    APPLICATION OF HYBRID DIBR-FUCOM-LMAW-BONFERRONI-GREY-EDAS MODEL IN MULTICRITERIA DECISION-MAKING

    The selection of unmanned aerial vehicles for different purposes is a frequent topic of research. This paper presents a hybrid model of an unmanned aerial vehicle (UAV) selection using the Defining Interrelationships Between Ranked criteria (DIBR), Full Consistency Method (FUCOM), Logarithm Methodology of Additive Weights (LMAW) and grey - Evaluation based on Distance from Average Solution (G-EDAS) methods. The above-mentioned model is tested and confirmed in a case study. First of all, in the paper are defined the criteria conditioning the selection, and then with the help of experts and by applying the DIBR, FUCOM and LMAW methods, the weight coefficients of the criteria are determined. The final values of the weight coefficients are obtained by aggregating the values of the criteria weights from all the three methods using the Bonferroni aggregator. Ranking and selection of the optimal UAV from twenty-three defined alternatives is carried out using the G-EDAS method. Sensitivity analysis confirmed a high degree of consistency of the solutions obtained using other MCDM methods, as well as changing the criteria weight coefficients. The proposed model has proved to be stable; its application is also possible in other areas and it is a reliable tool for decision-makers during the selection process

    COMBINING THE SUITABILITY-FEASIBILITY-ACCEPTABILITY (SFA) STRATEGY WITH THE MCDM APPROACH

    Suitability-Feasibility-Acceptability (SFA) is a fundamental tool for the development and selection of strategy. Any type of decision-making problem can be resolved by Multiple Criteria Decision Making (MCDM) methods. In this research, we explore the complexity of determining the proper goal market for the Chilean fish market. This study proposed a combined approach of SFA with MCDM methods in a real case study. The proposed structure helps to assign the best market for Chilean export fish to West Asia. Three countries (Saudi Arabia, the United Arab Emirates, and Oman) are selected as a target market in this region, and then related criteria are obtained from various sources. In order to develop a new market for the Chilean fishery industry, five major criteria, including the potential of a target market, region's economic attractiveness, consumption of the seafood, location, cost of transportation, and country risks, were selected based on the SFA framework. Calculating the criteria weights is performed by the Best-Worst (BWM) method, and ordering the alternatives is operated by Measurement Alternatives and Ranking according to compromise Solution (MARCOS) methods. The results showed that Oman is the best destination (importer) for the Chilean fish market (Salmon fish as the case)

    A robust fuzzy possibilistic AHP approach for partner selection in international strategic alliance

    The international strategic alliance is an inevitable solution for making competitive advantage and reducing the risk in today’s business environment. Partner selection is an important part in success of partnerships, and meanwhile it is a complicated decision because of various dimensions of the problem and inherent conflicts of stockholders. The purpose of this paper is to provide a practical approach to the problem of partner selection in international strategic alliances, which fulfills the gap between theories of inter-organizational relationships and quantitative models. Thus, a novel Robust Fuzzy Possibilistic AHP approach is proposed for combining the benefits of two complementary theories of inter-organizational relationships named, (1) Resource-based view, and (2) Transaction-cost theory and considering Fit theory as the perquisite of alliance success. The Robust Fuzzy Possibilistic AHP approach is a noveldevelopment of Interval-AHP technique employing robust formulation; aimed at handling the ambiguity of the problem and let the use of intervals as pairwise judgments. The proposed approach was compared with existing approaches, and the results show that it provides the best quality solutions in terms of minimum error degree. Moreover, the framework implemented in a case study and its applicability were discussed

    Creative trans-border cooperation in the field of operations research and sustainable development in civil engineering

    The paper presents an overview of the history and achievements of trans-border cooperation in the Lithuania-Germany-Poland triangle in planning instruments in Construction Management, decision-making theory, application of Operational Research, and Multiple Criteria Decision Making (MCDM) methods in Civil Engineering and sustainable development. The cooperation and results of the Colloquiums with 35 years of tradition, their multidimensional nature is underlined. The research instruments, methods, studied phenomena are reviewed and characteristic applications in engineering and economics are presented. The knowledge and combined efforts of three academic centers have created a synergy which set in motion many original methods and spectacular implementations. The Colloquium calendar and the evolution of organizational forms are presented along with the inclusion of the informal EURO Working Group on Operations Research in Sustainable Development and Civil Engineering

    An overview of multi-criteria decision-making methods in dealing with sustainable energy development issues

    © 2018 by the authors. The measurement of sustainability is actively used today as one of the main preventative instruments in order to reduce the decline of the environment. Sustainable decision-making in solving energy issues can be supported and contradictory effects can be evaluated by scientific achievements of multi-criteria decision-making (MCDM) techniques. The main goal of this paper is to overview the application of decision-making methods in dealing with sustainable energy development issues. In this study, 105 published papers from the Web of Science Core Collection (WSCC) database are selected and reviewed, from 2004 to 2017, related to energy sustainability issues and MCDM methods. All the selected papers were categorized into 9 fields by the application area and into 10 fields by the used method. After the categorization of the scientific articles and detailed analysis, SWOT analysis of MCDM approaches in dealing with sustainable energy development issues is provided. The widespread application and use of MCDM methods confirm that MCDM methods can help decision-makers in solving energy sustainability problems and are highly popular and used in practice

    Selection of Combat Aircraft by Using Shannon Entropy and VIKOR Method

    The selection of military defense equipment, especially fighter aircraft, has a bearing on the readiness ofthe Indian Air Force to defend the country’s independence. This study analyses a collection of alternative fighteraircraft that are linked to several choice factors using a multiple-criterion decision-making analysis technique. Tohandle such scenarios and make wise design judgements, a variety of criterion decision analysis techniques can beused. In this study, we assess fifth-generation fighter aircraft that incorporate significant 21st-century technologicaladvancements. These aircraft represent the state-of-the-art in fleet planning operations to 2022. These are generallyequipped with quick-moving airframes, highly integrated computer systems, superior avionics features, networkingwith other battlefield elements, situational awareness, command, control, and other communication capabilities.The study proposes a strategy for the selection of the fifth-generation combat aircraft for the National Air Force.Because of the problems, the Army needed an application that could assist with decision-making for combat selection systems. Solving the decision problem for evaluating fifteen military fighter alternatives in terms of nine decision criteria is the main objective of this work. We use the Shannon entropy and VIKOR model for the Air Force’s fleet program to evaluate military fighter aircraft suitability. The entropy technique is used to compute the weight of the criteria, and then the VIKOR technique has been used to rank the fighter aircraft
