State of Alaska Election Security Project Phase 2 Report

A laska’s election system is among the most secure in the country, and it has a number of safeguards other states are now adopting. But the technology Alaska uses to record and count votes could be improved— and the state’s huge size, limited road system, and scattered communities also create special challenges for insuring the integrity of the vote. In this second phase of an ongoing study of Alaska’s election security, we recommend ways of strengthening the system—not only the technology but also the election procedures. Free and Open Source Software in Municipal Procurement:The Challenges and Benefits of Cooperation

The use of free and open source software by municipal governments is the exception rather than the rule. This is due to a variety of factors, including a failure of many municipal procurement policies to take into account the benefits of free software, free software vendors second-to-market status, and a lack of established free and open source software vendors in niche markets. With feasible policy shifts to improve city operations, including building upon open standards and engaging with free software communities, municipalities may be able to better leverage free and open source software to realize fully the advantages that stem from open software development

A Roadmap to Reduce U.S. Food Waste by 20 Percent

The magnitude of the food waste problem is difficult to comprehend. The U.S. spends $218 billion a year -- 1.3% of GDP -- growing, processing, transporting, and disposing of food that is never eaten. The causes of food waste are diverse, ranging from crops that never get harvested, to food left on overfilled plates, to near-expired milk and stale bread. ReFED is a coalition of over 30 business, nonprofit, foundation, and government leaders committed to building a different future, where food waste prevention, recovery, and recycling are recognized as an untapped opportunity to create jobs, alleviate hunger, and protect the environment -- all while stimulating a new multi-billion dollar market opportunity. ReFED developed A Roadmap to Reduce U.S. Food Waste as a data-driven guide to collectively take action to reduce food waste at scale nationwide.This Roadmap report is a guide and a call to action for us to work together to solve this problem. Businesses can save money for themselves and their customers. Policymakers can unleash a new wave of local job creation. Foundations can take a major step in addressing environmental issues and hunger. And innovators across all sectors can launch new products, services, and business models. There will be no losers, only winners, as food finds its way to its highest and best use

Towards a software profession

An increasing number of programmers have attempted to change their image. They have made it plain that they wish not only to be taken seriously, but they also wish to be regarded as professionals. Many programmers now wish to referred to as software engineers. If programmers wish to be considered professionals in every sense of the word, two obstacles must be overcome: the inability to think of software as a product, and the idea that little or no skill is required to create and handle software throughout its life cycle. The steps to be taken toward professionalization are outlined along with recommendations

Public Servants\u27 Perceptions of the Cybersecurity Posture of the Local Government in Puerto Rico

The absence of legislation, the lack of a standard cybersecurity framework, and the failure to adopt a resilient cybersecurity posture can be detrimental to the availability, confidentiality, and integrity of municipal information systems. The purpose of this phenomenological study was to understand the cybersecurity posture of municipalities from the perception of public servants serving in information technology (IT) leadership roles in highly populated municipalities in the San Juan-Carolina-Caguas Metropolitan Statistical Area of Puerto Rico. The study was also used to address key factors influencing the cybersecurity posture of these municipalities. The theoretical framework was open system theory used in combination with a conceptual framework encompassing key dimensions influencing digital government. Data were collected using semistructured interviews with 10 public servants working in IT leadership positions in a municipal setting in Puerto Rico. Data analysis involved horizontalization, reduction, elimination, clustering, thematizing, validation, and development of individual and composite textural descriptions. Participants reported that the cybersecurity posture of their municipalities was resilient. Participants also reported that technological changes, politics, the economy, management support, and processes were key elements to achieve a resilient posture. Findings may be used to empower elected officials, policymakers, public servants, and practitioners to manage and improve elements affecting cybersecurity with the goal of achieving a resilient posture to deliver cybersecurity as a public good
