    What Makes Complex Systems Complex?

    This paper explores some of the factors that make complex systems complex. We first examine the history of complex systems. It was Aristotle’s insight that how elements are joined together helps determine the properties of the resulting whole. We find (a) that scientific reductionism does not provide a sufficient explanation; (b) that to understand complex systems, one must identify and trace energy flows; and (c) that disproportionate causality, including global tipping points, are all around us. Disproportionate causality results from the wide availability of energy stores. We discuss three categories of emergent phenomena—static, dynamic, and adaptive—and recommend retiring the term emergent, except perhaps as a synonym for creative. Finally, we find that virtually all communication is stigmergic

    The paper assesses the performance of the technology licensing offices (TLO) and technology transfer offices (TTO) which have been active in Portuguese higher education institutions. Data stemming from a survey of these entities was analyzed in successive steps through factor analysis, cluster analysis and estimation of a model using the Partial-Least Squares methodology. It is shown that the institutional nature of each of the surveyed organizations implies different behaviours and outcomes. Further it has also became clear that the type of resources and activities in the surveyed organizations determine both their “primary outcome” (patent applications and technology transfer processes) and their “final outcome” (technology licensing contracts and technology-based spin-offs). The results of this paper might be particularly relevant for other similar economies as Portugal where high-tech and knowledge-intensive industries have not been dominant.technology transfer; university-industry relationships; university patenting; university spin-offs

    A Regional Human Development Index for Portugal

    In a report from 2008 the Organization for Economic Cooperation and Development came to the conclusion that Portugal is still a country very much marked by regional asymmetries and in need of better regional governance mechanisms and policies. In the face of these conclusions it becomes important to address the issue of constructing an index of regional development for Portuguese regions to better assess the evolution of the differential between regions. We propose a regional human development index for Portugal at the NUTS III level, based on the methodology of the Human Development Index (HDI) from the United Nations Development Programme (UNDP). Results show us a country that has most of the highest ranked NUTS III positioned in the coastline, although some interior NUTS III regions improve their relative positions in the ranking between 2004 and 2008. Additionally to the traditional dimensions of the HDI, we also added two dimensions, that we choose to include, given the main criticisms pointed in the literature to the HDI - governance and environment. Results show some significative differences when we add the environment dimension, but in terms of governance they don't change significantly.Human Development Index, Regional Asymmetries, Portugal.

    The study explores the political choices and confl icts inherent in the “technical” specifi cations of any monetary system and some of the social scientifi c implications of the prevailing forms of money in the widest possible sense of the terms. As a constantly evolving social relation, no single theory of money is likely to capture its tremendous capacity for self-transformation. It is argued that the precise manner in which the prevailing forms of fi nancial capital in general and money in particular are socially constructed creates a privileged reality for financial capital which distorts competition among the diff erent factors of production and eliminates money’s capacity to accurately capture and reproduce real world economic phenomena – if possible even in theory. Contrary to some of the traditional economistic legitimating narratives for money, it is suggested that control over the issuance and circulation of money may render various aspects of the human governable with a fraction of the resources that might be required to implement comparable combinations of coercion and rewards through alternative institutional mechanisms. While it is far from clear that money can ever be specifi ed in a manner that would solve its inherent political and social confl icts to an extent that would permit “economic” analysis to begin, some of the social and political implications of diff erent types of monetary institutions are often not beyond the reach of public policy decisions. A combination of a seigniorage-based unconditional basic income and a demurrage tax on money is introduced as an example of a specifi c public policy program that could rectify or mitigate some of the polarizing consequences of the prevailing forms of money as well as illuminate the spectrum of political choice inherent in the design of any monetary system. The study explains the continuing signifi cance of a wide spectrum of explanatory frameworks for the nature of money as a function of their strategic political utility rather than empirical accuracy and identifi es four main issue areas as particularly fruitful for further research

    Remarks on the Behavior of an Agent-Based Model of Spatial Distribution of Species

    Agent-based models have gained considerable notoriety in ecological modeling as well as in several other fields yearning for the ability to capture the emergent behavior of a complex system in which individuals interact with each other and with their environment. These models are implemented by applying a bottom-up approach, where the entire behavior of the system emerges from the local interaction between their components (agents or individuals). Usually, these interactions between individuals and their enclosing environment are modeled by very simple local rules. From the conceptual point of view, another appealing characteristic of this simulation approach is that it is well aligned with the reality whenever the system is composed of a multitude of individuals (behavioral units) that can be flexibly combined and placed in the environment. Due to their inherent flexibility, and despite of their simplicity, it is necessary to pay attention to the adjustments in their parameters which may result in unforeseen changes on the overall behavior of these models. In this paper we study the behavior of an agent-based model of spatial distribution of species, by analyzing the effects of the model parameters and the implications of the environment variables (that compose the environment where the species lives) on the models’ output.
