    Polycentric self-governance and Indigenous knowledge

    This article's main aim is to discuss research exploring how the self-governing practices found in Indigenous societies, biota and modern organisations can be embedded into the constitutions of legal entities to protect and share the wellbeing of humanity, biota and the planet. In this paper, we explore how Australian Indigenous knowledge and practices can be embedded into organisational entities and discuss how this can be achieved by reformatting Ostrom's design principles to be incorporated into corporate constitutions following an ecological form of governance practised by Indigenous Australians. This form of polycentric self-governance can aggregate the voices of minorities representing local environments up to a global level. We use case studies, system science and biomimicry to explore polycentric self-governance and how organisations can adopt it to focus on the wellbeing of all stakeholders. In particular, the paper highlights how Indigenous knowledge can contribute globally to achieving societal sustainability

    Legal linked data ecosystems and the rule of law

    This chapter introduces the notions of meta-rule of law and socio-legal ecosystems to both foster and regulate linked democracy. It explores the way of stimulating innovative regulations and building a regulatory quadrant for the rule of law. The chapter summarises briefly (i) the notions of responsive, better and smart regulation; (ii) requirements for legal interchange languages (legal interoperability); (iii) and cognitive ecology approaches. It shows how the protections of the substantive rule of law can be embedded into the semantic languages of the web of data and reflects on the conditions that make possible their enactment and implementation as a socio-legal ecosystem.     The challenge: * Systems perspectives on energy involve a holistic view on balancing demand and supply; system optimisation can support security of supply, affordability, sustainability and profitability. * A central, and relatively recent, element of system optimisation is the move towards smart grids, and smart technologies, which concern interconnection of system elements usually through the internet. As well as increasing the resilience of the network, it is hoped this will help “citizens take ownership of the energy transition [and] benefit from new technologies”. * ‘Smartification’ of the energy system introduces a range of new societal conditions and consequences. The aim: * European energy policy has so far mainly relied on research from Science, Technology Engineering and Mathematics (STEM) disciplines. Energy-related Social Sciences and Humanities (energy-SSH) have been significantly underrepresented. The aim of this bibliography is to give policymakers a selected yet broad impression of the SSH research community focusing on ‘energy system optimisation and smart technologies’. Wherever possible, policy deductions or research and innovation recommendations are mentioned. Coverage: * Disciplines covered in this bibliography are broadly representative of the current SSH research community in the area, with a slight bias towards Economics, Sociology and Science & Technology Studies. Nevertheless, robust accounts from Psychology, Politics, Ethnography, Development, Environmental Social Science, Geography, Planning, Law, History and other fields are also included. * Geographically, research presented is primarily from Western and Northern Europe, but with diversity across these regions, and inclusion of some Eastern European and non-European contributions. * Techno-economic accounts are very highly represented in the field of energy system optimisation and smart technologies, a fact highlighted by researchers themselves. Much of this research concentrates on financial cost/benefit of smart grid and technical design, while approaches focusing on social practices or user-centric design are increasing but still underrepresented. The latter were deliberately given higher visibility in this bibliography. Key findings: * Numerous papers presented here focus on how questions of smart technology diffusion, innovation, and adoption might be shifted away from monetary incentives or cost/benefit analyses of technologies. * A unifying message across many topics and disciplines - from energy justice or socio-technical scenarios, to Economics or Ethnography - is that co-operation between techno-economic and SSH approaches needs more attention and is crucial for successful smart grid realisation. * Another important debate for SSH researchers is the deconstruction of overly optimistic visions of smart societies. Many authors urge caution in considering the (financial and social) costs and benefits of smart technologies for all of society, including issues of privacy intrusion. There are calls for more research on both policy initiatives, preferably targeting the community level, and clear communication strategies which fully consider these aspects

    Towards More Nuanced Patient Management: Decomposing Readmission Risk with Survival Models

    Unplanned hospital readmissions are costly and associated with poorer patient outcomes. Overall readmission rates have also come to be used as performance metrics in reimbursement in healthcare policy, further motivating hospitals to identify and manage high-risk patients. Many models predicting readmission risk have been developed to facilitate the equitable measurement of readmission rates and to support hospital decision-makers in prioritising patients for interventions. However, these models consider the overall risk of readmission and are often restricted to a single time point. This work aims to develop the use of survival models to better support hospital decision-makers in managing readmission risk. First, semi-parametric statistical and nonparametric machine learning models are applied to adult patients admitted via the emergency department at Gold Coast University Hospital (n = 46,659) and Robina Hospital (n = 23,976) in Queensland, Australia. Overall model performance is assessed based on discrimination and calibration, as measured by time-dependent concordance and D-calibration. Second, a framework based on iterative hypothesis development and model fitting is proposed for decomposing readmission risk into persistent, patient-specific baselines and transient, care-related components using a sum of exponential hazards structure. Third, criteria for patient prioritisation based on the duration and magnitude of care-related risk components are developed. The extensibility of the framework and subsequent prioritisation criteria are considered for alternative populations, such as outpatient admissions and specific diagnosis groups, and different modelling techniques. Time-to-event models have rarely been applied for readmission modelling but can provide a rich description of the evolution of readmission risk post-discharge and support more nuanced patient management decisions than simple classification models

    Agroecological transitions, between determinist and open-ended visions

    Debates around agroecology most often focus on the depth and radicality of the change and relate to different visions of agroecology, which tends to eclipse the ontological relationships of actors (or researchers) to the very ‘change process’ itself. This book is an endeavor to explicate relationships to change in agroecological transitions, referring to two contrasting and ideal-typical ontological relationships to change, the determinist perspective and the open-ended perspective. These conceptions or interpretations of the change process are based respectively on whether objectives and means are predetermined, or defi ned during the change process and while accounting for the uncertainty and complexity of mechanisms of change as well as for the diversity of actors’visions. Many diverse cases of agroecological transitions are discussed in this book, in order to highlight the fact that these perspectives are not always exclusive in transition process but that they can be articulated successively or combined complementarily, in different ways – thus reinforcing the potential diversity of transition pathways
