Kenya resulting in the expected outcomes not fully realized. This paper aims to assess the sustainability of Living Labs in Kenya. Design/methodology/approach – Based on the four capital method of sustainable development evaluation framework, data were collected through interviews and questionnaires from innovators, users and employees among the 25 living labs in Kenya. Findings – The research found that some innovators are not familiar with the living labs, the living labs are innovative and prepared to survive in future, some labs have strategic plans on how to pursue future environment and have developed ways of choosing right people to incubate, inability to get enough funding from the host organizations and limited knowledge on the supervision level of the operations. A model is proposed that can be generalized to other living labs in developing countries. Research limitations/implications – The study was done in Nairobi where most of the living labs are situated. Practical implications – The study concludes by emphasizing on the user involvement during innovation process. There is need to expand the capacities of living labs to accommodate more people to ensure more innovations are supported at a time. The senior managers in charge of the living labs should increase the level of supervision to ensure that the labs are effective in their incubation efforts and institutionalize support of the host organization to the labs to ensure continued growth and expansion.     Developing SOA wrappers for communication purposes in rural areas

    The introduction of Web Services as a platform upon which applications can communicate has contributed a great deal towards the expansion of World Wide Web technologies. The Internet and computing technologies have been some of the factors that have contributed to the socio-economic improvement of urban and industrial areas. This research focuses on the application of Service-Oriented Architecture (SOA) and Web Services technologies in Information and Communication Technologies for Development (ICT4D) contexts. SOA is a style used to design distributed systems, and Web Services are some of the common realizations of the SOA. Web Services allow the exchange of data between two or more machines in a simple and standardized manner over the network. This has resulted in the augmentation of ways in which individuals in a society and in the world communicate. This research aims to develop a SOA-based system with services that are implemented as Web Services. The system is intended to support communication activities of Dwesa community members. The communication methods identified as the most commonly used in the Dwesa community are Short Message Services (SMSs) and voice calls. In this research we have identified further methods (i.e. Multimedia Message Service, Electronic mail and Instant Messaging) to augment communication activities in Dwesa. The developed system, therefore, exposes SMS Web Service, MMS Web Service, Email Web Service and IM Web Service that are consumed in machine-to-machine, machine-to-person and person-to-person types of communication. We have also implemented a one-stop communication shop, through a web portal which provides interfaces to the different communication modules. Elaborate functional and usability testing have also been undertaken to establish the viability and end-user acceptance of the system respectively. This research has provided the initial validation of the effectiveness of the SOA-based system in ICT4D context

    Exploring Strategies for Capturing Requirements for Developing ICT4D Applications

    Some software engineers make decisions using applications designed from poorly captured user requirements. The quality of user requirements is crucial in the requirements engineering process, costing 50 times more to remedy the defects of using poorly captured user requirements. Grounded in the socialization, externalization, combination and internalization model of Nonaka theoretical framework, the purpose of this qualitative multiple case study was to explore strategies software engineers in Southern African software houses and IT departments use for capturing information and communication technology for development (ICT4D) requirements. The participants consisted of software 12 engineers who were working in Southern Africa, capturing ICT4D requirements. The data were collected using semistructured interviews. Thematic analysis was used, and four themes emerged: (a) interacting with stakeholders—socialization, (b) transforming interactive knowledge into user requirements—externalization, (c) sharing documented knowledge about user requirements—combination, and (d) applying assimilated knowledge from documented knowledge—internalization. A recommendation is for software engineers to capture their users’ needs and experiences to develop reliable ICT4D software that can assist in delivering interventions to marginalized societies. The implications for positive social change include improving the socioeconomic status of marginalized citizens with ICT4D software applications due to potentially improved requirements engineering practices

    The potential and reality of the Living Lab model of ICT for Development (ICT4D) in the rural development context : the case of Siyakhula Living Lab, Dwesa, Eastern Cape, South Africa

    This thesis explores the contribution of Information and Communication Technology (ICT) in rural development processes. Within the framework of social capital theory, and in the context of the information society, the study examines how the collaborative and innovative model of ICT for Development (ICT4D) can enhance social networks and information channels in rural communities, thereby enabling the active participation of rural community members in their own development processes. The study examines networks and information channels both within the rural communities under investigation and between these communities and other sectors in the society. The thesis studies the case of the Siyakhula Living Lab (SLL), an ICT4D initiative in the Mbashe Municipality of the Eastern Cape Province of South Africa. During the investigation, four types of networks were identified: local organisations, social institutions, collective community projects and social ties. It was found that the Living Lab has so far influenced the creation of new forms of networks through the common spaces (computer labs) which have been made available by the Living Lab. The study further showed that the use of computers has enabled other community members to partake in the wider community of online/virtual social networks, allowing them to communicate and share information with those outside their own communities. The study also showed that the Living Lab has enabled the networking of these communities with other sectors such as academia. It was, however, found that so far the existence of the Living Lab has not influenced the already existing local networks in these communities. Also, the study showed that the relationship between these rural communities and their government and industry partners as stakeholders in the Living Lab is currently ineffective. Nevertheless, this situation has a potential to change in the future as there are ICT applications which have been developed through collaboration with rural community members, which will assist in enhancing communication between these rural communities and other stakeholders. The study finally revealed that social networks do contribute to the functioning of communities by providing both monetary and social support to community members, even though, in effect, the monetary benefits are somewhat limited by a number of factors. It is revealed that the engagement of ICT could go a long way in improving social and economic activities, governance and service delivery, as well as education in these communities

    A feasibility study of wireless network technologies for rural broadband connectivity

    The adoption of wireless broadband technologies to provide network and Internet connectivity in rural communities has conveyed the possibility to overcome the challenges caused by marginalization and many other characteristics possessed by these rural communities. With their different capabilities, these technologies enable communication for rural communities internally within the community and externally on a global scale. Deployment of these technologies in rural areas requires consideration of different factors - these are in contrast, to those considered when deploying these technologies in non-rural, urban areas. Numerous research show consideration of facts for deployment of broadband technologies in urban/ non-rural environments and a little has been done in considering facts for deployment in rural environments. Hence this research aims to define guidelines for selection of broadband technologies and make recommendations on which technologies are suitable for deployment in rural communities, thereby considering facts that are true only within these rural communities. To achieve this, the research determines the metrics that are relevant and important to consider when deploying wireless broadband technology in rural communities of South Africa. It further undertakes a survey of wireless broadband technologies that are suitable for deployment in such areas. The study first profiles a list of wireless communication technologies, determines and documents characteristics of rural communities in Africa, determines metrics used to declare technologies feasible in rural areas. The metrics and rural characteristics are then used to identify technologies that are better suited than others. Informed by this initial profiling, one technology: mobile WiMAX is then selected for deployment and further evaluation. A technical review of mobile WiMAX is then carried out by deploying it at our research site in the rural, marginalized community of Dwesa (Eastern Cape, South Africa). The final section of this research provides recommendations that mobile WiMAX, LTE and Wi-Fi are the best suitable technologies for deployment in rural marginalized environments. This has been supported by extensive research and real life deployment of both Wi-Fi and mobile WiMAX. This research also recommends consideration of the following facts when seeking deployment of these technologies in rural communities: the geographical setting of the target terrain, the distances between sources and target customers and distances between target communities, weather conditions of the area, applications to be deployed over the network, social well-being of the community and their financial freedom as well

    Community participatory design in the information systems development process in Africa: a systemic literature review

    Participatory design (PO) pertains to the different ways of incorporating ideas and acts of organisational members in designing, developing and evaluating an Information Systems (IS) artefact. The context of this study is community organisations in African settings participating in the designing and developing of an IS artefact. The study traces and synthesises findings from 95 articles on community PO in Information Systems Development in Africa. It argues that community PO consists of vast diverse constructs and implementations. This produced and reproduced concept is formulated in five major themes of: conceptualisations; ethics; standards; checks and balances and approaches; and perspectives and methodologies of PD. The themes constitute the possible ways of classifying PO research and practice in African settings. The results demonstrate that there is a wide belief that participation is one of the vital ingredients necessary for successful designing of IS artefacts for human development. However, the different elements involved in PO involve much discussion on what is known and needs to be known about PO and how to achieve the desired results by PD. The study uses Critical Research philosophy to pay special attention to the behavioural and attitudinal arguments of the different PO practices on community organisations. The researcher found Design Science (OS) principles that centre on devising an artefact as appropriate to frame this work. In sum, through the use of Critical Research and a OS lens, the researcher found that community participation is important in designing a useful IS artefact, but treacherous if misunderstood and inappropriately implemented
