Optimal allocation of FACTS devices in distribution networks using Imperialist Competitive Algorithm

Imperialist Competitive is a recently developed optimization technique, used widely in power systems. This paper presents an approach to finding the optimal location and size of FACTS devices in a distribution network using the Imperialist Competitive technique. IEEE 30-bus system is used as a case study. On the attribution of externalities

Do people blame or praise others for producing negative or positive externalities? The experimental philosopher Knobe conducted a questionnaire study that revealed that people blame others for foreseen negative externalities but do not praise them for foreseen positive ones. We find that the major determinant of the Knobe effect is the relative distribution of economic power among the agents. We confirm the Knobe effect only in situations where the producer of the externality holds the higher economic status and the positive externalities are small. Switching economic power makes the Knobe effect vanish. The Knobe effect is even reversed in settings with large positive externalities. Comparison of different optimization criteria for optimal sizing of hybrid active power filters parameters

Praise Worthy Prize granted a permission for Brunel University London to archive this article in BURA.Harmonic distortion in power systems has increased considerably due to the increasing use of nonlinear loads in industrial firms and elsewhere. This distortion can give rise to overheating in all sectors of the power system, leading to reduced efficiency, reliability, operational life and sometimes failure. This article seeks to propose a new methodology for the optimal sizing of hybrid active power filter (HPF) parameters in order to overcome the difficulties in hybrid power filters design when estimating the preliminary feasible values of the parameters. Sequential Quadratic Programming based on FORTRAN subroutines is used to find out the planned filter size in two different optimization criteria depending on design concerns. The first criterion is to minimize the total voltage harmonic distortion. The second one is to maximize the load power factor, while taking into account compliance with IEEE standard 519-1992 limits for the total voltage harmonic distortion and the power factor.The effectiveness of the proposed filter is discussed using four exemplary case

The [Not So] Hidden Curriculum of the Legalist State in the Book of Lord Shang and the Han-Fei-Zi

This paper loosely draws some parallels between the experience of a subject in a so-called “Legalist” state with that of a contemporary student in Western schooling today. I explore how governance in the Book of Lord Shang and the Hanfeizi can be interpreted as pedagogy. Defining pedagogy in a relatively broad sense, I investigate the rationalizations for the existence of the state, the application of state mechanisms, and even the concentration of the ruler’s power all teach subjects habits, attitudes, and sensibilities in a similar fashion to what Philip Jackson called the “hidden curriculum”. Through his framework of “crowds, praise, and power” this paper will explore how governance teaches and what those subjected to it learn. This study also attempts to provide some insight into the usefulness of approaching “Legalist” texts with a positive sociological lens

The Alden Trilogy: Praise and Protest

In this Article, I discuss the Alden Trilogy\u27s interpretive process and its redistribution of political power, but do not linger on either. This Article is written in praise of the Trilogy, but praise coupled with protest. I make three essential points. First, the Trilogy deserves praise as a pragmatic masterpiece. Through it the Court shrewdly avoided a constitutional quagmire that easily could have created a federalism crisis. Second, I argue that the Alden Trilogy is an exemplar of misdirection. Here I render reluctant praise, like that given to an opposing baseball team\u27s dramatic double-play. Though one dislikes the outcome, one cannot deny the skill just witnessed. In this regard, I show that through its deft deployment of state sovereign immunity doctrine, the Supreme Court has enhanced its own power as well as that of the federal Executive Branch to the detriment of Congress\u27s lawmaking power. Moreover, although the Trilogy focuses on Congress\u27s remedial authority, it thwarts Congress\u27s substantive lawmaking capacity. Third, I show that the Trilogy has a dark side. Today, no individual can bring a damage action in any court against an unconsenting state to enforce federal statutory rights enacted pursuant to Congress\u27s Article I powers.2 This situation creates a profoundly disquieting enforcement gap that threatens to undermine the rule of law values in our constitutional scheme, particularly the principle that for every right there ought to be a remedy. To situate this Article\u27s praise and protest of the Alden Trilogy doctrinally, I begin with an abridged summary of the federalism developments of the past several decades, developments that preordained the confrontation that resulted in the Trilogy. Next, I describe the holdings of each Trilogy case, including the interpretive frameworks adopted, and identify unresolved issues generated by these holdings. I then turn to my principal undertaking: consideration of 1) how the Trilogy pragmatically avoided a constitutional crisis; 2) how the three cases masterfully invite attention in one direction while moving the law in another; and 3) how these cases raise rule of law concerns by creating a disjunction between Congress\u27 substantive and remedial authority

FROM GALBRAITH TO KRUGMAN AND BACK Galbraith, Krugman and ‘Good Economics’

J.K. Galbraith's heyday was in the 1950s-70s. He was one of the most cited economists of his time, and attracted much praise and blame. In 1994, Krugman was a caustic critic and dismissed Galbraith's influence as a victory of style over substance. He castigated Galbraith as but “a policy entrepreneur”, yet by 2004, Krugman appeared to have undergone a striking metamorphosis, and his New York Times columns (2000-2006) conspicuously echo Galbraith’s understanding of socio-economic issues. This newer Krugman questions consumer sovereignty, bemoans the power of producers, questions the uses to which State power is put, worries about a medical-industrial complex, and laments the hijacking of public policy by private interests. Is this new Krugman merely a journalist, who has left scientific economics behind, or has he 'seen the light' as to what really constitutes ‘good economics’ and a more holistic scientific procedure?

Adda F. Howie: America’s Outstanding Woman Farmer

In 1894, forty-two-year-old Milwaukee socialite Adda F. Howie seemed a very unlikely candidate to become one of the most famous women in America. And yet by 1925, Howie, the first woman to serve on the Wisconsin State Board of Agriculture, had long been “recognized universally as the most successful woman farmer in America.”1 Howie’s rise to fame came at a time when the widely accepted ideas about gender were divided into the “man’s world” of business, power, and money, and the “woman’s world” devoted to family and home. Yet Howie, rather than being vilified for succeeding in the male sphere, was publicly praised for her skill in bringing traditional female values into the barns and pastures of Wisconsin. Instead of facing ridicule for her unconventional, ostentatiously feminine innovations, she was heaped with praise and her methods studied and adopted on farms across the United States and beyond
