    Security governance and the private military industry in Europe and North America

    Even before Iraq the growing use of private military contractors has been widely discussed in the academic and public literature. However, the reasons for this proliferation of private military companies and its implications are frequently generalized due to a lack of suitable theoretical approaches for the analysis of private means of violence in contemporary security. As a consequence, this article contends, the analysis of the growth of the private military industry typically conflates two separate developments: the failure of some developing states to provide for their national security and the privatisation of military services in industrialized nations in Europe and North America. This article focuses on the latter and argues that the concept of security governance can be used as a theoretical framework for understanding the distinct development, problems and solutions for the governance of the private military industry in developed countries.The United States Institute of Peace and the German Academic Exchange Service

    Implementing centralised IT service management: drawing lessons from the public sector

    [Abstract]: The IT service management model represents a paradigm shift for IT organisations as it deemphasizes the management of IT assets and focuses on the provision of quality end-to-end IT services. This paper presents part of an in-depth study that examines the experience of a government agency, Queensland Health, in the implementation of a centralised IT service management model based on the ITIL framework. The paper sheds light on the challenges and breakthroughs, distils a set of critical success factors and offers a learning opportunity for other organisations. Outsourcing some activities and tool requirements to vendors was seen as one contributor to success although ensuring effective technology transfer to in-house staff was also necessary. Another success factor was centralisation of IT services. Commitment of senior management was also crucial as was a recognition of the need for effective change management to transform the organisational culture to a service-oriented focus

    Foreign Direct Investments in Business Services: Transforming the VisegrĂĄd Four Region into a Knowledge-based Economy?

    Foreign direct investments (FDIs) in the service sector are widely attributed an important role in bringing more skill-intensive activities into the Visegrad Four (V4). This region—comprising Poland, the Czech Republic, Hungary and Slovakia—relied heavily on FDIs in manufacturing, which was often found to generate activities with limited skill content. This contribution deconstructs the chaotic concept of “business services” by analysing the actual nature of service sector activities outsourced and offshored to the V4. Using the knowledge-based economy (KBE) as a benchmark, the paper assesses the potential of service sector outsourcing in contributing to regional competitiveness by increasing the innovative capacity. It also discusses the role of state policies towards service sector FDI (SFDI). The analysis combines data obtained from case studies undertaken in service sector outsourcing projects in V4 countries. Moreover, it draws on interviews with senior employees of investment promotion agencies and publicly available data and statistics on activities within the service sector in the region. It argues that the recent inward investments in business services in the V4 mainly utilize existing local human capital resources, and their contribution to the development of the KBE is limited to employment creation and demand for skilled labour

    Securing the state, undermining democracy: internationalization and privatization of western militaries

    Changes in the field of security since the 1990s triggered off a number of still continuing military transformations in liberal democracies. Since their armed forces were designed for the purposes of the bipolar Cold war security constellation, they have been “redesigned” according to the new tasks as agreed upon in the new NATO strategic concepts or the assignments for the Europeanized forces within the European Union: Conflict prevention, crisis intervention, counter-terrorism have been added to the range of deployment missions. This recent transformation of the armed forces is pushed ahead in the political spirit of new public management well known from other policy areas in the OECD countries. The proclaimed reforms are guided by efficiency and effectiveness principles only, issues of democratic control and integration of the armed forces into the society are marginalized in the political discourse. But integration and cooperation within international organizations is only one of the two trends detrimental to democratic control of the military; increasing contracting with Private Security and Military Companies is the other. Contracting is intended to reduce political and financial costs and risks for Western governments. The authors argue that, in the long run, both trends of privatization and internationalization, though they seem to run into opposite directions from a purely etatist perspective, result in the joint effect of exacerbating democratic control and accountability of security policies. This point is illustrated by the employment of private military companies by the US government agencies and US military and the reform of the German armed forces. -- Seit Ende des Ost-West-Konflikts befinden sich die westlichen StreitkrĂ€fte in einem anhaltenden Transformationsprozess. Waren die StreitkrĂ€fte zuvor an der bipolaren Sicherheitskonstellation des Kalten Krieges ausgerichtet, werden sie seit 1990 umstrukturiert, um neue Missionen zu erfĂŒllen, wie sie in den strategischen Konzepten der NATO oder den Aufgabenfeldern der EuropĂ€ischen Sicherheits- und Verteidigungspolitik definiert sind. Unter den Vorzeichen eines New Public Managements vorangetrieben, das in den letzten Jahrzehnten als ökonomisch inspiriertes Reformprinzip bereits zahlreiche andere Politikfelder der OECD-Staaten geprĂ€gt hat, sind die Umstrukturierungen der StreitkrĂ€fte vorwiegend an Effizienz- und EffektivitĂ€ts-Gesichtspunkten orientiert. Fragen der demokratischen Kontrolle und der Integration des MilitĂ€rs in die jeweilige Gesellschaft werden dagegen im politischen Diskurs vernachlĂ€ssigt. Zwei Entwicklungstrends kennzeichnen derzeit die westliche Sicherheits- und Verteidigungspolitik: die Integration und Kooperation westlicher StreitkrĂ€fte im Rahmen von internationalen Organisationen sowie der zunehmende Einsatz privater Sicherheitsunternehmen. Obwohl Internationalisierung und Privatisierung von Sicherheitspolitik in einer staatszentrierten Perspektive auf den ersten Blick gegenlĂ€ufige Tendenzen einer StĂ€rkung der Exekutive einerseits und der SchwĂ€chung des Staates andererseits zu markieren scheinen, tragen jedoch beide zu einer SchĂ€digung der nationalstaatlichen Demokratie bei. Diese These erlĂ€utern die Autorinnen anhand des vermehrten RĂŒckgriffs der US-amerikanischen Regierung auf private Sicherheitsanbieter sowie der Transformation der deutschen StreitkrĂ€fte.

    Private military services in the UK and Germany: Between partnership and regulation1

    Controversial cases such as the aborted coup in Equatorial Guinea and the employment of private contractors in the Abu Ghraib prison have brought the proliferation of private ‘mercenaries’ to worldwide attention. However, the privatization of military security is more diverse and complex than generally suggested. Specifically, one needs to distinguish between the use of private mercenaries in developing countries and the privatization of military services in Europe. Focussing on the latter, this article proposes that the privatization of military services in industrialized countries can be understood in terms of a shift from ‘government’ to ‘governance’. As a consequence, the emergence of a private military industry in Europe is not only characterized by distinct forms of governance failure; European governments have also developed new modes of governance to control the industry. Using the United Kingdom and Germany as examples, this article examines two modes in particular: public private partnerships and governmental regulation

    Managing technological transitions: prospects, places, publics and policy

    Transition management (TM) approaches have generated considerable interest in academic and policy circles in recent years (Kemp and Loorbach, 2005; Rotmans and Kemp, 2003). In terms of a loose definition, a ‘transition can be defined as a gradual, continuous process of structural change within a society or culture’ (Rotmans et al, 2001, p.2). The development of TM, much of which has occurred within the context of the Netherlands, may be seen as a response to the complexities, uncertainties and problems which confront many western societies, in organising ‘sustainably’ various aspects of energy, agricultural, water, transport and health systems of production and consumption. Problems such as pollution, congestion, the vulnerability of energy or water supplies and so on are seen as systemic and entwined or embedded in a series of social, economic, political, cultural and technological relationships. The systemic nature of many of these problems highlights the involvement - in the functioning of a particular system and any subsequent transition - of multiple actors or ‘stakeholders’ across different local, national and international scales of activity. With this in mind, such problems become difficult to ‘solve’ and ‘solutions’ are seen to require systemic innovation rather than individual or episodic responses. The point being that ‘these problems are system inherent and
 the solution lies in creating different systems or transforming existing ones’ (Kemp and Loorbach, 2005, p.125). In this paper we critically engage with and build upon transitions approaches to address their ‘applicability’ in the context of the UK. In doing this the paper addresses the prospective potential of transitions approaches, but also their relative neglect of places and publics. Through developing an argument which addresses the strengths and ‘gaps’ of transitions approaches we also analyse the resonances and dissonances between three themes – cities and regions, public participation and national hydrogen strategy – in the transitions literature and the UK policy context

    Contract Governance and the Canadian Public Sector

    This essay examines the changing character of public sector work in the Canadian federal public service context. It is based on an empirical examination of various forms of contractual relations currently operative within the Canadian state and on a comparative approach of other western liberal state reform initiatives. We argue that contract governance is an ongoing process involving distinct interrelations between the public and private sectors. In this context, we identify various forms of contract governance and flexibility schemes that have been enfolded and refolded into the conventional structures of governance, and unfolded into a liminal space between the state and civil society through the establishment of nonstandard work and the creation of alternative service delivery programmes

    Internet of things security implementation using blockchain for wireless technology

    Blockchain is a new security system which group many data into a block or so called classifying the data into a block. The block can have many types and each of them content data and security code. By using a decentralize mechanism, one security code protect all the data. That could happen at the server. In this research, a network of wireless sensor technology is proposed. The transmission of sensor data is via the Internet of things (Internet of Thing) technology. As many data transmitted, they have to classified and group them into a block. All the blocks are then send to the central processing unit, like a microcontroller. The block of data is then processed, identified and encrypted before send over the internet network. At the receiver, a GUI or Apps is developed to open and view the data. The Apps or GUI have an encrypted data or security code. User must key in the password before they can view the data. The password used by the end user at the Apps or GUI must be equivalent to the one encrypted at the sensor nodes. This is to satisfy the decentralized concept used in the Blockchain. To demonstrate the Blockchain technology applied to the wireless sensor network, a MATLAB Simulink function is used. The expected results should show a number of block of data in cryptography manner and chain together. The two set of data. Both have the data encrypted using hash. The black dots indicate the data has been encrypted whereas the white dot indicate indicates the data is not encrypted. The half white and half black indicates the data is in progress of encrypted. All this data should arrange in cryptography order and chain together in a vertical line. A protocol called block and chain group the data into the block and then chain then. The data appears in the blocks and send over the network. As seen in the simulation results, the yellow color represents the user data. This data has a default amplitude as 1 or 5.     Subaltern imaginaries of localism: constructions of place, space and democracy in community-led housing organisations.

    The localism strategies of the UK government provide a suite of ‘rights’ for community organisations that licence place-based political imaginaries with the intent to construct the community as a proxy for a smaller state. Conflating place with participation and promising to devolve power, localism authorises a performative enactment of democracy, citizenship and the ‘public’ through the lived experience of space. In constituting the local as a metaphor for democracy and empowerment, however, community localism foregrounds the pivotal role played by place and scale in cementing social differentiation and in naturalising hierarchical power relations. This paper explores the subaltern strategies of localism that may emerge when the rights of localism are exercised by residents’ organisations in marginalised communities of social housing. Drawing on research with community-led housing organisations it demonstrates how the spatial imaginations and spatial practices of localism can be implemented to assert new claims on democracy and citizenship. In particular it identifies four spatial practices – the extension of domestic space, the invocation of locality, the construction of domestic scale, and the scalar reimagining of democracy – that subvert the reordering of political space that is localism’s regulatory intent
