    Worship & sightseeing: building a partnership approach to a ministry of welcome

    This paper explores diverse opportunities for partnerships between the sacred and secular at religious sites. It identifies ways in which tourism suppliers can work collaboratively with sacred sites to enable sites to meet the demands of contemporary secular and sacred stakeholders. In the review of contemporary literature we consider supply and demand issues, site management, key components of partnership, ecumenical co-creation resources, cost-benefit and marketing needs. The paper is predicated on the provision of information and interpretation services for guidance, and development of all of these services. Methodologically, a participant observation approach was employed to confirm that tourism fits the strategic intent of religious leaders. We consider that partnership at a national, diocesan and parish level is an important part in effective tourism development. Elements of community involvement; capacity building and in-community development through engaging stakeholders are discussed. The balance achieved between stakeholders is important, and in our context the balance between local government and the tourism industry, and between active partners and the passive policy community, reflects the aims of the sacred and the private sector key partners, and the wider social capacity building aspects of community development agendas and government

To satisfy their information requirements, effective information sharing within and among LGAs is necessary. Nevertheless, the dilemma of Inter-Organisational Information Sharing (IOIS) has been regarded as an inevitable issue for the public sector. Despite a decade of active research and practice, the field lacks a comprehensive framework to examine the factors influencing Electronic Information Sharing (EIS) among LGAs. The research presented in this paper contributes towards resolving this problem by developing a conceptual framework of factors influencing EIS in Government-to-Government (G2G) collaboration. By presenting this model, we attempt to clarify that EIS in LGAs is affected by a combination of environmental, organisational, business process, and technological factors and that it should not be scrutinised merely from a technical perspective. To validate the conceptual rationale, multiple case study based research strategy was selected. From an analysis of the empirical data from two case organisations, this paper exemplifies the importance (i.e. prioritisation) of these factors in influencing EIS by utilising the Analytical Hierarchy Process (AHP) technique. The intent herein is to offer LGA decision-makers with a systematic decision-making process in realising the importance (i.e. from most important to least important) of EIS influential factors. This systematic process will also assist LGA decision-makers in better interpreting EIS and its underlying problems.     Enhancing Ontario’s Rural Infrastructure Preparedness: Inter-Community Service Sharing in a Changing Climate — Environmental Scan

    Given the research that has been done in this environmental scan and the gaps found in this research, it is our aim to find out: What types of service sharing are going on in Ontario municipalities, particularly in rural/remote areas? How can inter-community service sharing (ICSS) benefit the asset management planning process in these rural/remote areas to enhance capacities for climate change resilience? Climate change (CC) will exacerbate deterioration to existing infrastructure and increase replacement costs. Improved preparedness reduces risks and increases efficiency, readiness and coping capacity. To increase the preparedness of Ontario rural communities, this project develops CC-Prepared Inter-Community Service Sharing (ICSS) as an innovative strategy that expands cost-effective solutions within Ontario’s standardized Asset Management Planning (AMP) process. Overseen by a Project Advisory Board (PAB), it identifies a suite of best practice ICSS processes and principles and a range of factors and indicators that influence the uptake of ICSS as a viable and practical opportunity targeted to enhance rural infrastructure preparedness for CC. It utilizes a multimethod, interdisciplinary approach involving an environmental scan, interviews, a survey and case studies and develops an ICSS Toolkit consisting of reports, workbook, policy brief and media kit. Knowledge translation and transfer (KTT) includes blogs, teleconferences, articles, presentations and a workshop. For small rural Ontario communities, this study enhances management of CC impacts on infrastructure through the development of a CC-Prepared ICSS strategy, increasing anticipatory, collective actions that reduce dam age and increase efficiencies. It informs sound municipal/provincial level programs and policies about innovative ICSS that benefit rural communities through the identification of Ontario-wide trends, case study best practises and action-oriented recommendations

    BIM and its impact upon project success outcomes from a Facilities Management perspective

    The uptake of Building Information Modelling (BIM) has been increasing, but some of its promoted potential benefits have been slow to materialise. In particular, claims that BIM will revolutionise facilities management (FM) creating efficiencies in the whole-life of building operations have yet to be achieved on a wide scale, certainly in comparison to tangible progress made for the prior design and construction phases. To attempt to unravel the factors at play in the adoption of BIM during the operational phase, and in particular, understand if adoption by facilities managers (FMs) is lagging behind other disciplines, this study aims to understand if current BIM processes can ease the challenges in this area faced by facilities management project stakeholders. To do this, success from a facilities management viewpoint is considered and barriers to facilities management success are explored, with focused BIM use proposed as a solution to these barriers. Qualitative research was undertaken, using semi structured interviews to collect data from a non-probability sample of 7 project- and facilities- management practitioners. Key results from this study show that the main barrier to BIM adoption by facilities managers is software interoperability, with reports that facilities management systems are unable to easily import BIM data produced during the design and construction stages. Additionally, facilities managers were not treated as salient stakeholders by Project Managers, further negatively affecting facilities management project success outcomes. A ”resistance to change was identified as another barrier, as facilities managers were sceptical of the ability of current BIMenabled systems promoted as being FM compatible to be able to replicate their existing Computer Aided Facility Management (CAFM) legacy software and its user required capabilities. The results of this study highlight that more work is needed to ensure that BIM benefits the end user, as there was no reported use of BIM data for dedicated facilities management purposes.     Knowledge transfer processes in PFI: identification of barriers and enablers

    Increasingly, the UK’s Private Finance Initiative has created a demand for construction companies to transfer knowledge from one organization or project to another. Knowledge transfer processes in such contexts face many challenges, due to the many resulting discontinuities in the involvement of organisations, personnel and information flow. This paper empirically identifies the barriers and enablers that hinder or enhance the transfer of knowledge in PFI contexts, drawing upon a questionnaire survey of construction firms. The main findings show that knowledge transfer processes in PFIs are hindered by time constraints, lack of trust, and policies, procedures, rules and regulations attached to the projects. Nevertheless, the processes of knowledge transfer are enhanced by emphasising the value and importance of a supportive leadership, participation/commitment from the relevant parties, and good communication between the relevant parties. The findings have considerable relevance to understanding the mechanism of knowledge transfer between organizations, projects and individuals within the PFI contexts in overcoming the barriers and enhancing the enablers. Furthermore, practitioners and managers can use the findings to efficiently design knowledge transfer frameworks that can be used to overcome the barriers encountered while enhancing the enablers to improve knowledge transfer processes

    Getting Communities Engaged in Water and Sanitation Projects: Participatory Design and Consumer Feedback

    Community engagement in water and sanitation service delivery is key for ensuring project sustainability and accountability. In all of its programmes, WSUP works with local service providers, community groups and local authorities to enhance stakeholder participation. This Topic Brief looks at community engagement approaches used by WSUP in three cities within the African Cities for the Future (ACF) programme: Antananarivo (Madagascar), Kumasi (Ghana) and Maputo (Mozambique). The specific focus is on ways to encourage community involvement in the design of water supply and sanitation projects, and ways in which service providers can elicit input and feedback from people living in low-income communities. The Topic Brief discusses several cases in which community engagement has positively contributed to the development of WASH services. It highlights some of the key challenges currently faced by WSUP and other sector organisations, and ends with practical recommendations for programme managers about how to engage low-income communities

    Lost in Knowledge Translation: Moving Towards a Clearer Picture? Mapping the conceptualisation of knowledge translation, transfer and exchange across public health in the North East

    Over recent decades the concept of evidence-based practice in health care has become part of the language of practitioners, policymakers and researchers. However, a gap between the production of research evidence and use of this evidence in practice has been identified, leading to repeated calls for solutions which will render the process more effective and efficient. It is increasingly acknowledged that getting evidence into, or out of, policy and practice arenas is not a straightforward or a linear process and to view it as such may be both misleading and overly simplistic. The term knowledge translation (KT) is used to describe the work required to close or bridge this gap and is becoming common vocabulary. However, as a concept KT (and related terms) are not yet clearly defined, nor are there agreed meanings in many areas including public health. While there is a growing body of literature exploring these concepts, using this evidence to inform public health practice, strategy, research and education is often difficult given the diverse range of sources, the worldviews upon which they are based and the need for local ‘contextual fit’. This study was commissioned by Fuse to explore how various stakeholder groups (e.g. practitioners, commissioners, academics, researchers, local authority/government) make sense of and experience the concepts and processes of knowledge translation, transfer and exchange. The study aims were to: Undertake a rapid review of recent literature syntheses pertaining to knowledge translation, exchange and transfer in public health, Explore and articulate (map) stakeholder conceptualisations and interpretations of knowledge translation, exchange and transfer in public health
