Age-adjusted disability rates and regional effects in Russia
We provide three measures of age-standardized disability rates for each Russian region and show that most, though not all, of the regional patterns in disability prevalence disappear with standardization. Disability prevalence remains unusually high for women in St Petersburg and Belgorod but the "remote but healthy" pattern is nearly gone. The Historiographical Review of the Scientific Literature of the Late XIX to the First Decade of the XXI Century Concerning the Problem of Ethnic Identification of the Khakass Ethnos
The article is devoted to the historiographic review of the Russian scientific literature concerning
the problem of the Khakass ethnos identification. The main attention is paid to the literature of
the end of the XIX to the first decade of the XXI centuries period. In this precise period which the
greatest research attention is observed in scientific substantiation of the ethnic processes taking
place in the society. In the sphere of research there are scientific works based on the results
of empirical research, analysis of primary sources, extensive archival materials, statistical
data, containing the latest information concerning the national policy about conservation and
development of the ethnos. In particular, in the article, concerning Β«State of the ethnic relations
in the Khakass Republic in the estimates and conceptions on a mass mindΒ» there are the results of
the public opinion poll made in 1994, 1996 and 2005, materials of social-psychological research
carried out in 2007 - 2008 in the Khakassiya, results of the study of the expeditionary project of
the Siberian branch of the Russian Academy of Sciences Β«Historical memory of the ethnos and
formation of the regional patriotism: the example of the nations of the Khakass Republic and
AltaiΒ» made in 2006. The scientific works fully cover research devoted to the modern state of the
Khakass ethnos, where there are the consideration of the interethnic relations of the Khakass
with another ethnos, mainly with the Russians and also with the kernel elements of culture such
as language and religion. Besides, the great attention is paid to the scientific works containing
the newest conceptions connected with ethnodifferentiative factors of the ethnic identification. It
is sufficiently disclosed measures proposed by the authors for the preservation and progress of
the Khakass ethnos in condition of polyethnic society. As a result of the review on the emphasized
problem the insufficient development of the problem of the Khakass ethnos consolidation in the
residence condition on another territory, particularly on the territory of the Krasnoyarsk region,
is described in the article. It is topical and necessity to continue the broad and multifaceted
research, interpretation of the historical way of formation and development of the Khakass ethnos

The Impact of the accident on Sayano-Shushenskaya dam: an application of synthetic control method

In order to conduct it, the synthetic control method, first introduced by Abadie and Gadeazabal (2003), was applied. The disaster on Sayano Shushenskaya dam is the most significant disaster that happened recently on hydroelectric station in Russia and caused deaths of the workers, economic and energetic losses, and ecological consequences. However, in this research, it was discovered that this
catastrophe had a positive non-significant influence on Gross Regional Product (GRP) per capita of Khakassia. Such economic effect could be explained by a specific of this technological disaster, an inflow of investments and a good coordination of emergency operations
Healthcare Efficiency as a Wellbeing Factor in the Siberian Federal District
An assessment of the efficiency of healthcare systems in territorial entities of the Russian Federationβs Siberian Federal District was carried out using Minmax method on the basis of data presented in Unified Interdepartmental Statistical Information System. Four groups of components were assessed (presence, usage, availability of resources and medical efficiency), while being decomposed into 14 indicators. The study of selected components and indicators dynamics through 2005-2013 allowed revealing its multidirectional influence on the efficiency of healthcare systems in the Siberian Federal District territorial entities. Low or average level of efficiency was revealed in 9 out of 13 territorial entities, usually determined by the insufficient level of usage or availability of resources. Possible ways of improving the district's healthcare system efficiency were defined. It is proved that the efficiency of The Siberian Federal District healthcare systems is an essential factor in ensuring the wellbeing of the population who live in district which is distinct in uncongenial climatic-ecological conditions affecting health
Potential for Social Development of Rural Areas of Khakassia
This article explores the potential for social development in rural areas of Khakassia. The study identifies the crisis facing the contemporary countryside, connected with destruction of the agricultural sector by the agrarian reforms of the 1990s. Negative consequences are apparent in social, labor, cultural, household, even interpersonal areas of life. This study emphasizes the extensive potential of rural territories and focuses on the assessment of social development potential of rural territories of the Siberian region, particularly Khakassia; it can facilitate the sustainable development, and ensure a decent standard and quality of life for the rural population. The empirical base is statistical data and the sociological survey of the rural population of Khakassia in 2018. Rural population of Khakassia is relatively stable in compare with the whole population in rural territories of Russia. Due to administrative and territorial transformations preservation of rural population of the region facilitates the conversion of the urban settlements to rural settlements, also due to βtighteningβ of the population in large (especially suburban) settlements. Depopulation of the rural population leads to the transformation of labor resources because of migration outflow, decline of employable population, and increase of pensioners. The general labor potential of this part of rural population is low due to a lower education level and forced need to work outside the profession. The gender and age structure of rural population is unequal because of proportion of men and women. It correlates with marriage and birth rate; the decline of women of reproductive age (from 20 to 24 years) causes falling of marriages and fertility decline. The standard of living of the rural population of region is low. The evidence is complexity of access to medical care, decline of primary schools, elimination of cultural and leisure centers etc. Value orientations of the rural population change, for example, the values of well-being, comfort, and income become most important. In our view, family farming plays an important role in the development of rural territories. Family farming (for example, sheep breeding) can be a main source of income of unemployed rural residents. Unfortunately, as per our survey, only one third of respondents are ready to engage in farming. In conclusion, the main potential for social development is human resources (preservation of rural population, increase of social activity, and family farming as a foreground source of income).

The article is devoted to the study of socio-economic, socio-demographic and socio-cultural characteristics of the economically active educated population of the regions of Siberian Federal District. The object of the study is residents of Siberia, who have high human capital and prospect of acting as a social support for contemporary modernization of their regions. Comparative GC-MS study of Schizonepeta multifida essential oil from Khakassia Republic shows potentials for nutraceuticals, flavor, and conservation
Schizonepeta multifida (L.) Briq. (Lamiaceae) is among the widely used botanicals in Siberian traditional and modern health and personal care practices, shelf life extension of agricultural produce, antimicrobial, and insect repellent. We investigated the variations or differences in the chemical composition of essential oils in wild accessions harvested from two distinct geographical regions, 'habitat-1' and 'habitat-2', in the Republic of Khakassia, Siberia. The oils were obtained by subjecting the aboveground parts of the plant to hydro-distillation, with subsequent assessment of the chemical composition using GC-FID and GC-MS analyses. The oil composition varied quite a lot according the number of components (61 in samples from 'habitat-1', 45 in sample from 'habitat-2'), the dominant components (pulegone 33.36 %, limonene 20.95 %, cis-beta-ocimene 9.96 % and isomenthone 5.31 % from 'habitat-1', limonene 27.98 %, cis-beta-ocimene 14.42 %, pulegone 14.20 %, beta-myrcene 11.95 %, and terpinolene 6.33 % from 'habitat-2'). In light of the continued overharvesting resulting in genetic erosion, further studies are warranted to establish in-situ and ex-situ conservation strategies of all populations representing different chemotypes/ecotypes and identifying promising genetic lines for sustainable cultivation as a source of renewable raw material for the oil
On increasing of the competitiveness of the garment industry in Siberian Federal District on the basis of the industrial cluster establishment
The issue of the development prospects of the Russian economy and the economy of its individual branches in the regions is highly relevant in terms of the increasing crises and economic development challenges. The scope of the study is a garment industry of the Siberian Federal District, which includes 12 subjects, and only six of them develop the garment industry actively. There are the regions of Kemerovo, Novosibirsk, Omsk, Tomsk, Krasnoyarsk Krai and the Republic of Khakassia. The subject matter of the research is the state and prospects of the garment industry of the Siberian Federal District. It also includes the assessment of the garment industry as one of the sub-sectors of the light industry in terms of its competitiveness in the domestic market. The purpose of the comprehensive study is to determine the conditions and factors affecting the development of the industry, as well as to identify its development reserves and competitiveness on the basis of industrial clusterβs generation. The hypothesis of this study is that in the Siberian Federal District, there are a need and reserves to create a cluster of the garment industry. The main methods of the study are the comparative analysis, the expert assessment of the sector in certain regions of the Siberian Federal District, as well as the assessment of possible formation of the industrial cluster in the region. The results of the study are the evaluation of the competitiveness and prospects of the garment industry in Russia and the Siberian Federal District (a low level of development and competitiveness); the evaluation of the development level of the garment industry in the Federal District, which have showed the demand for apparel products from the population and enterprises, as well as the conditions for the provision of clothing manufacture with natural fabrics and synthetic materials, labor resources and research and development achievements; also the justification of the existing potential for development of a sectoral cluster by means of pooling together the productions and economic communications of the Novosibirsk and Omsk regions at the initial stage. The obtained results should be used to strengthen works for the development of regional industrial cluster (with a creation of a working group at the regional governments, the garment industry development programs, and practical measures for its realization), as well as a creation of conditions for stimulation of investment activity of entrepreneurs. The research has confirmed the hypothesis, that in the Siberian Federal District, there are a need and reserves to create a cluster of the garment industry
ETHNIC PECULIARITIES OF CULTURE AS A TOOL FOR BUILDING URBAN IDENTITY

A high level of urban identity formation can be achieved by creating environmental conditions that take into account national characteristics. D.M. Semenova (2015) in her study notes that the formation of identity in small cities of Russia at present can be divided conditionally into two directions: cities βwith historyβ and βwithout historyβ β new cities created on the basis of an industrial enterprise. However, both directions do not fully take into account the national specifics.
The introduction of ethnic specifics and interpretations on the themes of national art in the visual environment of the city is necessary. Expressed in the image of the city, the meanings, ideas, values, can influence the behavior of people, form an attitude towards the city and motivation for their own identification and the appearance of a sense of belonging to their people. Therefore, it is necessary to pay close attention to the decent development of the cityβs visual and communication image, taking into account ethnic features. The alignment policy of the times of the Soviet Union led the indigenous peoples of Russia to an identity crisis that affected the architecture of cities. The capital of Khakassia β Abakan β is now a city with a universal Soviet heritage. Ethnic groups are deprived of places of their culture βpresentationβ in the urban environment. The loss of identity does not promote tolerant interethnic relations in the city. Modern representation of the human environment requires the design of the architectural environment of the city, taking into account ethnic visual features
