CDFIs and Online Business Lending: A Review of Recent Progress, Challenges, and Opportunities
The report, authored by Jack Northrup, Eric Hangen, and Michael Swack, looks at some of the issues CDFIs face as the fintech industry (technology companies involved in lending) grows and begins to target markets served by CDFIs
In Search of a New Model: Library Resource Sharing in China - A Comparative Study
This paper reviews the framework of library resource sharing (LRS) in China and examines, from a comparative perspective, cases of recent development, particularly in the 1990s and early 2000s. Highlights include: (1) historical review of LRS in the U.S. and China, particularly in the areas of print union catalogs and union lists, online bibliographic utilities, and interlibrary loan; (2) literature review of Chinese publications, and LRS issues and challenges in China; (3) Analysis of three LRS models to provide a contextual grasp of a paradigm shift taking place in China; and (4) comparative analysis of LRS objectives, structure, and governance, etc., in the U.S. and China. The study also underscores the imperative for building a national digital library system in China to gain a competitive edge in resource sharing and to support the countryâs rapid social and economic growth. At this stage of development, the success of China Academic Library & Information System provides a convincing argument for a national digital library system with its methods of governing, financing, and development
Libraries in Switzerland
Starting with a brief history of libraries in Switzerland, this report focusses on the development of Swiss libraries from 1970 to 2010: socio-political context, structure of the Swiss library sector, change driven by technology, main actors, and challenges at the beginning of the new millennium.

Global strategies to overcome the spiral of decline in universal bank markets
Although there has been an increase in the overall financial services market, the profitability of banks world-wide has decreased from the early 1980s to the 1990s. This has been attributed to several factors: the decline of traditional banking activities (deposit taking and lending); poorly performing debts (arising from poor lending decisions); and, for domestic banks, depressed property prices and important local industrial sectors performing badly. However, the analyses of bank performance tend to be short-term and narrow in their outlook, and seldom attempt to explain the underlying trends and processes of change. In this paper it is argued that the broad competitive forces of information technology, globalisation and deregulation are destabilising the banking industry leading to irrevocable changes which allow new entrants, disintermediation, innovation and customer changes on a much greater scale than has occurred in the past. These concepts are illustrated using a range of different bank markets as examples. To compete in these new markets different approaches are needed, and a series of possible strategies for addressing new bank markets are outlined with reference to size and type of bank. The long-term outlook for banking is discussed with particular attention being focussed on the changing role of universal banks
Exogenous Forces in the Development of Our Banking System
A new method to optimize with orthonormal constraints is described, where a particular composition of plane (Givens) rotations is used to parameterize decision variables in terms of angles. It is showed that this parameterization is complete and that any orthonormal k-by-nmatrix can be derived to a set of no more than kn-k(k+1) angles. The technique is applied to the emph {feature extraction problem} where a linear subspace is optimized with respect to non-linear objective functions. The Optimal Discriminative Projection (ODP) algorithm is described. ODP is a data compression or feature extraction algorithm that combines powerful model optimization with regularization to avoid over training. The ODP is used primarily for classification problems
Organisational change and the computerisation of British and Spanish savings banks, circa 1965-1985
In this article we explore organisational changes associated with the computarization of British savings banks while making a running comparison with developments in Spain. This international comparison addresses the evolution of the same organisational form in two distinct competitive environments in the late 20th century. Changes in regulation and technological developments (particularly applications of information technology) are said to be responsible for enhancing competitiveness of retail finance. Archival research on the evolution of savings banks helps to ascertain how, prior to competitive changes taking place, participants in bank markets had to develop capabilities to compete. Moreover, assess the response of collaborative agreements to opportunities opened by technological change (in particular resolve apparent scale disadvantages to contest bank markets). Of particular interest are choices made between applications of computer technology to redefine the relation between head office and retail branches as well as between staff at retail branches and customers.comparative financial markets, United Kingdom, Spain, market structure, technological change, regulatory change, savings banks, banks, TSB, cajas de ahorro
Information technology innovations and commercial banking: A review and appraisal from an historical perspective
Technological innovation in general and information technology (IT) applications in particular, have had a major effect in banking and finance. Following Garbade and Silber (1978), this research reviews the effects on banking organisations with reference to front office or external changes as described by the nature of product and service offerings. Following Morris (1986) and QuintĂĄs (1991), the research also considers innovations in the back office or internal (operational function) changes brought about to banking organisations. Outstanding IT-based innovations are considered and grouped into four distinct periods: early adoption (1864-1945), specific application (1945-1965), emergence (1965-1980) and diffusion (1980-1995). The research then discusses the potential impact of more recent innovations (i.e. electronic purses, digital cash and Internet banking). As a result, the research provides an historical perspective on the main drivers determining adoption of technological innovation in retail banking markets.Banks, competition, IT innovation
