Supporting Change-Aware Semantic Web Services
The Semantic Web is not only evolving into a provider of structured meaningful content and knowledge representation, but also into a provider of services. While most of these services support external users of the SW, we focus on a vital service within the SW â change management and adaptation. Change is a ubiquitous feature of the SW. In this paper, we propose a service architecture that embraces and utilises change to provide higher quality services. We introduce pilot implementations of two supporting services within this architecture
Technology Integration around the Geographic Information: A State of the Art
One of the elements that have popularized and facilitated the use of geographical information on a variety of computational applications has been the use of Web maps; this has opened new research challenges on different subjects, from locating places and people, the study of social behavior or the analyzing of the hidden structures of the terms used in a natural language query used for locating a place. However, the use of geographic information under technological features is not new, instead it has been part of a development and technological integration process. This paper presents a state of the art review about the application of geographic information under different approaches: its use on location based services, the collaborative user participation on it, its contextual-awareness, its use in the Semantic Web and the challenges of its use in natural languge queries. Sharing Human-Generated Observations by Integrating HMI and the Semantic Sensor Web
Current âInternet of Thingsâ concepts point to a future where connected objects gather meaningful information about their environment and share it with other objects and people. In particular, objects embedding Human Machine Interaction (HMI), such as mobile devices and, increasingly, connected vehicles, home appliances, urban interactive infrastructures, etc., may not only be conceived as sources of sensor information, but, through interaction with their users, they can also produce highly valuable context-aware human-generated observations. We believe that the great promise offered by combining and sharing all of the different sources of information available can be realized through the integration of HMI and Semantic Sensor Web technologies. This paper presents a technological framework that harmonizes two of the most influential HMI and Sensor Web initiatives: the W3Câs Multimodal Architecture and Interfaces (MMI) and the Open Geospatial Consortium (OGC) Sensor Web Enablement (SWE) with its semantic extension, respectively. Although the proposed framework is general enough to be applied in a variety of connected objects integrating HMI, a particular development is presented for a connected car scenario where driversâ observations about the traffic or their environment are shared across the Semantic Sensor Web. For implementation and evaluation purposes an on-board OSGi (Open Services Gateway Initiative) architecture was built, integrating several available HMI, Sensor Web and Semantic Web technologies. Online consultation on expertsâ views on digital competence
The objective of this investigation was to provide another perspective on what it means to be digitally competent today, in addition to reviews of literature and current frameworks for the development of digital competence, 5 all of which constitute part of the wider IPTS Digital Competence Project (DIGCOMP). Some common ground exists at a general level in defining digital competence in terms of knowledge, skills, and attitudes, which may be hierarchically organised.
However, this does not provide the clarity needed by teachers, employers, citizens â all those who are responsible for digital competence development, be it their own or other peopleâs â to make informed decisions. Further work is needed to create a common language that helps to enhance understanding across the worlds of research, education, training, and work. This will make it easier for citizens and employers to see what digital competence entails and how it is relevant to their jobs and more generally, their lives
Towards a user-centric and multidisciplinary framework for designing context-aware applications
Research into context-aware computing has not sufficiently addressed human and social aspects of design. Existing design frameworks are predominantly software orientated, make little use of cross-disciplinary work, and do not provide an easily transferable structure for cross-application of design principles. To address these problems, this paper proposes a multidisciplinary and user-centred design framework, and two models of context, which derive from conceptualisations within Psychology, Linguistics, and Computer Science. In a study, our framework was found to significantly improve the performance of postgraduate students at identifying the context of the user and application, and the usability issues that arise

NoTube â making TV a medium for personalized interaction
In this paper, we introduce NoTubeâs vision on deploying semantics in interactive TV context in order to contextualize distributed applications and lift them to a new level of service that provides context-dependent and personalized selection of TV content. Additionally, lifting content consumption from a single-user activity to a community-based experience in a connected multi-device environment is central to the project. Main research questions relate to (1) data integration and enrichment - how to achieve unified and simple access to dynamic, growing and distributed multimedia content of diverse formats? (2) user and context modeling - what is an appropriate framework for context modeling, incorporating task-, domain and device-specific viewpoints? (3) context-aware discovery of resources - how could rather fuzzy matchmaking between potentially infinite contexts and available media resources be achieved? (4) collaborative architecture for TV content personalization - how can the combined information about data, context and user be put at disposal of both content providers and end-users in the view of creating extremely personalized services under controlled privacy and security policies? Thus, with the grand challenge in mind - to put the TV viewer back in the driver's seat â we focus on TV content as a medium for personalized interaction between people based on a service architecture that caters for a variety of content metadata, delivery channels and rendering devices

Freeing up access to learning: the role for Open Educational Resources
The internet revolution of the last few years has had an impact on how we all live our lives. So it is not surprising that this is also a time of change in attitudes towards how we learn. Free access to information through computer networks has expanded, and part of that information flow are materials designed to help people learn. In addition there are many further online resources that help the learning process, even if that was not the original aim. However, there are risks in this evolution in access to information both for the end user, who can be confused by the options available to them, and to those involved in providing education, who may see their traditional role changing and becoming harder to perform. This situation provides the background for a growing movement to directly consider how education can be provided in a freer and more open way. This has been termed âOpen Educational Resourcesâ (OER). The exact definition of the term depends on interpretation, however a useful statement was provided as an outcome from an event organized by UNESCO in 2002 as:
âOER are teaching, learning, and research resources that reside in the public domain or have been released under an intellectual property license that permits their free use or re-purposing by others. Open educational resources include full courses, course materials, modules, textbooks, streaming videos, tests, software, and any other tools, materials, or techniques used to support access to knowledge (Atkins, Brown and Hammond, 2007, p4).â
Arguably the only difference between an online learning object and an open educational resource is the declaration that it is open. This may be true but that turns out to be a powerful difference. By being open the content can be accessed by any learner who can do so, it can be taken and run in new contexts, it can be reworked by others and adapted for local needs (with the result shared back if desired), it can be made part of shared pool of resources, it can be the shared point of reference for collaboration, and it can be the key to building policies that work in different domain
A personalized and context-aware news offer for mobile devices
For classical domains, such as movies, recommender systems have proven their usefulness. But recommending news is more challenging due to the short life span of news content and the demand for up-to-date recommendations. This paper presents a news recommendation service with a content-based algorithm that uses features of a search engine for content processing and indexing, and a collaborative filtering algorithm for serendipity. The extension towards a context-aware algorithm is made to assess the information value of context in a mobile environment through a user study. Analyzing interaction behavior and feedback of users on three recommendation approaches shows that interaction with the content is crucial input for user modeling. Context-aware recommendations using time and device type as context data outperform traditional recommendations with an accuracy gain dependent on the contextual situation. Big Data and the Internet of Things
Advances in sensing and computing capabilities are making it possible to
embed increasing computing power in small devices. This has enabled the sensing
devices not just to passively capture data at very high resolution but also to
take sophisticated actions in response. Combined with advances in
communication, this is resulting in an ecosystem of highly interconnected
devices referred to as the Internet of Things - IoT. In conjunction, the
advances in machine learning have allowed building models on this ever
increasing amounts of data. Consequently, devices all the way from heavy assets
such as aircraft engines to wearables such as health monitors can all now not
only generate massive amounts of data but can draw back on aggregate analytics
to "improve" their performance over time. Big data analytics has been
identified as a key enabler for the IoT. In this chapter, we discuss various
avenues of the IoT where big data analytics either is already making a
significant impact or is on the cusp of doing so. We also discuss social
