Double elevation: Autonomous weapons and the search for an irreducible law of war
What should be the role of law in response to the spread of artificial intelligence in war? Fuelled by both public and private investment, military technology is accelerating towards increasingly autonomous weapons, as well as the merging of humans and machines. Contrary to much of the contemporary debate, this is not a paradigm change; it is the intensification of a central feature in the relationship between technology and war: Double elevation, above one's enemy and above oneself. Elevation above one's enemy aspires to spatial, moral, and civilizational distance. Elevation above oneself reflects a belief in rational improvement that sees humanity as the cause of inhumanity and de-humanization as our best chance for humanization. The distance of double elevation is served by the mechanization of judgement. To the extent that judgement is seen as reducible to algorithm, law becomes the handmaiden of mechanization. In response, neither a focus on questions of compatibility nor a call for a 'ban on killer robots' help in articulating a meaningful role for law. Instead, I argue that we should turn to a long-standing philosophical critique of artificial intelligence, which highlights not the threat of omniscience, but that of impoverished intelligence. Therefore, if there is to be a meaningful role for law in resisting double elevation, it should be law encompassing subjectivity, emotion and imagination, law irreducible to algorithm, a law of war that appreciates situated judgement in the wielding of violence for the collective
UAS Capabilities and Performance Modeling for Application Analysis
Our team of researchers from Embry-Riddle Aeronautical University-Worldwide has been actively compiling published performance data associated with commercially-off-the-shelf (COTS) group 1 to 3 fixed-wing and vertical takeoff and landing (VTOL) unmanned aircraft systems (UAS) in an effort to develop statistical models of each category. The captured data, which includes maximum speed, cruise speed, endurance, weights, wind limitations, and costs, is used to calculate capabilities including range (one-way and return), time to objective, station keeping duration, maneuver requirements, and derive limited missing information (e.g., component speeds and weights). The benefit from assembling such a unified collection of information and the calculation of associated derived capabilities is that these models are anticipated to accurately reflect the capabilities, limitations, and considerations necessary in the assessment of such platforms for various applications and operating environments. These models will be available for combination with simulation or analyses to better assess end usability of these categories of aircraft for a significant number of applications including, emergency response, disaster relief, precision agriculture, security, tactical, communications, environmental study, infrastructure inspection, cargo delivery, and mapping/surveying

The production of scholarly research continues to be one of the primary missions of the ILR School. During a typical academic year, ILR faculty members published or had accepted for publication over 25 books, edited volumes, and monographs, 170 articles and chapters in edited volumes, numerous book reviews. In addition, a large number of manuscripts were submitted for publication, presented at professional association meetings, or circulated in working paper form. Survey on video anomaly detection in dynamic scenes with moving cameras
The increasing popularity of compact and inexpensive cameras, e.g.~dash
cameras, body cameras, and cameras equipped on robots, has sparked a growing
interest in detecting anomalies within dynamic scenes recorded by moving
cameras. However, existing reviews primarily concentrate on Video Anomaly
Detection (VAD) methods assuming static cameras. The VAD literature with moving
cameras remains fragmented, lacking comprehensive reviews to date. To address
this gap, we endeavor to present the first comprehensive survey on Moving
Camera Video Anomaly Detection (MC-VAD). We delve into the research papers
related to MC-VAD, critically assessing their limitations and highlighting
associated challenges. Our exploration encompasses three application domains:
security, urban transportation, and marine environments, which in turn cover
six specific tasks. We compile an extensive list of 25 publicly-available
datasets spanning four distinct environments: underwater, water surface,
ground, and aerial. We summarize the types of anomalies these datasets
correspond to or contain, and present five main categories of approaches for
detecting such anomalies. Lastly, we identify future research directions and
discuss novel contributions that could advance the field of MC-VAD. With this
survey, we aim to offer a valuable reference for researchers and practitioners
striving to develop and advance state-of-the-art MC-VAD methods.Comment: Under revie
Tarde’s idea of quantification
Even though Tarde is said to have had a literary view of social science, he himself was deeply involved in statistics (especially criminal statistics) and took an essentially quantitative view of social phenomena. What is so paradoxical in his view of quantification is that it relies not only on the aggregates but also on the individual element. The paper reviews this paradox, the reason why Tarde was son intent on finding a quantitative grasp for establishing the social sciences and relates the type of data Tarde envisioned with the peculiar new types of information available today in digital formats, datascapes that might vindicate many insights that seemed so odd at the time of Tarde
Fighting poverty and social exclusion. Including through minimum income schemes
The study pursues two main aims. Firstly, it addresses the issue of poverty and social exclusion from a theoretical perspective – assessing the relevant concepts – and an empirical perspective – discussing the limitations of different indicators and data with reference to EU countries. Secondly, it focuses on national and EU-level policies dealing with poverty and social exclusion, in particular, on minimum income schemes, presenting 6 country case studies and evaluating the feasibility of an EU minimum income framework.

Mechatronic Systems
Mechatronics, the synergistic blend of mechanics, electronics, and computer science, has evolved over the past twenty five years, leading to a novel stage of engineering design. By integrating the best design practices with the most advanced technologies, mechatronics aims at realizing high-quality products, guaranteeing at the same time a substantial reduction of time and costs of manufacturing. Mechatronic systems are manifold and range from machine components, motion generators, and power producing machines to more complex devices, such as robotic systems and transportation vehicles. With its twenty chapters, which collect contributions from many researchers worldwide, this book provides an excellent survey of recent work in the field of mechatronics with applications in various fields, like robotics, medical and assistive technology, human-machine interaction, unmanned vehicles, manufacturing, and education. We would like to thank all the authors who have invested a great deal of time to write such interesting chapters, which we are sure will be valuable to the readers. Chapters 1 to 6 deal with applications of mechatronics for the development of robotic systems. Medical and assistive technologies and human-machine interaction systems are the topic of chapters 7 to 13.Chapters 14 and 15 concern mechatronic systems for autonomous vehicles. Chapters 16-19 deal with mechatronics in manufacturing contexts. Chapter 20 concludes the book, describing a method for the installation of mechatronics education in schools
Convergences and divergences in mortality
Abdel Omran's 1971 theory of "Epidemiologic Transition" was the first attempt to account for the extraordinary advances in health care made in industrialized countries since the 18th century. In the framework of the Demographic Transition, it implied a general convergence of life expectancies toward a limit imposed by the new epidemiological features of modern societies. However, important failures, occurred in the past decades (mainly the health crisis in Eastern Europe and AIDS in Africa), seem to have stopped that process of convergence. In fact such failures do not really contradict the theory. The latter is much more ruined by the unexpected dramatic improvement in the field of cardiovascular disease experienced since the seventies, which results in a new step of a more general process.
