eGovernment Competences revisited â A Literature Review on necessary Competences in a Digitalized Public Sector
With the growing proliferation of digital technologies, organizations at all levels are faced with a changing environment to which employees and leaders have to adapt. Digital competences can be considered a key factor for the successful implementation of digital technologies in organizations of all kinds. Public administrations are exemption from this trend and are the focus in this study as a special organizational form. Despite the importance of these competences, extensive research on this subject is yet missing. To better understand the shape of knowledge contributions made so far, a structured literature review is conducted to uncover the state of the art of research on these competences. Results of this study indicate that only very few scholars have so far researched public administration competences more closely. Besides functional competences, a focus on so-called soft skills and personality traits is unveiled. Based on the findings, directions for future research are derived
Satellite meteorology in the cold war era: scientific coalitions and international leadership 1946-1964
In tracing the history of the TIROS meteorological satellite system, this dissertation details the convergence of two communities: the DOD space scientists who established US capability to launch and operate these remote sensing systems and the US Weather Bureau meteorologists who would be the managers and users of satellite data. Between 1946 and 1964, these persons participated in successive coalitions. These coalitions were necessary in part because satellite systems were too bigâgeographically, fiscally, and technicallyâto be developed and operated within a single institution.
Thus, TIROS technologies and people trace their roots to several research centersâinstitutions that the USWB and later NASA attempted to coordinate for US R&D. The gradual transfer of persons and hardware from the armed services to the non-military NASA sheds light on the USâs evolution as a Cold War global power, shaped from the âtop-downâ (by the executive and legislative branches) as well as the âbottom-upâ (by military and non-military scientific communities).
Through these successive coalitions, actor terms centered on âbasic scienceâ or the circulation of atmospheric data were used to help define bureaucratic places (the Upper Atmospheric Rocket Research Panel, International Geophysical Year, NASA, and the World Weather Watch) in which basic research would be supported by sustained
and collaboration could take place with international partners.Ph.D
Strategies for Successfully Managing Organizational IT Projects
Over 70% of information technology (IT) projects in large organizations in the United States run over budget or fail to reach completion primarily due to a lack of effective strategies. The purpose of this single case study was to explore strategies that IT project managers used to successfully complete IT projects. Hersey and Blanchard\u27s situational leadership theory was the conceptual framework. Purposive sampling method was used to identify 2 successful IT project managers in Central Texas. Data gathered from semistructed interviews and collected from publicly available documents were analyzed using coding techniques, constant comparison, and key word phrases. Member checking enhanced the credibility of the interpretations of participant responses. Two themes emerged from data analysis: good customer focus and providing a standard IT project methodology. Findings may be used to improve IT business managers\u27 competence and sustainability, increase business incomes, provide a better quality of life for employees and their communities, and benefit the U.S. economy
Strategic Sensemaking and Software Asset Management: Linkages Between Interpretation and Organizational Action
Software is a critical information technology (IT) asset as it plays a key role in the creation of organizational value and it ranks as the first or second most important IT budget disbursement. Organizations are expected to govern software to ensure its efficient use while protecting the copyright of software developers.
Software asset management (SAM) focuses on the good governance and effective lifecycle management of software. SAM impacts the flexibility to support business strategies with software, and protects organizations against liability and security risks associated with software use. Since the 1990s, practitioners and scholars posit that SAM is a strategic issue that should be attended by top management. However, reports indicate that widespread SAM adoption is at early stages and a review of the literature reveals limited research on SAM. Studying SAM is relevant to practice and theory because it could explain the processes behind its adoption in organizations. Two different SAM actions are identified: Proactive and Reactive SAM. This study investigates the role of top managers and important antecedents of SAM actions.
This investigation draws from strategic sensemaking to explain how top management teamâs (TMT) interpretation of IS strategic issues (i.e., software asset issues) as an opportunity influences proactive SAM. It also draws from institutional theory as explanation of reactive SAM actions. Survey responses from 187 chief information officers were collected.
The study used a scenario to elicit a strategic issue tested in three stages. In the first stage, scholars and practitioners validated the scenario and survey items. In the second, a pilot was conducted to validate the survey instrument and research model. In the third, a full-scale data collection and test of the research model was completed. Findings from this study indicate that TMT interpretation of SAM as an IS strategic issue influences the adoption of Proactive SAM. Also, coercive force has a direct influence on reactive SAM.
This study contributes to the IS literature by developing an instrument to measure reactive and proactive SAM, identifying factors that influence TMTâs interpretation, and subsequent SAM action. For practice, the study corroborates the need to involve TMT in the SAM decision making processes because TMT interpretation is positively associated with the willingness to implement Proactive SAM
Self-Determination Realized? Consumer direction: A case study of Virginia
Consumer direction, a model of long-term care service delivery where service recipients and their families/advocates have enhanced control and choice over the services that they receive, is a growing phenomenon in United States. As it becomes greater utilized, it is important to understand the model and study its impacts. This dissertation details the history of the consumer direction movement, describes the current landscape of consumer direction in the United States, and presents a comparison study of users of consumer-directed (CD) services in three of Virginia Home and Community Based Services (HCBS) Medicaid Waivers. Self-determination theory is provided as a theoretical framework for understanding consumer direction. The influences of liberty, empowerment, and paternalism are discussed in the context of self-determination theory as well as multidisciplinary influences. Results from the study indicate that overall, CD services facilitate self-determined decision making by enhancing recipients choice and control over services. When comparing differences between waiver groups, the survey domain of âaccessâ was the only domain where statistically significant differences (p\u3c.01) were found. Implications for users, advocates, and administrators of CD services are discussed

Innovation in arm's length & embedded ties: A study of manufacturing SMEs in the North East of England
This comparative study explored the process by which SMEs innovate in embedded and armâs length relationships. In particular, this research asked how the nature of problem-solving, knowledge creation, innovation drivers and innovation outcomes differ in armâs length and embedded (collaborative) ties. Contemporary strategy research recommends organizations manage close collaborative relationships to innovate and achieve a competitive advantage; however these relationships are resource intensive, prone to failure and often fail to provide an adequate return on investment. By investigating the under-researched innovative potential of low maintenance armâs length relationships this research aimed to inform more sustainable SME innovation strategy, as these organizations are especially vulnerable to the perils of close collaboration.
This thesis followed a qualitative research design utilizing a mono-method strategy of enquiry and conducted 21 semi-structured interviews with senior engineers, designers, MDs and management level staff across 10 north east-based manufacturing SMEs.
The main findings based on thematic analysis of the data highlight that knowledge creation occurs via externalization, combination and internalization modes in armâs length ties, whilst embedded ties also facilitate socialization knowledge creation. Incremental process innovation was most typically associated with collaborative relationships which often tended to be driven by isomorphic pressures, these pressures also manifest during initial problem-solving activity. In contrast, armâs length ties were associated with both radical and incremental product innovation and the identification of new markets; this activity was exploratory in nature and primarily explained via organizational learning theory.
These findings provide an alternative solution to addressing the challenges of networked SME innovation and help orientate future research into more sustainable innovation strategy
Generative Mechanisms for Digital Platform Ecosystem Evolution
Despite their growing economic importance and rapid proliferation across various industries,
successful digital platform ecosystems remain difficult to build and sustain over time. Facing
challenges stemming from the turbulent and uncertain environment, in which they operate, and from
the accumulated over time internal inefficiencies, digital platform ecosystems need to evolve and
adapt rapidly. Despite the importance of understanding how and why this evolutionary process
occurs, research on this topic has remained elusive. Building upon the notion of generative
mechanisms, this PhD dissertation seeks to unravel the various mechanisms, which contingently
shape the evolution of digital platform ecosystems. To this end, this research investigates the
evolutionary process from three theoretical perspectives â Punctuated Equilibrium, Dialectical and
Teleological, and by adopting multi-method approach. As a result, the PhD dissertation puts forward
three process theories, each characterized by distinctive generative mechanisms, which collectively
provide in-depth insights how digital platform ecosystems evolve over time in response to internal
and external challenges
