Key Decision-making Phases And Tasks For Outsourcing Information Technology
Outsourcing has become an attractive option for today\u27s organisation. Since outsourcing Information Technology (IT) is a relatively new phenomenon in Australia, little research has been conducted as to IT management strategies needed when considering outsourcing. To guide management in the decision whether or not to outsource IT, the study developed and tested a decision-making model comprising the phases of intelligence, analysis and planning, strategy selection, action, and evaluation and monitoring. The significance of decision phases and tasks contained in the model was established through a survey of major Australian organisations. The sample included Australia\u27s top 390 companies. Such organisations would be likely to have large IT installation and therefore would have greater knowledge of IT outsourcing. The model was also applied in four major case studies to contribute to the survey and to help in interpreting the survey results. Respondent experiences in making IT outsourcing decisions were discussed. The study found that the \u27action\u27 phase of IT outsourcing is the most important decision-making phase. It is largely determined by the track record and the ability of the potential vendor to provide high service levels for the client. The need for an acceptable level of service is also strongly apparent when management evaluates and monitors the outcome of IT outsourcing. In recognition of the importance of the action phase the study presented an expanded model. It shows an expanded representation of the activities, presented in life eyrie form, related to selecting a suitable vendor and entering into an outsourcing contract. The study concluded that the proposed model was sufficiently comprehensive and structured to be a useful guide for IS outsourcing decision making. It enabled decision makers to consider complex, wide ranging and interrelated decision criteria concerning IS outsourcing for their particular circumstances and needs. Knowledge of the above findings should provide the following benefits: *The identification and description of phases, tasks and subtasks provides a checklist of what needs to be taken into account during IT outsourcing decision-making; *The identification of key phases, tasks and sub tasks will help management and others to focus on critical areas that need to be managed well in order for IT outsourcing to be successful; *The identification of the action phase as the most important phase enables management attention to be particularly focussed; *The framework can be used on a \u27as needed\u27 basis thereby making it useful for different outsourcing decision scenarios and situations. The study concludes with the research limitations and suggestions for future research

Outsourcing and Information Management.
This paper compares outsourcing processes in France, Italy and Japan in two types of firms, large firms and also small firms. It is shown that outsourcing has increased over the last two decades in both small and large firms in all three countries and that mainly in the last decade the tendency has been to increasingly involve some of the suppliers in product development. We interpret this evidence by means of a cognitive framework related to the activity of information management. Specifically, we show that the more the relationships among suppliers and users are characterised by two-way communication, decentralised information processing, and accordingly balanced contractual power, the more the incentives to create knowledge and to innovate autonomously are guaranteed.Firm size; Information; Network; Outsourcing
Data Envelopment Analysis (Dea) approach In efficiency transport manufacturing industry in Malaysia
The objective of this study was to measure of technical efficiency, transport manufacturing industry in Malaysia score using the data envelopment analysis (DEA) from 2005 to 2010. The efficiency score analysis used only two inputs, i.e., capital and labor and one output i.e., total of sales. The results shown that the average efficiency score of the Banker, Charnes, Cooper - Variable Returns to Scale (BCC-VRS) model is higher than the Charnes, Cooper, Rhodes - Constant Return to Scale (CCR-CRS) model. Based on the BCC-VRS model, the average efficiency score was at a moderate level and only four sub-industry that recorded an average efficiency score more than 0.50 percent during the period study. The implication of this result suggests that the transport manufacturing industry needs to increase investment, especially in human capital such as employee training, increase communication expenses such as ICT and carry out joint ventures as well as research and development activities to enhance industry efficiency
A framework and tool to manage Cloud Computing service quality
Cloud Computing has generated considerable interest in both companies specialized
in Information and Communication Technology and business context in general.
The Sourcing Capability Maturity Model for service (e-SCM) is a capability model for
offshore outsourcing services between clients and providers that offers appropriate strategies
to enhance Cloud Computing implementation. It intends to achieve the required
quality of service and develop an effective working relationship between clients and
providers. Moreover, quality evaluation framework is a framework to control the quality of
any product and/or process. It offers a tool support that can generate software artifacts to
manage any type of product and service efficiently and effectively. Thus, the aim of this
paper was to make this framework and tool support available to manage Cloud Computing

Outsourcing information systems: Drawing lessons from a banking case study
Financial and costs benefits are often put forward as the reasons why organisations decide to outsource.
Emerging patterns and trends indicate that todayâs outsourcing decisions are often motivated by factors
other than cost. Thus, the decision-making process is more complex than it may at first appear. This paper
presents findings from a case study from an organisation in the UK banking sector that was motivated to
outsource aspects of its information technology/information system (IT/IS). The underlying motives and
decision-making process that influenced the bank outsource its IT/IS are presented and discussed. Findings
from the case study suggest political perspectives, as well as human and organisational issues influenced
the bankâs strategic decision-making to outsource certain aspects of its business. An examination of the
case study findings suggests that cost alone is not always responsible for decisions to outsource, as it was
found the bankâs outsourcing decision was driven by a series of complex, interrelated motives in a bid to
reduce the risks and uncertainties of managing its own technology. Considering the complex nature of the
outsourcing process a frame of reference that can be used to assist managers with their decision to outsource
IT/IS is propagated. The case study is used to present an organisationâs experiences as to how and why it
decided to outsource its IS and thus offers a learning opportunity for other organisations facing similar

Governance of Offshore IT Outsourcing at Shell Global Functions IT-BAM Development and Application of a Governance Framework to Improve Outsourcing Relationships
The lack of effective IT governance is widely recognized as a key inhibitor to successful global IT outsourcing relationships. In this study we present the development and application of a governance framework to improve outsourcing relationships. The approach used to developing an IT governance framework includes a meta model and a customization process to fit the framework to the target organization. The IT governance framework consists of four different elements (1) organisational structures, (2) joint processes between in- and outsourcer, (3) responsibilities that link roles to processes and (4) a diverse set of control indicators to measure the success of the relationship. The IT governance framework is put in practice in Shell GFIT BAM, a part of Shell that concluded to have a lack of management control over at least one of their outsourcing relationships. In a workshop the governance framework was used to perform a gap analysis between the current and desired governance. Several gaps were identified in the way roles and responsibilities are assigned and joint processes are set-up. Moreover, this workshop also showed the usefulness and usability of the IT governance framework in structuring, providing input and managing stakeholders in the discussions around IT governance
Information Society, Work and the Generation of New Forms of Social Exclusion (SOWING): National Report (Portugal)
The choice over the Portuguese case studies was based on the sample constructed for the application of the firm questionnaires, during the second year of the SOWING project, 1999. This sample was fulfilled of firms among several activity sectors: textile, manufacturing, electronics, transports and software industry, based on NACE â codes (2 â digit level). Thus, we agreed to include in a new database the remaining questionnaires and construct a sample with 113 observations. Concerning the organisational change we make a distinction of three categories of change. First we analyse changes taking place at the inter-firm level (outsourcing, subcontracting, geographic relocation), followed by changes at the organisational level (deconcentration/decentralisation, reduction of hierarchical levels, introduction of cost and profit centres). The third kind of changes analysed will be those taking place at the workplace level (job enlargement/enrichment, changing character of work, work load). The Portuguese studied companies presents a relative uniform pattern considering the variables social competencies, practical knowledge, responsibility and specialized professional qualifications.industry; information technologies; qualification; organisation; work
