    A call for resilience index for health and social systems in Africa

    This repository item contains a single issue of Issues in Brief, a series of policy briefs that began publishing in 2008 by the Boston University Frederick S. Pardee Center for the Study of the Longer-Range Future. This paper is part of the Africa 2060 Project, a Pardee Center program of research, publications and symposia exploring African futures in various aspects related to development on continental and regional scales. The views expressed in this paper are strictly those of the author and should not be assumed to represent the views of the Frederick S.     Continuity and Change in World Bank Development Discourses and the Rhetoric Role of Accounting

    Purpose ? The paper traces how the World Bank has utilised accounting rhetoric/languages in articulating development discourses at different stages of global capitalism through the case study of development projects in Sri Lanka and published development reports. Design/methodology/approach ? Multiple methods are employed including archival research and interviews. In-depth interviews were organised with village level development project participants. Development reports published by the World Bank (1978-2006) are closely examined. Findings ? Development projects in Sri Lanka and development reports show that ideological shifts brought about the changes in accounting rhetoric in development discourses. The paper further shows that the articulations and re-articulations of development discourse have yet to grasp the real complexity of the local problems in those villages in Sri Lanka. The mere focus on management styles (albeit important) driven by the ideology of the aid agencies seems to bring little reward to villagers and, indeed, the policy makers. Research limitations/implications ? This study focuses on the effectiveness of development projects and shows how culture and values in a traditional local setting are in conflict with rational ideas imported from a different setting. This finding has policy implications for the economic development programmes often prescribed by the aid agencies without considering the local context. Originality/value ? The paper adds to the literature on the use of accounting languages in development discourses, especially in the context of Less Developed Countries (LDCs). It will be of great value to researchers and practitioners seeking to gain a better understanding of reforms driven by a particular set of accounting technology in distant places

    Head Start since the War on Poverty: Taking on New Challenges to Address Persistent School Readiness Gaps

    This article explores Head Start’s overall effectiveness in improving school readiness outcomes and its potential to reduce gaps in these outcomes in light of changing program goals, resource and funding capacity, and the demographic changes in the low-income child population it serves. Although not an explicit goal of the Head Start program, we assess whether and how the program can address reducing school readiness gaps between children of different racial and ethnic backgrounds and income groups. Because of changing policy priorities and targeting vulnerable groups of children with diverse needs, meeting Head Start goals within funding constraints can be challenging. Yet, as we will show in this paper, the program has successfully adapted to its changing environment, and despite the evolving nature of its goals and populations served, it has managed to demonstrate a favorable impact on children. Future research on tailored programming, program implementation and impacts on specific groups of children is needed to help Head Start further improve its ability to address persistent school readiness gaps

    Open to the Public: The Public Speaks Out on No Child Left Behind - A Summary of Nine Hearings September 2005-January 2006

    Between September 2005 and January 2006, Public Education Network (PEN) held a series of public hearings to give students, parents, and community members -- audiences very much affected by the law, but usually left out of the policy debate -- an opportunity to tell their side of the NCLB story.While education organizations and Congress hold forums and hearings to solicit feedback from educators and school administrators about the impact of NCLB, they seldom look beyond schools to see the impact of the law on the public and on communities. But because schools play such a critical role in community life, understanding how the law affects students, families, and the broader community is critically instructive to policymakers and to others who are trying to make sure the law meets its goals.The hearings serve four purposes: They provide venues through which a public record of the local capacity to implement NCLB can be compiled. They serve as a means to inform and mobilize the public on issues pertaining to public education and what it takes to improve its quality. They give PEN and its national partners the information needed to bring public voices and concerns into the debate about reshaping NCLB. And, finally, they create a public "resume" for review by policymakers in the context of the law's reauthorization

    Foreign language learning needs in higher education: Reasons for convergence and accountability

    Needs analysis is a relevant issue in language teaching as its final aim is to enhance the language learning process by setting realistic course objectives. This paper briefly reviews past and present approaches to the concept of “needs” and “needs analysis” in foreign language (FL) methodology with particular reference to the higher education context and the post-Bologna reform. It discusses the complex interplay of addressing target and learning FL needs by gathering data from different stakeholder groups and making use of different data collection instruments. Then, it explores current trends in needs analysis research and explains how “competences” and “profiling” have surpassed “needs” and “needs analysis” in the educational systems under the European Space of Higher Education. Last, this study addresses the implications of adopting a more critical, quality-driven approach to FL needs analysis with a view to attaining a more participatory and accountable higher education
