    The Challenge of Ensuring Business Security in Information Age

    Every day, thousands of businesses rely on the services and information ensured by information and communication networks. As the dependence on information systems grows, so the security of information networks becomes ever more critical to any entity, no matter if it is a company or a public institution. The asymmetrical threat posed by cyber attacks and the inherent vulnerabilities of cyberspace constitute a serious security risk confronting all nations. For this reason, the cyber threats need to be addressed at the global level. Given the gravity of the threat and of the interests at stake, it is imperative that the comprehensive use of information technology solutions be supported by a high level of security measures and be embedded also in a broad and sophisticated cyber security culture. This paper provides arguments regarding the need to implement coherent information security policies at national level, based on cooperation between public and private sectors and in coordination with international initiatives in the field. Since information security is vital for developing and running an efficient business, this study may constitute a strategic approach to improve the information security posture of Romanian organizations.information security; information security risk management; security threats; confidentiality; integrity; availability.

    Innovative public governance through cloud computing: Information privacy, business models and performance measurement challenges

    Purpose: The purpose of this paper is to identify and analyze challenges and to discuss proposed solutions for innovative public governance through cloud computing. Innovative technologies, such as federation of services and cloud computing, can greatly contribute to the provision of e-government services, through scaleable and flexible systems. Furthermore, they can facilitate in reducing costs and overcoming public information segmentation. Nonetheless, when public agencies use these technologies, they encounter several associated organizational and technical changes, as well as significant challenges. Design/methodology/approach: We followed a multidisciplinary perspective (social, behavioral, business and technical) and conducted a conceptual analysis for analyzing the associated challenges. We conducted focus group interviews in two countries for evaluating the performance models that resulted from the conceptual analysis. Findings: This study identifies and analyzes several challenges that may emerge while adopting innovative technologies for public governance and e-government services. Furthermore, it presents suggested solutions deriving from the experience of designing a related platform for public governance, including issues of privacy requirements, proposed business models and key performance indicators for public services on cloud computing. Research limitations/implications: The challenges and solutions discussed are based on the experience gained by designing one platform. However, we rely on issues and challenges collected from four countries. Practical implications: The identification of challenges for innovative design of e-government services through a central portal in Europe and using service federation is expected to inform practitioners in different roles about significant changes across multiple levels that are implied and may accelerate the challenges' resolution. Originality/value: This is the first study that discusses from multiple perspectives and through empirical investigation the challenges to realize public governance through innovative technologies. The results emerge from an actual portal that will function at a European level. © Emerald Group Publishing Limited

    Foucault in Cyberspace: Surveillance, Sovereignty, and Hardwired Censors

    This is an essay about law in cyberspace. I focus on three interdependent phenomena: a set of political and legal assumptions that I call the jurisprudence of digital libertarianism, a separate but related set of beliefs about the state\u27s supposed inability to regulate the Internet, and a preference for technological solutions to hard legal issues on-line. I make the familiar criticism that digital libertarianism is inadequate because of its blindness towards the effects of private power, and the less familiar claim that digital libertarianism is also surprisingly blind to the state\u27s own power in cyberspace. In fact, I argue that the conceptual structure and jurisprudential assumptions of digital libertarianism lead its practitioners to ignore the ways in which the state can often use privatized enforcement and state-backed technologies to evade some of the supposed practical (and constitutional) restraints on the exercise of legal power over the Net. Finally, I argue that technological solutions which provide the keys to the first two phenomena are neither as neutral nor as benign as they are currently perceived to be. Some of my illustrations will come from the current Administration proposals for Internet copyright regulation, others from the Communications Decency Act and the cryptography debate. Recent Internet activity has resulted in an onslaught of identity theft, fraud, digital crime, and an increasing burden to responsible citizens. The computer security and Internet communities have been generally responsive but apparently ineffective, so it is time for a third party to step in, take charge, and provide an infrastructure to assist in protecting individuals and non-person entities.     The First International Conference on Cultural Attitudes Towards Technology and Communication (CATaC’98), and its affiliated publications, seek to bring together current insights from philosophy, communication theory, and cultural sciences in an interdisciplinary dialogue. The synthesis of disparate scholarly ideas will shed greater light on just how culture impacts on the use and appropriation of new communications technologies. Beyond the individual contributions themselves, some of our most significant insights will emerge as we listen and discuss carefully with one another during the conference itself.     Webometric analysis of departments of librarianship and information science

    This paper describes a webometric analysis of the linkages (or ‘sitations’) to websites associated with departments of librarianship and informaton science (LIS). Some of the observed sitation counts appear counter-intuitive and there is only a very limited correlation with peer evaluations of research performance, with many of the sitations being from pages that are far removed in subject matter from LIS. Our conclusions are that sitation data are now well suited to the quantitative evaluation of the research status of LIS departments and that departments can best boost their web visibility by hosting as wide a range of types of material as possible

    © 2016 IEEE. We are living in a cyber space with an unprecedented rapid expansion of the space and its elements. All interactive information is processed and exchanged via this space. Clearly a well-built cyber security is vital to ensure the security of the cyber space. However the definitions and scopes of both cyber space and cyber security are still not well-defined and this makes it difficult to establish sound security models and mechanisms for protecting this space. Out of existing models, maturity models offer a manageable approach for assessing the security level of a system or organization. The paper first provides a review of various definitions of cyber space and cyber security in order to ascertain a common understanding of the space and its security. The paper investigates existing security maturity models, focusing on their defining characteristics and identifying their strengths and weaknesses. Finally, the paper discusses and suggests measures for a sound and applicable cyber security model
