    Internet use, in- and exclusion in decision-making processes within political parties

    This paper investigates the effect of internet-use on democratic decision-making processes within political parties. Through two case studies of the Green Party and the Pirate Party Germany, the influence of internet-use on these processes and their inclusiveness are shown. We argue that how the internet is used in democratic processes impacts on participation and inclusion.How internet technology interacts with decision making processes within parties depends on the existing party structure and culture. Thus, in order to achieve meaningful and inclusive participation, the institutional framework and the influence it has must be considered in process and tool design. Whereas the affordances of specific online tools have been evaluated, the institutional context in which they are embedded have so far been widely ignored.     Current Developments in Services for People with Intellectual Disabilities

    [Taken from Executive Summary] This literature review is the culmination of the Saskatchewan Community Living Division jurisdictional study which began in the autumn of 2003. Following a brief survey of developments in providing services to people with intellectual disabilities (hitherto the People) for creating the questionnaire for this study, information was gleaned from the provinces and territories on their services. The CLD Jurisdictional Project was completed in the spring of 2005. Subsequently, a thorough search and examination of pertinent resources for serving this People and for policy development was conducted. From over 800 documents about 350 were selected for this literature review.     First Amendment (Un)Exceptionalism: A Comparative Taxonomy of Campaign Finance Reform Proposals in the United States and United Kingdom

    There is an urgent conversation happening among the world’s democracies about how to respond to the combined threat of online electioneering and foreign interference in domestic elections. Despite the shadow such activities cast over the 2016 presidential election in the United States, the US has been largely absent from comparative discussions about how to tackle the problem. This is not just because of a recalcitrant president. The assumption that America’s “First Amendment Exceptionalism” – the idea that American freedom of expression law is simply too much of an outlier to warrant useful comparative consideration – is strong on both sides of the Atlantic. This is especially true in regard to the regulation of political campaigns.This article challenges that assumption, and argues that America’s more libertarian approach to the legal regulation of political speech does not pose a barrier to fruitful comparative work in this area. It does so by comparing the law of the US to that of the UK. Specifically, it organizes reform proposals being considered in the US and UK into a common taxonomy, and sets out the legal standard governing each type of proposal in each country. Considering each country’s law through this organizational structure allows us to see that the legal differences between the US and UK, while significant, rarely bar the types of changes being considered in either nation. Indeed, the two countries have much to learn from each other’s efforts in this area, and lawmakers, regulators, and scholars should not hesitate to engage with the experiences of their transatlantic peers.In reaching this conclusion, the paper makes three distinct contributions. First, by clustering reform proposals into a taxonomy, it provides a structure for comparative work that will be useful not just in the US and UK, but in all countries working to bring their election laws fully into the internet era. Second, by providing an in-depth yet accessible guide to the legal structures undergirding election law in the US and UK, it provides a useful tool for scholars attempting to understand these systems. The US system in particular is often quickly dismissed by other nations, but without a deeper understanding of how and why US law has ended up as it has those nations risk inadvertently following in its footsteps. Finally, it identifies several concrete areas where the US and UK can benefit from each other’s expertise, thereby providing a roadmap for regulators, lawmakers, and reform advocates in both countries

    Bonds and bridges : social and poverty

    Using the lens of social capital-especially bridging or cross-cutting ties that cut across social groups and between social groups and government-provides new insights into policy design. Solidarity within social groups creates ties (bonding social capital) that bring people and resources together. In unequal societies, ties that cut across groups (bridging social capital) are essential for social cohesion and for poverty reduction. The nature of interaction between state and society is characterized as complementarity and substitution. When states are functional, the informal and formal work well together-for example, government support or community-based development. When states become dysfunctional, the informal institutions become a substitute and are reduced to serving a defensive or survival function. To move toward economic and social well-being, states must support inclusive development. Investments in the organizational capacity of the poor are critical. Interventions are also required to foster bridging ties across social groups-ethnic, religious, caste, or racial groups. Such interventions can stem from the state, private sector, or civil society and include: Changes in rules to include groups previously excluded from formal systems of finance, education, and governance, at all levels. Political pluralism and citizenship rights. Fairness before the law for all social groups together. Infrastructure that eases communication.     E-politics from the citizens’ perspective. The role of social networking tools in influencing citizens

    The progress of civilization, supported by the development of new technologies, has led to a series of social, economic and political changes. The information society, in its expectations and through access to knowledge, has significantly affected a change in the model of democracy, causing a kind of return to the original forms of communication in citizen-government relations. This has been accompanied by a shift of social and civic activism from the real to the virtual world. In literature, the use of information and communication technologies in the democratic system is named electronic democracy. One of its forms is e-politics, which is implemented at several levels: institutional, system and civil. A good example of the last type are the new social movements that in recent years have had a significant impact on politics. The basic research problem in this paper concerns e-politics from the citizens’ perspective, through the activities of the new social movements, especially of a political nature. The main research goal is therefore to present the role of social networking tools in influencing citizens and their subsequent activities that have triggered changes in the political system.     E-PARTICIPATION AND LOCAL GOVERNANCE: A CASE STUDY

    Together with an extensive review of recent literature in the area of civic participation and drawing upon a series of interviews with citizens of a neighbourhood in a large city that experimented with the use of NICT and Internet in order to reinforce citizen’s participation and voice, this article offers an appraisal of the impact of such an experience. We particularly question whether in their enthusiasm for bringing the use of NICT into politics its advocates really look to increase citizen’s involvement in local policies by allowing them to participate in the outcomes of nearby public issues. A particular concern raised is that local authorities place much less weight on democratic underlying issues and place a high value on political marketing and in the control of technologies involved, expecting higher levels of citizens’ participation by means of a cosmetic exercise. This paper examines structural democratic local issues and uses a field experiment in the neighborhood of a large European city to examine the degree to which the use of Internet impacts local residents, the importance they place on NICT to participate in local issues, and the impact they have for enhancing local democracy and network governance.democracy, e-democracy, e-governance, local government, new information technology

    Are computers going to solve urban problems? On ICTs and social inclusion

    In this paper, it is argued that large cities can benefit from higher levels of ICT (information and communication technology) adoption among the population. An analytical framework is developed, that enables the analysis, assessment and comparison of urban ICT adoption stimulation policies. In the empirical part, the frame is applied to four types of ICT adoption policies that are pursued in different European cities: The Hague, Eindhoven, Helsinki, and Manchester. It is concluded that adoption policies can be justified for a number of reasons, and may contribute to urban development in several respects. However, in many cases, policies lack effectiveness, because crucial factors that determine ICT adoption are not taken into account. Also, in too many cases, public policies interfere with market initiatives. On the basis of the case studies, the conclusion is drawn that the most effective policies are not only problem driven but also opportunity-based and integrative. That includes infrastructure provision, content development and resource building among low-adoptive groups.
