    An approximation to the digital divide among low income people in Colombia, Mexico and PerĂș: two composite indexes

    This study examines the determinants of information and communications technology(ICT) use and access of low-income people in three developing countries: Colombia,Mexico and Peru. We focus on cross-country differences and similarities in ICTs use acrossgender, age, education and income, using two composite indicators of ICT. The mainsimilarity across the countries is that education is by far the single most important factorlimiting the digitalization of low-income people. The impact of income was low althoughpositive. There is not apparently a gender gap in Colombia and Mexico but one in Peru.Our findings also suggest that when using a composite indicator that only include the`advanced ICTsÂŽ, disadvantage people among the low-income people can be moreconstrained in the use and access of more advanced information and communicationstechnologies.****El estudio analiza los determinantes de uso y acceso a las tecnologĂ­as de informaciĂłn ycomunicaciĂłn en personas de bajos ingresos en pasases como Colombia, MĂ©xico y PerĂș.     Digitalizing Secondary School Activities in Ibadan Metropolitan Secondary Schools, Oyo State, Nigeria

    Problems associated with manual school activities prompted an investigation into digitalization of secondary school activities in Ibadan metropolis secondary schools considering stakeholders’ preparation vide available ICT facilities, administrators’ and student’ readiness with a survey sample of  teachers and students that consisted of 600 respondents. Data collection instrument is “Digitalizing Secondary Schools Activities Questionnaire” (DSSAQ) with ‘r’-0.80, 0.78 for teachers’ and students respectively.     Driving TĂŒrkiye’s Travel and Tourism Development: The Challenges and Opportunities of Using Big Data for Sustainable Growth

    With international visitor numbers and tourism income expected to exceed 2019 levels in 2023, TĂŒrkiye’s travel and tourism (T&T) sector is now recovering from the sharp declines of the COVID-19 years. Moreover, accounting for about 11% of overall GDP,1 the sector’s role in the country’s socioeconomic development has never been more vital. It is also becoming increasingly clear to policy-makers in TĂŒrkiye and beyond that the sector’s future competitiveness and success will rest on sustainable development that accounts for tourism’s economic, social and environmental impacts. However, to achieve this, new tools will need to be developed to measure and monitor the sector’s impact and implement policies in a timely manner. In this context, big data analytics, supported by the growth of T&T digitalization and the resulting explosion in data produced, offers one such solution. The World Economic Forum, with support from Cappadocia University, has published this paper to highlight for TĂŒrkiye’s T&T policy-makers and other stakeholders the challenges and opportunities presented by the use of big data for sustainable and resilient T&T growth. The paper’s key findings show the following: TĂŒrkiye has a conducive enabling environment for T&T but faces several sustainability challenges: TĂŒrkiye’s performance in the Forum’s Travel & Tourism Development Index 2021 highlights the country’s potential for T&T development. The results illustrate the advantages of tourism enablers such as rich cultural and natural resources and leading air-transport infrastructure and services. However, the index results also indicate that TĂŒrkiye’s T&T sector faces sustainability challenges such as environmental degradation, the need to further promote inclusive T&T development and demand pressures caused by factors such as high seasonality and the over- concentration of tourism in a few regions. TĂŒrkiye’s tourism authorities aim to tackle these challenges with new national tourism plans and initiatives that integrate the concept of sustainability. Big data can be used to address the country’s sustainability challenges, enabling a more competitive and resilient T&T sector: Collecting and analysing data from various sources such as online travel agencies (OTAs), sharing-economy platforms, digital payment systems and mobile devices allows big data techniques and technologies to track and manage the social, economic and environmental impacts of T&T more effectively and often in real time. As a result, it becomes easier to manage tourism flows, target preferred markets and create smart destinations. Big data can also be used to track visitor behaviour across different seasons and destinations, control load capacity and monitor long-term environmental trends. By processing large and diverse datasets, big data supports the creation of strategic plans and development programmes, enhancing the effectiveness and responsiveness of sustainability policies. To unlock the potential of big data, policy-makers in TĂŒrkiye need to focus on several readiness factors: TĂŒrkiye has made strides in prioritizing sustainability and big data. However, research and survey results indicate that improving TĂŒrkiye’s readiness for the use of big data in T&T will require further investment in areas such as information and communications technology (ICT) infrastructure and access, skills building, multistakeholder collaboration, managing national sustainability criteria, data privacy frameworks and addressing inherent big data limitations. Policy-makers can take several steps to enhance the use and benefits of big data for sustainable, inclusive and resilient T&T growth: This includes: aligning T&T sustainability policy and challenges with big data opportunities and ecosystem capacity; developing a governance framework, funding mechanisms and institutional capacity; building human capital; encouraging T&T digitalization and ICT investment; and ensuring data privacy and security.Kapadokya Üniversites

    Shaping digitalization among German tourism service providers: Processes and implications

    Purpose: This study addresses the digital transformation in tourism, accelerated due to the COVID-19 pandemic. By linking the front- and backstage activities, a model of the tourism value system is sketched with the aim to assist the shift toward digital value creation in the case of the German tourism sector by asking, What are the challenges for the digital transformation of tourism service providers, and how can it be promoted along with the tourism value system? Methods: Recognizing the processual challenges of digitalization, this contribution builds upon a mixed-methods approach. First, a quantitative online survey (n = 372) was conducted by the German Competence Center for Tourism at the beginning of the COVID-19 pandemic. The results were discussed in a workshop with 40 experts from the tourism industry in September 2020, where the COVID-19 pandemic was referred to. Results: The focus of tourism service providers is predominantly the digitalization of guest communication, whereas corporate strategies on digitalization are widely not available. Key findings of the survey indicate that competitiveness in digitalization will depend on the appropriate infrastructure, clear strategies, and organizational integration. Implications: The study affirms the increased speed of digital transformation against the backdrop of the COVID-19 pandemic and reveals the need for greater focus on internal processes. In addition, an orchestrated linking of the service providers in a digital ecosystem that is supported by national efforts is proposed

    E-government Stages and the Romanian Public Sector – The Pension System Case

    E-government has been, for the past 20 years, one of the main fields of study for researchers following transformation in the public administration systems, the most important and visible one after the New Public Management. Since 2001, many papers have tried to establish o list of stages one should follow in order to observe the process a public organization goes through in its journey to digitalizing public services. This paper will review four of the most important and universally accepted models, from the Layne and Lee (2001) complex model, to the Gartner (Baum & DiMaio, 2000) specific one, in order to decide which one best applies in practice and can actually be used to analyse a public organization and its process towards digitalization, and which ones apply better to the general public system, like the one proposed by Moon (2002). In order to have a specific example and apply the theoretical models in practice, this paper will be presenting the case of the public pension system in Romania, through its local Houses of Public Pensions and their level of digitalization, when it comes to public services and public interaction with people who benefit from their services. I will begin by presenting the context in which e-government appeared and why is it so important in the development of any public administration of the 21st century, the main differences between the stage models mentioned above, and the arguments presented for applying one of them in our current study, followed by the methodology used to observe the characteristics of the digitalization process in the Public House of Pension of Brasov city, Romania. The results of the study will be applied on the stages mentioned above in order to determine which stage are we currently talking about and how well the model can be applied in practice
