    An Integer Programming Approach to the Student-Project Allocation Problem with Preferences over Projects

    The Student-Project Allocation problem with preferences over Projects (SPA-P) involves sets of students, projects and lecturers, where the students and lecturers each have preferences over the projects. In this context, we typically seek a stable matching of students to projects (and lecturers). However, these stable matchings can have different sizes, and the problem of finding a maximum stable matching (MAX-SPA-P) is NP-hard. There are two known approximation algorithms for MAX-SPA-P, with performance guarantees of 2 and 32 . In this paper, we describe an Integer Programming (IP) model to enable MAX-SPA-P to be solved optimally. Following this, we present results arising from an empirical analysis that investigates how the solution produced by the approximation algorithms compares to the optimal solution obtained from the IP model, with respect to the size of the stable matchings constructed, on instances that are both randomly-generated and derived from real datasets. Our main finding is that the 32 -approximation algorithm finds stable matchings that are very close to having maximum cardinality

    How Europe can deliver: Optimising the division of competences among the EU and its member states

    This study aims to give guidance for a better-performing EU through an improved allocation of competences between the European Union and its member states. The study analyses eight specific policies from a wide range of fields with respect to their preferable assignment. The analysis applies a unified quantified approach and is precise in its definition of ‘counterfactuals’. These counterfactuals are understood as conceptual alternatives to the allocation of competences under the status quo. As such, they either relate to a new European competence (if the policy is currently a national responsibility) or a new national competence (if the policy is currently assigned to the EU). The comprehensive, quantification-based assessments indicate that it would be preferable to have responsibility for higher education and providing farmers with income support at the national level. Conversely, a shift of competences to the EU level would be advantageous when it comes to asylum policies, defence, corporate taxation, development aid and a (complementary) unemployment insurance scheme in the euro area. For one policy – railway freight transport – the findings are indeterminate. Overall, the study recommends a differentiated integration strategy comprising both new European policies and a roll-back of EU competences in other fields

    Strategyproof matching with regional minimum and maximum quotas

    This paper considers matching problems with individual/regional minimum/maximum quotas. Although such quotas are relevant in many real-world settings, there is a lack of strategyproof mechanisms that take such quotas into account. We first show that without any restrictions on the regional structure, checking the existence of a feasible matching that satisfies all quotas is NP-complete. Then, assuming that regions have a hierarchical structure (i.e., a tree), we show that checking the existence of a feasible matching can be done in time linear in the number of regions. We develop two strategyproof matching mechanisms based on the Deferred Acceptance mechanism (DA), which we call Priority List based Deferred Acceptance with Regional minimum and maximum Quotas (PLDA-RQ) and Round-robin Selection Deferred Acceptance with Regional minimum and maximum Quotas (RSDA-RQ). When regional quotas are imposed, a stable matching may no longer exist since fairness and nonwastefulness, which compose stability, are incompatible. We show that both mechanisms are fair. As a result, they are inevitably wasteful. We show that the two mechanisms satisfy different versions of nonwastefulness respectively; each is weaker than the original nonwastefulness. Moreover, we compare our mechanisms with an artificial cap mechanism via simulation experiments, which illustrate that they have a clear advantage in terms of nonwastefulness and student welfare

    Children and Parents Time Use: Empirical Evidence on Investment in Human Capital in France, Italy and Germany

    We analyze a mechanism that has been disregarded in the literature on parental investment in children, as little attention has been devoted to the choices made by children themselves. We model directly time use by youngsters into activities related to the acquisition of human capital, considering not just the decision on study time, but also on socialization/networking at young age, which can enhance personal interaction skills. We provide new empirical evidence for three European countries (France, Italy and Germany) on the link between time allocation by parents and time allocation by youngsters, highlighting country-specific patterns as well as cross-country differences. We run fractional regression models and double hurdle models on multi-member household micro data on time use. Countries diverge concerning the association between parents and youngsters allocation of time to socializing and to reading and studying activities, with Italy standing out as the country where that association, in particular between youngster and mother, is strongest. Our results are consistent with different mechanisms: parental role model directly influencing children behavior, intergenerational transmission of preferences, or network effects, as individuals adapt their behavior to social patterns.study time, socializing, networking, youth, intergenerational transmission of preferences, fractional regression models, double hurdle models

    Requirements for an Online Automated Project Allocation System in Higher Education Institutions – A Case Study

    This paper presents the requirements gathered for an online automated project allocation system that can be used to assign final year projects to students registered in Higher Education Institutions (HEIs). The requirements are gathered for a well-known University in Mauritius. This research is motivated by several issues encountered with the current manual system in place at the studied institution and the need for adopting online systems following the COVID-19 outbreak. Following document analysis and a survey, important functional and non-functional requirements for an online automated project allocation system were uncovered. Gathered requirements also helped in determining a recommended workflow that can be adopted as best practice for final year project allocation. We posit that requirements presented in this paper can help develop a system that can be very useful and ultimately streamline the process for allocating projects typically important for Higher Education Institutions and other similar training institutions

    Supporting induction: relationships count

    This article examines the structural changes to the induction of teachers in Scotland using the perceptions of a group of final year student teachers. This group would be the first probationer teachers to experience revised arrangements for new teacher induction in 37 years. Their preferences and concerns are highlighted, as the new procedures roll out in schools nationwide, in an attempt to stress the importance of relationships to the success of the induction scheme. The argument put forward in this article is based on the notion that personal intelligence is central to effective relationships and therefore crucially important in the context of this mentoring relationship. The views of our sample provide evidence to suggest that the quality of interactions between the mentor and the probationer teacher are paramount in providing a good induction experience. These views are substantiated by experiences in England and in induction literature elsewhere. A synthesis of this evidence is used to make recommendations for those involved in supporting induction in schools, local authorities or teacher education institutions
