An investigation of the partnering strategies in application service provision: A vendor perspective

Provision (ASP) from a vendor's perspective. Although some attention was recently given to the ASP model, the main focus of the published academic work was essentially on the customer's side. This research focuses on ASP vendors, and aims at studying the partnering strategies used by these in order to source the different ASP model components. From the studied literature, it was found that the ASP model relies on 4 main infrastructural layers for delivering services: the data storage layer, the server layer, the network layer, and the application layer. Due to the different nature of each of these layers in terms of the required technology, it was concluded that ASP is a complex service, for which the required resources and capabilities are unlikely to be owned by one single company, thus the importance of studying the partnering strategies needed for ASP vendors. Through the use of Transaction Cost Economics (TCE) and the Resource-based View (RBV), predictions were made about the expected sourcing modes (market, integration, or strategic alliance) for each of the ASP layers. The next phase was to study six ASP cases, in which the partnering strategies of each firm for each ASP layer were studied. The main result from this analysis was that the actual outcomes from the case studies did not fully match the predictions that were initially made. A cross-case analysis was then undertaken by reapplying TCE and RBV to the studied cases. In this phase, for each ASP layer in each case study TCE and RBV attributes were investigated, and the drawn conclusions were two fold. First, the initial assumption that the software layer is the core layer of the model, based on which the predictions were made, was rather flawed; it was found that although many ASP vendors draw value from the application layer, several others rely on other ASP layers. Secondly, it was concluded that the two used theories - TCE and R-BV - did not, independently, explain all the actual sourcing modes of the studied ASP vendors, though RBV showed more explanatory power than TCE. Furthermore, it was demonstrated that the combination of TCE and RBV, in the context of this study, offers more explanatory power than if the two theories were used independently. Good, better, best practise – a comparative analysis of official destination websites
Abstract: The uplifting financial impact that tourism may have on local and global economies of scale has resulted in tourists becoming a highly sought-after commodity capable of turning almost any tourism destination and its attractions into thriving exports. With the rapid evolution of Information and Communication Technologies (ICTs) and the introduction of smart technologies in particular, however, tourism has become not only more accessible, but arguably also more competitive with an online, try-before-you-buy tourism experience now becoming a reality. Subsequently, the battle is no longer for top offline destination only, but also for online destination of choice. An opportunity thus exists for Official Destination Websites (ODWs) to take advantage of these, and additional opportunities, to enhance a prospective tourist’s online, pre-tourism experience. By analysing seven of the world’s most popular destinations’ capital city ODWs, we come to realise that ODWs have become an integrated, rather than independent, part of facilitating tourism. As such, the importance of developing, implementing and maintaining an ODW to increase the likelihood of a possible tourist conversion from mere browser to buyer is highlighted. Finally, the similarities and differences between the analysed ODWs are also listed in an attempt to guide prospective tourism destinations in their endeavour to establish a new ODW, as well as allowing destinations with an existing ODW to possibly implement improvements

HPC Cloud for Scientific and Business Applications: Taxonomy, Vision, and Research Challenges
High Performance Computing (HPC) clouds are becoming an alternative to
on-premise clusters for executing scientific applications and business
analytics services. Most research efforts in HPC cloud aim to understand the
cost-benefit of moving resource-intensive applications from on-premise
environments to public cloud platforms. Industry trends show hybrid
environments are the natural path to get the best of the on-premise and cloud
resources---steady (and sensitive) workloads can run on on-premise resources
and peak demand can leverage remote resources in a pay-as-you-go manner.
Nevertheless, there are plenty of questions to be answered in HPC cloud, which
range from how to extract the best performance of an unknown underlying
platform to what services are essential to make its usage easier. Moreover, the
discussion on the right pricing and contractual models to fit small and large
users is relevant for the sustainability of HPC clouds. This paper brings a
survey and taxonomy of efforts in HPC cloud and a vision on what we believe is
ahead of us, including a set of research challenges that, once tackled, can
help advance businesses and scientific discoveries. This becomes particularly
relevant due to the fast increasing wave of new HPC applications coming from

Multi-Agent System Approach for Trustworthy Cloud Service Discovery
Accessing the advantages of cloud computing requires that a prospective user has proper access to trustworthy cloud services. It is a strenuous and laborious task to find resources and services in a heterogeneous network such as cloud environment. The cloud computing paradigm being a form of distributed system with a complex collection of computing resources from different domains with different regulatory policies but having a lot of values could enhance the mode of computing. However, a monolithic approach to cloud service discovery cannot help the necessities of cloud environment efficiently. This study put forward a distributive approach for finding sincere cloud services with the use of Multi-Agents System for ensuring intelligent cloud service discovery from trusted providers. Experiments were carried out in the study using CloudAnalyst and the results indicated that extending the frontiers MAS approach into cloud service discovery by way of integrating trust into the process improves the quality of service in respect of response time and scalability. A further comparative analysis of the Multi-Agents System approach for cloud service discovery to monolithic approach showed that Multi-Agents System approach is highly efficient, and highly flexible for trustworthy cloud service discovery

The Regulation of E-learning: New National and International Policy Perspectives
The universe of postsecondary education is expanding. It is an era of rapid demographic and labor market changes, increased competition and shifts in institutional form (e.g., the rise of for profit degree granters, the hybrid form of nonprofit/for profit partnerships, corporate universities), and new forms of delivery driven by emerging technologies. In nearly all of these cases, the pace of innovation and establishment of new institutional forms outstrips the ability of regulators or policy makers to stay ahead of the curve.To better understand the complex interplay of public policy drivers regulating e-learning, the Center for Studies in Higher Education convened a meeting of experts in February 2006 for a preliminary examination of existing and emerging public policies that will shape its regulation both domestically and internationally. Three white papers were used as a point of departure for the discussions, which focused on the following areas: The Changing Regulatory Environment: Who, What, Why, and Where?; Finance, Investment, and the Flow of Capital; Student Access and Equity; Social Costs and Benefits from an International Perspective; and Consumer Protection and Cross-border Education. BUILDING SITUATIONAL AWARENESS IN THE AGE OF SERVICE ECOSYSTEMS
We discuss the little-explored construct of situational awareness, which will arguably become increasingly important for strategic decision-making in the age of distributed service ecosystems, digital infrastructures, and microservices. Guided by a design science approach, we introduce a mapping artefact with the ability to enhance situational awareness within, and across, horizontal value chains, and evaluate its application in the field amongst both IS practitioners and IS researchers. We make suggestions for further research into both construct and artefact, and provide insights on their use in practice
Semantic discovery and reuse of business process patterns
Patterns currently play an important role in modern information systems (IS) development and their use has mainly been restricted to the design and implementation phases of the development lifecycle. Given the increasing significance of business modelling in IS development, patterns have the potential of providing a viable solution for promoting reusability of recurrent generalized models in the very early stages of development. As a statement of research-in-progress this paper focuses on business process patterns and proposes an initial methodological framework for the discovery and reuse of business process patterns within the IS development lifecycle. The framework borrows ideas from the domain engineering literature and proposes the use of semantics to drive both the discovery of patterns as well as their reuse
